EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the potable water and sewer facilities, and accept
the conveyance of the potable water and sewer facilities for Founders Square, PL20210000700.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the
Collier County Water-Sewer District, approve final acceptance of these potable water and sewer facilities,
in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1) The Developer of Founders Square, has constructed the potable water and sewer facilities within
dedicated easements to serve this private development (see attached location map). The value of
these water and sewer facilities (Assets) was $234,620.90 and $434,540.88, respectively.
2) Staff recorded all final acceptance documents associated with the facilities being conveyed to the
County in the public records of Collier County, which were reviewed and approved by the County
Attorney’s office as to form and legality. The County acquired its interest in the potable water and
sewer facilities by Warranty Deed and Bill of Sale recorded at Official Records Book 5952, Page
2327 (Tracts A, B, C, D, E, F, G, H1, H2, I, J and R-1), Utility Facilities Quit-Claim Deed and Bill of
Sale recorded at Official Records Book 5952, Page 2342 (Tract K), Utility Facilities Quit-Claim Deed
and Bill of Sale recorded at Official Records Book 5952, Page 2353 (Tract L), and Utility Facilities
Quit-Claim Deed and Bill of Sale recorded at Official Records Book 5980, Page 1748 (Tract H-1),
and are located within County Utility Easements (CUE) dedicated by the plat of Founders Square,
recorded in Plat Book 67, Page 9-12, of the Public Records of Collier County, Florida.
3) A final inspection to discover defects in materials and workmanship has been conducted by the
Development Review staff on May 11, 2021, in coordination with Public Utilities, and these facilities
have been found to be satisfactory and acceptable.
4) Staff recommends final acceptance of the subject potable water and sewer utilities facilities as
follows: the amount of $234,620.90 for potable water, and $434,540.88 for sewer (Tracts A, B, C, D,
E, F, G, H1, H2, I, J and R-1); the amount of $4,431.89 for sewer (Tract K); the amount of
$13,461.67 for sewer for (Tract L). Staff also recommends acceptance of the Utilities Facilities Deed
and the facilities described therein.
5) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended.
6) Staff is unaware of any issues that would serve to negate the recommendation to approve this final
acceptance.
FISCAL IMPACT: Approval of this Executive Summary will result in the Collier County Water-Sewer
District receiving title to the potable water and sewer utility facilities, which have a gross value of
$687,055.34 (no depreciation applied) and an asset will be recorded in the financial records of the county.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval. -DDP
