Agenda 02/22/2022 Item #16F2 (Award ITB #21-7926 w/Tamiami Ford, Inc.)02/22/2022 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (“ITB”) No. 21-7926 Heavy-Duty Pick-up Truck Utility Body with Fuel Tanks to Tamiami Ford, Inc., for the purchase of a Ford F450 Utility Truck in the amount of $58,473.69. OBJECTIVE: To procure a heavy-duty utility truck to assist with the movement of emergency response equipment and supplies. CONSIDERATIONS: On July 13, 2021 (Agenda Item 16.E.6), the Board approved the Division of Emergency Management’s receipt of annual funding under an Emergency Management Preparedness Assistance Grant for emergency management program enhancement. The grant allows for the purchase of a heavy-duty utility truck needed to transfer supplies and tow equipment between the Emergency Management warehouse, storage units, emergency shelters, staging areas, wildfire events, and other agencies as the need arises. On September 28, 2021, the Procurement Services Division issued ITB No. 21-7926, “Heavy-Duty Pick- up Truck Utility Body with Fuel Tanks.” The County sent notices to three thousand two hundred and twenty-six vendors (3,326) and thirty-one (31) vendors viewed the solicitation. The County received one (1) bid response by the November 5th deadline. However, due to nationwide shortages of these vehicles and vastly fluctuating delivery dates outside the sunset of the grant, the bid remained open. During staff’s responsive and responsibility review it determined that the sole bidder no longer could meet the grantor’s delivery requirements. Staff continued to pursue other options to secure a vehicle while working with the sole bidder. Staff subsequently searched the southeastern United States for inventory and approved cooperatives (a procurement conducted by or on behalf of one or more public agency procurement units). Notwithstanding staff’s efforts, staff was still unable to locate another vehicle for the same reasons previously stated above. During the search for available inventory, staff became aware that Tamiami Ford (the original sole bidder) had received a small allocation of vehicles that met the towing requirements with a verified vehicle identification number and a delivery schedule conducive to the grant schedule, at a lower cost. Due to the then unavailability of vehicles, a Notice of Recommended Award had not been issued nor had ITB No. 21-7926 otherwise been cancelled. The County’s Procurement Ordinance, Section Twelve, Reserved Rights states: “Collier County reserves the right in any solicitation to accept or reject any or all bids, proposals or offers; to waive minor irregularities and technicalities; or to request resubmission. Notwithstanding any other provisions of this Article, if none or only one responsive and responsible bid or proposal is received following any solicitation, the County Manager, or designee, reserves the right to reject all bids, proposals or offers and to negotiate with any responsible providers to secure the best terms and conditions in the sole interest of the County unless otherwise provided by law.” Based upon the County’s rigorous attempts to secure a vehicle meeting the grantor’s requirement, Procurement Staff determined that it is in the best interest of the County to exercise the Reserved Rights provision in the Procurement Ordinance and accept Tamiami Ford’s subsequent quote of $58,473.69, for the available truck meeting the tow requirements of the ITB. Tamiami Ford’s $58,473.69 quote has been approved by the grantor, Florida Division of Emergency Management. 16.F.2 Packet Pg. 1178 02/22/2022 Staff is recommending that the Board approve the award of ITB No. 21-7926, “Heavy-Duty Pick-up Truck Utility Body with Fuel Tanks” to Tamiami Ford, Inc., and authorize the issuance of a Collier County Purchase Order in the amount of $58,473.69 as the mechanism for this procurement. FISCAL IMPACT: Funds for this purchase are available in Admin Service Grant Fund (703), Project 33747 through the Emergency Prepardness and Assistance Grant Program provided by the Florida Department of Emergency Management. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To award ITB No. 21-7926, Heavy-Duty Pick-up Truck Utility Body with Fuel Tanks, for the purchase of a heavy-duty utility truck, and authorize staff to issue a standard County Purchase Order in the amount of $58,473.69 for the procurement as stated above. The vendor, at a minimum, must achieve the requirements of the Specificat ions or Scope of Work stated. BACKGROUND Collier County Emergency Management Division (CCEMD) is requesting bids for a 4 Wheel Drive Utility Truck with Fuel Tanks. The utility truck is to be equipped with a utility body, supplemental unleaded and diese l fuel tanks for fuel transfer, dual rear wheels and able to tow a minimum of 11,000 pounds with a 16,000 GVR chassis. The vehicle will assist in the delivery of emergency suppli es, heavy duty towing of trailers and generators, be two -way radio equipped by the customer and have certain accessories and upfit for emergency management and disaster use. Collier County will consider an in-stock, on the lot vehicle, subject to inspection and all of the utility body and chassis specifications being met. All accessories, supplemental fuel tanks, and the vendor or vendors used to install the accessories and or other upfits must be approved by the County. TERM OF CONTRACT The contract term, if an award(s) is/are made is intended to be for a one-time purchase. Prices shall remain firm for the initial term of this contract. Surcharges will not be accepted in conjunction with this contract, and such charges should be incorpo rated into the pricing structure. The County Manager, or designee, may, at his discretion, extend the Agreement under all of the terms and conditions contained in this Agreement for up to one hundred eighty (180) days. The County Manager, or designee, sh all give the Contractor written notice of the County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in ef fect. All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of delivery; provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR. DETAILED SCOPE OF WORK The CCEMD is requesting bids for a time sensitive delivery of a new 2021 or 2022 non CDL Ford F450 Super Duty X4H/650A XL Super Cab & Chassis. The utility truck shall meet the minimum specifications, upfits, accessories, and supplemental fuel tanks described in the scope of work. The vehicle is to be delivered turn-key and ready for operation with all upfits completed no later than April 1st, 2022. The specifications indicated in this bid invitation will be considered the minimum. E qual or similar vehicle(s) may be bid, provided that the vehicle is found by the County to be equal or similar in quality, standard of performance, design, etc. to the items specified. All parts and components of the vehicle must be new, shall not be used, rebuilt or refurbished and shall not have been used as demonstration equipment. General Specifications: 1. Vehicle Description: Ford F450 Super Duty X4H/650A XL Super Cab & Chassis; 4WD or equivalent. a. Year Model: i. Option A shall be a 2021-year model ii. Option B shall be a 2022-year model iii. Supplemental fuel tank and dispensing: a. One split 55/55 Gallon Aluminum Fuel Tank with Pumps/Filters/Meters/Hoses and Auto Shut -Off nozzles. b. The supplemental split fuel tank will be Diesel and Ethanol/Unleaded fuel compatible. Fuel Tank to be mounted between cab and utility body on a suitable platform. Tank should not exceed utility body width. c. The tank is required to be baffled and meet DOT specifications. Each tank shall be marked with DOT approved and placarded for diesel and unleaded and installed in accordance with factory specifications for grounding, power supply and vehicle transfer application. d. An illuminated 12-volt master switch in the cab shall control power to dispenser pump(s). e. Each dispensing hose and UL approved nozzle shall have a minimum 8-foot dispensing hose. 14. Emergency Utility Lighting: a. Switchable Amber/Red LED Mini-Light Bar with clear dome installed in center of roof and connected to the OEM up-fitter switches; Mini light bar to be equal in size and lumens with (2) color option (yellow/red) to Whelen model MC23PA. b. Four, LED 4-pack flush-mount amber/white strobes with one installed above each taillight and two installed on front grill connected to luminated OEM up-fitter switches. c. Four hinged (up & down) LED white work lights (1,000 l umen ea. min.) with two installed on front top, left and right utility body for illuminating bed and one installed above each taillight facing rear, all connected to OEM up fitter switches. d. GOLIGHT Model 2067 (white with dash-mount and wireless remote) mounted on roof near rear curbside. e. 3000-Watt Pure Sine Wave Inverter with Remote installed under rear passenger seat; Gamber Johnson Laptop Mount (7170-0236 & 7160-0250-01)) installed on front passenger side. f. Two-way radio rough-in: Vendor to provide (2) 12-gauge DC -12-volt 20-amp power cables from an interior fuse block to support the installation of trunk mount radios. Owner will provide a ntenna for roof mount antenna installation. All cables and antenna lead to be properly marked and fused. g. Streamlight UltraStinger Rechargeable LED Flashlight with Charging Sleeve installed on driver -side sill plate hardwired to power source that charges with ignition-on only. 15. Trim and other Standard Equipment: a. Windows/Windshield Strip Tinted to legal limits; 3 Sets of Keys including ignition and utility body locks; b. All Other Standard Equipment from the vehicle manufacturer. 16. Special Instructions, Delivery, Tags and Terms: a. Under no circumstances will accessories be spliced into existing OEM wiring and in no case will Scotch-Lok-type wire splicer be used. All efforts are to be utilized to eliminate phantom draw of accessories and upfit. The use of a low- voltage battery disconnect circuitry or grand master cut-off switch shall be installed. b. Accessories will be wired directly to the up-fitter switches, power distribution blocks, battery, or accessory switches as appropriate with separate, correctly sized fuse or circuit breaker. Wire splice connections will be soldered and covered with heat-shrink tubing. All wires will be encased in plastic loom to prevent chaffing. All switches shall be labeled with a plastic engraved clearly visible title and switches illuminated during the on-position. c. Collier County prefers delivery to its Fleet Services Facility at 2901 County Barn Road, Naples, FL 34112, between the hours of 9:00am and 4:00pm with mileage not to exceed 100 miles or the vehicle shall be transported via a roll-off trailer. d. Collier County reserves the right to pick-up or drive-away the completed vehicle as an alternate delivery from the chassis dealership, after completing an on-site inspection. Collier County will provide proof of insurance should the County elect to drive-away the vehicle. e. Dealer to provide twenty-day or as state appropriate temporary tag and registration as part of either delivery. f. Vehicle is to be clean, and all plastic removed and all systems ready for immediate use. g. Vehicle shall a minimum of ½ tank of fuel and DEF. All other fluids shall be topped-off, and the vehicle ready for immediate use. h. Terms: Collier County Purchase order, Per Florida Statute - Net 45 days. Lump Sum price shall include all fees associated with the purchase, delivery and inspection of the vehicle.
