Agenda 03/08/2022 Item #16D 1 (Electronica Submittal of the Retired and Senior Volunteer Program Application)03/08/2022 EXECUTIVE SUMMARY Recommendation to approve the electronic submittal of the Corporation for National and Community Service Retired and Senior Volunteer Program application, accept year-two of the grant award in the amount of $75,000 for the operation of the program, and authorize the necessary Budget Amendments. (Housing Grants 705 and Housing Grants Match 706) OBJECTIVE: To provide uninterrupted operation of Collier County’s Retired Senior Volunteer Program (RSVP). CONSIDERATIONS: Co-sponsored by Collier County since 1990, the RSVP Program places senior volunteers in various non-profit organizations and County agencies to provide support and community service. Collier County Community and Human Services Division (CHS) will continue to administer this project, which is seventy percent (70%) sponsored by the Corporation for National and Community Service (CNCS). On May 11, 2021, Agenda Item #16D5, the Board of County Commissioners (Board) approved the acceptance of the three-year grant, for the period of 7/1/21-6/30/24 for a total award of $225,000. CNCS requires each grantee to accept the continuation funding award of the grant on an annual basis. The amount for the second year (7/1/22-6/30/23) funding is $75,000. The RSVP grant has a local match requirement of $32,143 which is thirty percent (30%) of the total project budget of $107,143 annually. This requirement will be partially met through a cash match of $8,300 with the remaining balance of $23,843 provided through in-kind services, primarily from the use of County Park rooms for the volunteer-run Bone Builders Program classes. The program is further supported by donations from local businesses for our volunteer recognition events. Locally, since the start of RSVP in Collier County, over 1,900 volunteers have contributed 1.5 million hours of service to 153 volunteer stations, an average of 51,724 hours served annually. This equates to a savings of $38.2 million to Collier County according to Independentsector.org. The COVID-19 pandemic severely limited our ability to place volunteers due to the closure of many of our volunteer stations. As programs have slowly resumed and started to accept RSVP volunteer referrals, 51 volunteers have contributed 5,341 hours of service to 11 volunteer stations. When final agreements are received, Budget Amendments will be prepared and presented to the Board only if any changes are made to the final allocation. RSVP of Collier County has been providing volunteer service to the community since 1998 and has garnered community attention and support since. Community support is demonstrated through regular in-kind donations of community clubhouse space for the RSVP Bone Builders healthy futures class held multiple times per week at 13 locations. Community organizations donate gifts such as gift cards, gift baskets, and tickets to events used as recognition for volunteers at the annual events held by RSVP. The Board of County Commissioners shows support through their willingness to commit match funds to RSVP, attendance at RSVP recognition events, and issuance of an annual proclamation designating a week in mid-April to celebrate and recognize the service of volunteers. The City of Naples also recognizes volunteer service through the Mayor's Day of Service in early April. Since the start of RSVP of Collier County, over 1900 volunteers have contributed 1.5 million hours of service at 153 stations across Collier County. According to IndependentSector.org, this equates to $38.2 million in volunteer service to our county in time, talent, and experience dedicated to making a difference in our community. County and community need changes regularly and must evolve with the demographics. Collier County has experienced a 17 percent population increase since 2010 primarily comprised of families and children leading to an increased community focus on education and food security Recent data indicates 10.1% of the County's population lives in poverty, while 19.4% of children residing in Collier County are struggling with food insecurity. An estimated 9.3% of the Collier County population are Veterans. Veterans will be the most prominent focus area for RSVP of Collier County. Due to the stigma associated with Veteran mental health and the fact that more than 50% of Veterans returning from active duty service who need mental health services do not receive them (RAND National Defense Research Institute, 2020), it is imperative that the Project Director connect Veteran volunteers to Veteran programs. Anticipated partnerships include The Naples Veterans Center, Home Base SWFL, and Wounded Warriors, along with the Veteran Transportation Network managed by the Veterans Administration providing transportation to and from medical appointments. Housing will also be a priority for RSVP of Collier County. The Project Director will work with the Hunger and Homeless Coalition of Collier County to identify community homelessness programs that provide housing services or access to safe and affordable housing. The Project Director will connect with organizations, such as Habitat for Humanity and St. Vincent DePaul, to provide connection services to housing programs. The Housing First method, an evidence-based practice, will assist with program guidance and client success. Collier County's overall food insecurity rate was 10.1% in 2019 prior to COVID-19, lower than the 2017 rate of 13%, and the 2019 food insecurity rate for children is 19.4%, exactly the same as in 2017. Sadly, COVID-19 has damaged the economy and caused many individuals to lose their source of income due to layoffs and furloughs. This has led to food insecurity for many more families causing an increase in demand at food pantries throughout Collier County. Harry Chapin Food Bank estimates an 1800% increase from March-July of 2020. They currently provide food to approximately 250,000 people per month. RSVP of Collier County will address Healthy Futures- food insecurity through Volunteer programs focused on sustainable food cultivation and food distribution. Cultivate Abundance and Harry Chapin Food Bank will be the primary stations for food security. Each of these stations provides food distribution and food education for individuals and families throughout Collier County. RSVP of Collier County will also focus on community priorities like Healthy Futures, Education, Healthcare and Disaster Preparedness. The Healthy Futures focus area will incorporate the evidence- based Bone Builders program, Tai Chi for Arthritis, and access to healthcare through the Healthcare Network Community Clinic for low income individuals and families. In the area of Education, there will be a focus on mentoring/tutoring of school-aged children. In the area of disaster education and preparedness the project will work with the Salvation Army to provide disaster preparedness training to Seniors. The outcomes of these community priorities will be measured through surveys and client participation counts. RSVP of Collier County will focus Volunteer efforts on Veteran and Military Families, Healthy Futures-access to food and Economic Opportunity-housing. Collier County is home to Veterans from all eras, but predominantly the Vietnam era. As the population of young Veterans grows and enters the civilian world, they struggle to navigate the Veteran Care network and employment opportunities. RSVP of Collier County will target these Veterans to encourage community engagement and assist in system navigation for mental health, housing, employment, and physical health and fitness. Alongside the existing Veteran Volunteer Transportation Network, and programs such as The Naples Veterans Center, Home Base SWFL, and Wounded Warriors placing volunteers in these stations will contribute to improving the lives of Veterans countywide. COVID-19 has caused a severe increase in food insecurity throughout the country, and Collier County is no exception. By engaging volunteers in food service stations, RSVP can address food insecurity and provide community members with greater access to food, even amid a pandemic. A Needs Assessment conducted in 2020 for Collier County's HUD Consolidated Plan indicates that 40% of the population is spending more than 30% of their income on housing, making it unaffordable. Housing security and affordability is a priority in the Collier County 5-year strategic plan of 2020-2025. Veterans, those living with a mental illness, senior citizens and families are critical subsets of homelessness within Collier County. Collier County has a segment of seniors with critical needs, such as housing, social services, food security and healthcare. The Community & Human Services Division, Services for Seniors Program has been the lead agency for Senior Services in Collier County for forty-two (42) years. This program serves some of Collier County's most vulnerable and in 2020 728 seniors were served, with 6,400 meals served per month in their Home Delivered Program and 4 congregate meal sites, and 6 seniors/7 grandchildren assisted with day, afterschool and summer camp expenses. Focus Area 1: Veterans and Military Families Collier County is home to 27,416 veterans (2019 Census). This population faces challenges due to stigmatized mental health disorders, reintegration into civilian communities, and employment. This population can benefit from those who have served and know how to navigate the complicated community and Veteran network of hospitals, community services, and disability income. RSVP will address Veteran specific challenges through community organizations focused on improving Veterans lives. The Project Director will work with The Naples Veteran Center to place volunteers that can engage Veterans new to the area or who may be eligible for Veteran services. Volunteers serving in the Veteran Transportation Network that provide transportation to Veterans for medical appointments at Veteran hospitals and clinics will be a first line of communication about RSVP and Veteran programs we partner with. Veterans helping Veterans is the most successful method of providing services to this population. Creating partnerships and volunteer opportunities with organizations that serve Veterans will engage more individuals and build trust between Veterans and RSVP of Collier County. Services for Veterans that RSVP is seeking to offer include but are not limited to travel to and from medical appointments, health centric programs like Home Base SWFL, and housing and employment assistance with Wounded Warriors. RSVP of Collier County proposes to recruit 15 Veteran volunteers to serve at least 100 Veterans through these programs. These volunteers will engage Veteran community members through employment assistance, mental health referrals, and service connection to Veteran specific agencies geared toward improving Veteran transitions from the military to civilian life. Focus Area 2: Healthy Futures- Food Security Prior to the COVID-19 outbreak, poverty and food insecurity were realities affecting nearly 40,000 individuals in Collier County, more than 10,000 of whom did not qualify for governmental assistance yet struggled to make ends meet. 40% of Collier County residents are housing cost-burdened, and of these half are considered "severely cost burdened" spending more than 50% of their income on housing putting them at risk of a single financial emergency tipping them into poverty. According to a 2018 Community Needs Assessment, median wages of available jobs fell below the amount needed for self-sufficiency and the average annual pay falls below the Florida state average, despite higher-than- average costs of living for Collier County. Further, the seasonality of our economy creates inconsistent revenue streams, creating difficulties for many to meet even basic needs and forcing families to forgo essentials like healthcare or nutritious food. Collier County is home to over 36,120 people who are food insecure according to Map the Meal Gap from Feeding America (2019). Children account for a third of this group. Due to COVID-19 many families are unemployed or were furloughed to maintain safe workspaces, and children are still out of school which for many was their only regular source of food. Unfortunately, this has led to a significant rise in food insecurity issues throughout the County as it becomes increasingly challenging for parents to feed their families. Since COVID-19, the demand at food pantries has reached staggering numbers. These unprecedented times have left a community that is home to the richest of the rich, and the poorest of the poor. While many food pantries and meal delivery agencies have tried their best to meet this demand, they are overburdened with the demand. One food pantry alone reported their mobile pantry distributed groceries to a record 24,612 households between March and July 2020, representing and 1,800% increase in need over the same period the year prior. Volunteers with RSVP will be placed at food pantries, meal delivery agencies, and resource organizations to assist individuals facing food shortages. By engaging volunteers in programs such as Cultivate Abundance, a local garden that provides fresh locally grown produce to migrant farm workers, they can help to change this dynamic. Cultivate Abundance maintains three gardens in Collier County. Volunteers will assist with gardening, harvesting, and distributing food at the church where the main garden is located. RSVP will place 20 volunteers at stations in this focus area to serve 100 individuals. Focus Area 3: Economic Opportunity- Housing Homelessness is becoming more prevalent in Collier County due to high cost of living, chronic unmanaged mental illness, and substance abuse disorders among many other factors. Collier County is working with several community agencies to deliver a five-year strategic plan that incorporates safe and affordable housing. Collier County is home to more than 568 homeless individuals on any given night (2021 Hunger and Homeless Coalition of Collier County Point in Time Count). Of those, 169 are diagnosed with a severe mental illness and an additional 198 are chronic substance abusers. While the overall number of homeless individuals decreased from 2020, those with severe mental illness and chronic substance abuse increased. These factors increase the cost burden to taxpayers for recidivism and recurrent emergency medical treatments. RSVP of Collier County will place volunteers at agencies focused on housing support, Rapid Rehousing, and Permanent Supportive Housing to connect homeless individuals with housing support services. These services will measure performance through service connection. The Hunger and Homeless Coalition of Collier County and Habitat for Humanity will be key partners in providing housing support. Housing First is an evidence-based practice implemented at the Federal level by the United States Interagency on Homelessness and is a homeless assistance approach that prioritizes providing permanent supportive housing to people experiencing homelessness, thus ending their homelessness and serving as a platform from which they can improve their quality of life. Collier County's Volunteers will work with homeless individuals that present to organizations involved in housing efforts to aid with the housing search and resource connection leading to successful housing placement. 16.D.1.a Packet Pg. 606 Attachment: APP 2022 03-08 RSVP 22-23 YR 2 (21088 : RSVP Year 2 Grant Application) DRAFT Page 7 For Official Use Only Narratives Use of print ads, social media, and networking directed at housing support Volunteers will be the primary source of volunteer recruitment in this challenging focus area. Volunteers will be trained in the Housing First approach by the Project Director and Volunteer Station, focusing on how providing housing leads to other successful outcomes through substance abuse and/or mental health treatment, employment, obtaining disability benefits or securing resources for food and transportation. Prioritizing housing establishes a foundation for life improvement and allows individuals to make informed decisions about their health and well-being. RSVP of Collier County will place 5 Volunteers in the housing focus area to serve 10 individuals with connection to housing services. Other Focus Areas: Collier County supports many community organizations through volunteerism. Education, physical fitness, and disaster services are other focus areas served through RSVP volunteer involvement. RSVP will place a significant number of volunteers in these well-established programs. To address Healthy Futures Access to Care, RSVP of Collier County will continue the highly successful Bone Builders program throughout this grant cycle engaging 50 volunteers. This has been a highly effective and desirable program led by RSVP Volunteers and held across the county in many community centers and parks. Originally developed from the Strong Living Program at Tufts University, Bone Builders uses low impact, low weight exercises to increase bone density and reverse the effects of osteoporosis when followed diligently. An estimated 44 million men and women in the US over age 50 have developed osteoporosis or low bone mass, according to the International Osteoporosis Foundation. Regular attendance at Bone Builders classes can improve mobility, reduce falls, and create a greater sense of self-confidence. RSVP of Collier County currently partners with 13 community centers to provide the Bone Builders Program free of charge. Bone Builders classes are held two to three times per week and average 960 classes per year. This allows nearly 900 seniors to participate in the Bone Builders classes per year. Most community centers closed in March 2020 due to COVID-19, but this didn't stop some of the instructors who continued to teach classes via ZOOM. Since the reopening of community centers for in-person Bone Builders classes in October 2021, 36 volunteers have contributed 768 hours teaching the Bone Builders class. 33% of County households speak a language other than English in the home. This can create barriers for education volunteers who only speak English. Recruitment of multilingual individuals will be a focus for RSVP of Collier County through targeted recruitment in community groups that promote language learning and cultural development such as the Immokalee Interagency Council. 16.D.1.a Packet Pg. 607 Attachment: APP 2022 03-08 RSVP 22-23 YR 2 (21088 : RSVP Year 2 Grant Application) DRAFT Page 8 For Official Use Only Narratives Volunteers from RSVP of Collier County mentor and tutor children regularly through several community organizations. These stations include Literacy Volunteers of Collier County (LVCC) and the Boys and Girls Club of Collier County (BGCCC). RSVP will place 15 volunteers in education while serving 20 students. BGCCC offers tutoring for elementary age children and mentoring for high school students, allowing volunteers to choose the age group they would like to work with. Volunteers work with small groups of 3-4 children to complete homework and reading comprehension activities. The mentoring program matches volunteers with high school students to assist with college and scholarship applications, resume building, and career development. LVCC has been a premier provider of literacy tutoring in Collier County since 1984. Services offered include one-on-one tutoring, small group classes, interactive English Language Learning Laboratory, and a Family Literacy program. RSVP volunteers prepare lesson plans for each session and meet with student's one to two times per week for at least one hour at local libraries, community centers, church facilities, LVCC offices or via ZOOM. The Project Director will re-engage PACE Center for Girls as a Volunteer Station. The PACE Center for Girls is based in Immokalee, FL and provides young women an opportunity for a better future through education, counseling, and advocacy. Girls ages 12-17 facing challenges due to poverty, foster home placement, substance abuse, incarceration, and domestic violence among other things, and are at least one year behind in school are eligible for Pace services. Pace provides a nurturing, girl centered program through counseling and academics to improve school success and reduce recidivism. Disaster services are provided by many organizations throughout Collier County due to the risk of hurricanes, wildfires, flooding and the most recent unprecedented disaster, COVID-19. Volunteers will be offered disaster services training through the Salvation Army. RSVP will use 5 volunteers in this focus area to be trained in disaster preparedness. Collier County is no stranger to disastrous effects of weather and environment but is impacted by a major hurricane only once every 9.5 years on average. It is beneficial to have continuous education for seniors to ensure they are prepared ahead of a disaster and RSVP will track the number of individuals trained in disaster preparedness. The impacts of this training will vary greatly depending on the need for disaster services each year. United Way of Collier and the Keys offers the Volunteer Income Tax Assistance (VITA) Program to assist individuals and families earning less than $58,000 annually to complete and file tax returns typically resulting in a tax refund. Challenges include safety in public spaces, economic stability, and engagement of community organizations. With limited interaction volunteers have been providing service in other ways. RSVP of Collier County recently purchased 20 laptops to loan to volunteers who can train other volunteers how to use technology and to assist community organizations who are utilizing virtual services to assist their clients. Other Community Priorities: While RSVP of Collier County concentrates efforts on primary focus areas, many seniors and stations benefit from RSVP volunteers outside of the CNCS focus areas or capacity building. Some organizations are unable to report certain outcomes or reporting creates a burden, but these stations and volunteers are important to improving the community. These stations include Healthcare Network Clinic and Habitat for Humanity. Healthcare Network Clinic offers low-cost quality healthcare to low-income, uninsured and underinsured individuals. Volunteers provide reception, administrative and medical support services and are often the first person a patient interacts with. Habitat for Humanity of Collier County is dedicated to eliminating substandard housing locally and worldwide through constructing, rehabilitating and preserving homes; by advocating for fair and just housing policies; and by providing training and access to resources to help families improve their shelter conditions. Volunteers assist with administrative support and the building of homes for low-income families. RSVP of Collier County will place 20 volunteers in other community priorities. The RSVP Project Director will attend volunteer fairs, networking opportunities, and connect with local social groups such as the Naples Interagency Council to recruit volunteers and new volunteer stations. While such opportunities have been limited due to COVID-19, there has been a recent increase in fairs and other networking opportunities that has resulted in the recruitment of some new volunteers. Newspaper, social media, magazine advertisements and our website will also be used to publicize RSVP of Collier County. We have also recently received more volunteer inquiries from our Facebook page. We are also utilizing VolunteerMatch.org, another internet-based page specifically for volunteers seeking opportunities. The Project Director will host quarterly lunch and learn seminars to enhance training opportunities and improve community knowledge of available programs for Seniors. Volunteers will be encouraged to bring a friend to these events. These recruitment efforts will diversify the volunteers within Collier County and allow RSVP to serve more individuals within the community. The Project Director will connect with the Collier County Black Affairs Advisory Board and Immokalee Interagency Council to improve recruitment efforts among diverse individuals. Upon recruitment, volunteers are interviewed to determine their experience, eligibility, and ability to contribute to the volunteer station. Volunteers are taken on a tour of their selected station(s) and meet the Station Supervisor. The Volunteer will be provided an RSVP Volunteer Handbook outlining program expectations and their responsibilities upon station placement. The Volunteer, Project Director and Station Supervisor are required to sign an assignment description outlining the position and responsibilities. The Station is responsible for providing job specific training and any background checks needed. If a Volunteer or Station is not satisfied with the initial placement, a volunteer can be reassigned to a new position or location. Program Development RSVP of Collier County's primary focus areas are Veterans and Military Families, Economic Opportunity- Housing, and Healthy Futures- Food Security. Collier County has seen an increase in families moving to the area increasing the need for connection to organizations focused on family centric services. By focusing on these populations, RSVP of Collier County can broaden the stations being offered to volunteers and incorporate more volunteers in critical needs outcomes. The RSVP Project Director will work with the RSVP Advisory Council and community agencies to develop a program that serves the needs of the community and the volunteers. The RSVP Advisory Council will provide insight into the interests of volunteers and connections with community organizations that are able to partner with RSVP of Collier County. Veterans present challenges that are difficult to navigate without the knowledge of prior military service. Veterans helping Veterans is the most beneficial and successful method of providing services to Veterans. Many Veterans do not realize they are eligible for services or benefits from the Veterans Administration. Recruiting through Veteran centered organizations like The Naples Veteran Center and Home Base SWFL, RSVP of Collier County is more likely to engage individuals who have a better understanding of Veteran related issues. Veterans facing homelessness, mental health crisis, and community reintegration after service are more likely to turn to those who understand their situation. RSVP Volunteers placed in housing efforts will be recruited through direct contact methods. The Project Director will network with the Naples Chamber of Commerce, The Naples Interagency Council, Rotary Club, Seniors Blue Book, and Veteran service organizations to engage volunteers focused on reducing homelessness in Collier County. RSVP Volunteers will interact with individuals directly to provide resources that assist with rent payments and subsidies that improve the likelihood of maintaining housing. Volunteers may be expected to provide some case management type services for those experiencing or at risk of homelessness. Those services may include connection to transitional housing, food resources, and linkage to health services to improve client morale and maintain contact, as many homeless individuals disappear when they are denied assistance or cannot gain access to long-term options. RSVP will track the number of individuals that have been connected to housing services and community resources within those agencies to aid in determining outcomes. Specific regions of Collier County face higher rates of food insecurity than other areas. Immokalee is a prime example of impoverished families struggling to find nutritious food on very low incomes. Immokalee is a farming community located approximately 50 miles from the center of Naples. RSVP will target this area to improve outcomes for migrant farmworkers facing food insecurity. The Project Director will continue connecting with Immokalee based community organizations such as Cultivate Abundance to determine what services are most culturally relevant to Immokalee residents. The Project Director will connect with Cultivate Abundance, the Immokalee Interagency Council, and Pace Center for Girls to promote RSVP Volunteer positions in multiple languages to encourage residents to support volunteering in their community. Other areas of Collier County will also be impacted by food distribution volunteers. Current stations like Harry Chapin Food Bank and St. Vincent de Paul will focus on Collier County centrally located food distribution. Other focus areas and community priorities are well developed and coordinated to continue service once COVID has relented. Volunteers regularly ask for additional Bone Builders classes and opportunities to serve in different capacities. RSVP of Collier County will maintain the participation in these programs through volunteer recognition and engagement in events that allow volunteers to share their experiences. During the COVID pandemic, RSVP of Collier County was able to retain 39 volunteers and recruited an additional 22 new volunteers and seeks to recruit 64 new volunteers this grant cycle. Long-term volunteer engagement is critical to the success of the program. Additional events will be provided to encourage community members to visit with volunteers outside of service activities. Volunteer health and safety is the priority of RSVP of Collier County. COVID-19 has created challenges with retaining Volunteers, recruiting new Volunteers and meeting community outcomes through other service opportunities. These challenges have increased the efforts of the Project Director to find or create virtual volunteer opportunities, engage volunteers in other ways without direct contact and networking with organizations to change the look of volunteering during a global pandemic. RSVP of Collier County will monitor health and safety concerns and ensure Volunteers are able to return to service with personal protective equipment and safety measures in place to protect the station, volunteers and community members. The Project Director will work with stations to provide alternate volunteer opportunities until a safe return to service is possible during any disaster or prolonged public health emergency. The Project Director manages the RSVP of Collier County Volunteer Program through regular communication with volunteers and volunteer stations. The RSVP of Collier County Advisory Council assists the Project Director in planning events, reviews program information and budget, and provides input about program activities like fundraising. Volunteers are given an orientation by the Project Director that provides information about RSVP of Collier County and job specific expectations. Volunteers are provided training by their Volunteer Station to acquaint them with the station and job being performed. Other training opportunities are offered by RSVP partners as they become available. Each station will offer an initial volunteer training and continued training each year as needed to continue volunteer service. Volunteers will be under the supervision of the Station Supervisor during service activities. The Project Director will communicate with Volunteers and Stations regularly through phone calls, email, and site visits. This communication will allow the Project Director to direct Volunteer advertisements to areas of need, engage Volunteers in new service opportunities, and encourage Volunteers to share their experiences with potential volunteers. Volunteers will undergo a National Service Criminal History Check (NSCHC) as required for station jobs that involve work with children or elderly populations. Volunteers may also be required to sign an agreement stating they will not disclose confidential information about clients, stakeholders or other volunteers. HIPAA regulations apply to some volunteer opportunities requiring volunteers to be trained in health information protection by the station. RSVP of Collier County ensures all stations adhere to these requirements through regular station visits and continuous volunteer training opportunities. Volunteers and Stations will track and submit Volunteer hours as described in the Memorandum of Understanding signed by the Station Supervisor. The Project Director will maintain a log of Volunteer services hours electronically in our Volgistics database. It will also be used to recognize Volunteers for time served throughout the year. Surveys will be sent to Volunteers, stakeholders, program participants, and Stations annually to gather responses about the services provided, the benefits each person has received because of RSVP, and ways to improve RSVP of Collier County. These surveys also provide valuable information about community needs and continued service opportunities. Each year Volunteers will have a Welcome Back lunch that allows volunteers to gather, following time spent away from the program due to summer activities and dual residency, and return to service with new gear and renewed spirit. RSVP of Collier County also hosts a recognition luncheon in April that recognizes Volunteers for all their hard work over the previous year. Volunteers are recognized for the total amount of hours served, years served, and exceptional volunteerism. A volunteer is selected each year to receive the Volunteer of the Year Award recognizing excellent service to the community. The Project Director will complete CNCS required progress reports, progress report supplements, federal financial reports and applications in a timely manner. RSVP of Collier County has continually submitted reports on time since the inception of the program. All requests from our CNCS Portfolio Manager have been answered promptly. The Project Director immediately reviews and implements all communications from CNCS as necessary. RSVP of Collier County has been operating under CNCS and Collier County Government since 1998. The Collier County Community and Human Services Division oversees grant activities and has a demonstrated track record of sound programmatic and fiscal oversight specifically in grant management. The most recent single audit revealed no findings or management letter comments. Currently, CHS successfully administers approximately $21 million in federal and state grant funds. The entire government entity is supported by professionals in Human Resources, Risk Management, Office of Management and Budget, and Procurement. To further ensure financial compliance of our program, the local Office of Management and Budget provides oversight on all aspects of financial grant management providing an additional layer of internal control over the application, budget, procurement, financial transactions, draws, reports and grant closeout. Furthermore, we have a finance department separate from the BCC that provides pre and post audit functions for all fiscal components. To ensure compliance with RSVP program requirements, staff receive internal training on administrative processing and financial tracking. Staff attend online, regional, state, and national conferences that help develop skills and ideas that will progress all involved or impacted by RSVP of Collier County. The Project Director and the Collier County Grant Compliance Unit examine physical records and cross reference information in Volgistics to confirm and maintain accuracy. To keep all RSVP programmatic information including statutes, regulations, and applicable OMB circulars, the Project Director participates in all webinars and conference calls related to the program. The RSVP Project Director and the project accountant regularly participate in RSVP sanctioned training opportunities and federally sponsored trainings focused on compliance requirements, OMB circular CFR part 200. Working with the fiscal department, the Project Director ensures responsible and timely spending of grant funds through fiscal oversight and budgetary maintenance. Collier County has established purchasing and procurement policies to oversee fund management and expenditures. Supplies and capital assets such as facilities and equipment will be tracked, distributed and used by staff, volunteers or volunteer station supervisors. Stations submit the in-kind contribution form for any donations made to RSVP for program use. The in-kind contribution forms are used to document donations of goods or services to the program throughout the year. The day to day operation of RSVP of Collier County is managed by Ed Bonilla, Project Director and follows RSVP regulations and guidelines as established by CNCS and the Code of Federal Regulations. Disaster services are provided by many organizations throughout Collier County due to the risk of hurricanes, wildfires, flooding and the most recent unprecedented disaster, COVID-19. Volunteers will be offered disaster services training through the Salvation Army. RSVP will use 5 volunteers in this focus area to be trained in disaster preparedness. Volunteers will only be deployed to disaster recovery situations as they arise. Collier County is no stranger to disastrous effects of weather and environment but is impacted by a major hurricane only once every 9.5 years on average. It is beneficial to have continuous education for seniors to ensure they are prepared ahead of a disaster and RSVP will track the number of individuals trained in disaster preparedness. The impacts of this training will vary greatly depending on the need for disaster services each year. The target number is for volunteers served. The challenge in identifying the total number of community members served correlates directly with the type of disaster services are required for and therefore, this focuses on the number of RSVP volunteers and not community members. United Way of Collier and the Keys offers the Volunteer Income Tax Assistance (VITA) Program to assist individuals and families earning less than $58,000 annually to complete and file tax returns typically resulting in a tax refund. RSVP of Collier County will place 2 volunteers at this station. RSVP works with the Station Supervisor to track the amount of tax refunds being returned to individuals because they were able to file taxes through the VITA program. The total value of the tax returns will be documented and recorded during the time in which the returns are complete to have an accurate accounting of how much the RSVP volunteers were able to assist others in obtaining. It is difficult to estimate the total value of these tax returns. While RSVP of Collier County concentrates efforts on primary focus areas, many seniors and stations benefit from RSVP volunteers outside of the CNCS focus areas or capacity building. Some organizations are unable to report certain outcomes or reporting creates a burden, but these stations and volunteers are important to improving the community. These stations include Healthcare Network Clinic, Habitat for Humanity and The Naples Players. Healthcare Network Clinic offers low-cost quality healthcare to low-income, uninsured and underinsured individuals. Habitat for Humanity provides training and access to resources to help families improve their shelter conditions. Volunteers assist with administrative support and the building of homes for low-income families. Habitat for Humanity of Collier County is dedicated to eliminating substandard housing locally and worldwide through constructing, rehabilitating and preserving homes and by advocating for fair and just housing policies. Naples Players offers acting classes for those diagnosed with Autism. Volunteers provide role-playing opportunities with the students to work on teamwork, social skills, and communication through theater. RSVP of Collier County will place 20 volunteers in other community priorities. To address Healthy Futures Access to Care, RSVP of Collier County will continue the highly successful Bone Builders program throughout this grant cycle engaging 50 volunteers. This has been a highly effective and desirable program led by RSVP volunteers and held across the country in many community centers and parks. The current volunteers and participants have expressed an interest in expanding these classes to other geographic areas throughout the county to benefit all Collier Seniors. Originally developed from the Strong Living program at Tufts University, Bone Builders uses low impact, low weight exercises to increase bone density and reverse the effects of osteoporosis when followed diligently. An estimated 44 million men and women in the US over the age of 50 have developed osteoporosis or low bone mass according to the International Osteoporosis Foundation. That is a staggering 55% of the population over age 50! Regular attendance at Bone Builders classes can improve mobility, reduce falls, and create a greater sense of self-confidence.
