03/08/2022 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign the First Amendment to the HOME Investment Partnerships Subrecipient Agreement with Collier County Hunger & Homeless Coalition, Inc. (Housing Grant Fund 705) OBJECTIVE: To continue to promote affordable housing and support services to Collier County residents through Housing and Urban Development (HUD) HOME Entitlement program. CONSIDERATIONS: The U.S. Department of HUD provides HOME Investment Partnerships Program funds to address program-specific needs identified in the community. On June 22, 2021, Agenda Item #16D7, the Board of County Commissioners (Board) approved a HOME agreement with Collier County Hunger & Homeless Coalition, Inc., for Tenant -Based Rental Assistance (TBRA) for Seniors. The subrecipient has requested a modification to the target population to allow a wider range of residents to benefit from the program. The subrecipients will continue to serve seniors but also the homeless and/or low- to moderate-income persons with rental payments, electric utility deposits, and/or security deposits. This amendment is consistent with the applicable County Consolidated One-Year Action Plan for Federal Fiscal Years 2019-2020 and 2020-2021 approved on June 25, 2019, Agenda Item #16D2 and June 23, 2020, Agenda Item 11J, respectively. This does not change the scope of the project and is allowable under the grant. The amendment decreases the amount of grant funds from $100,000 to $70,000, updates the beneficiaries served, and updates the performance period for this project. FISCAL IMPACT: The proposed action does not have any impact on the General Fund. Funds for this project are budgeted in Housing Grant Fund (705), Projects 33632 and 33688. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for Board approval. -JAB GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with this action.
