EXECUTIVE SUMMARY
Recommendation to authorize the Chairman to sign a letter in support of the Tigertail Lagoon
Restoration Project proposed by the City of Marco Island and the Hideaway Beach Tax District,
and to convey the letter to the Florida Department of Environmental Protection (FDEP) and United
States Army Corps of Engineers (USACE).
OBJECTIVE: To support the City of Marco Island and the Hideaway Beach Tax District in their efforts
to restore the Tigertail lagoon ecosystem.
CONSIDERATION: On September 10, 2017, Hurricane Irma caused significant erosion to the gulf
facing shore of Sand Dollar Island, washing beach sand into the channel flowing into Tigertail Lagoon.
The channel depth and width were significantly reduced, causing diminished tidal fl ows into the lagoon.
Subsequent storms and weather fronts have exacerbated the erosion to the point that the tidal channel is
nearly blocked near its midpoint, threatening to close off the tidal flows into the lagoon and causing a
negative impact to the health of the ecosystem.
The City of Marco Island and the Hideaway Beach Tax District have undertaken a project to restore the
channel to its pre-Irma condition, as well as placing dredged sand from the northern channel entrance
onto the gulf facing shore of Sand Dollar Island to help eliminate sand over-washing into the channel.
At the March 1st, 2022, joint workshop with the Board and the City of Marco Island, the City reported on
the progress of the Tigertail Lagoon Restoration project and indicated that permits had been applied for
from the Florida Department of Environmental Protection (FDEP) and the United States Army Corps of
Engineers (USACE). Following, the presentation, Chairman Brechnitz requested a letter of support from
the Board for the City’s ongoing permitting efforts.
FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for approval. -JAK

Tigertail Lagoon Restoration Project proposed by the City of Marco Isl and and the Hideaway Beach Tax
District, and to convey the letter to the Florida Department of Environmental Protection (FDEP) and

depth and width were significantly reduced, causing diminished tidal flows into the lagoon.
Subsequent storms and weather fronts have exacerbated the erosion to a point where tidal flows
into the lagoon may be closed off, causing a negative impact to the health of the ecosystem.
Collier County is aware of the City of Marco Island and the Hideaway Beach Tax District joint
coastal permit (Permit 0309260-001-JC) requesting authorization to restore the channel to its pre-
Irma conditions and place dredged sand from the norther channel entrance onto the gulf facing
shore of Sand Dollar Island.
Based on the information provided by the City of Marco Island and the Hideaway Beach Tax
District in the permit application, these improvements are intended to improve tidal flushing and
water quality, as well as support the local wildlife, environment, and habitat in this portion of the
Collier County. As you consider issuance of the permit, please know Collier County supports the
restoration of the area to the pre-Irma conditions allowing for the benefits to the water quality and
the overall ecosystem.
