Agenda 02/22/2022 Item #16A12 (Floodplain Management Plan Progress Report)02/22/2022 EXECUTIVE SUMMARY Recommendation to approve the Collier County Floodplain Management Plan 2020 and 2021 Progress Report and Proposed Action Plan for 2022. OBJECTIVE: To provide the Board of County Commissioners with a Progress Report on the Collier County Floodplain Management Plan that was developed as a requirement of the County’s participation in the National Flood Insurance Program’s Community Rating System. Staff is providing this annual report to keep the Board informed of progress with regards to the floodplain management program within the County. CONSIDERATIONS: 2020 and 2021 Progress Report and Proposed Action Plans for 2022 Collier County is a voluntary participant in the Community Rating System (CRS) of the National Flood Insurance Program (NFIP). As such, the County has developed and maintains a Floodplain Management Plan. The purpose of a Floodplain Management Plan is to promote awareness of floodplain and flooding issues, identify known flood hazards, discuss past flooding events, assess the current floodplain/flooding problems, and set goals along with a strategy to make the community more resistant to flooding. The County adopted its effective Floodplain Management Plan on March 10, 2015. The Plan was developed by a consultant under the guidance of the Floodplain Management Planning Committee (FMPC) and was adopted as a component of the Local Mitigation Strategy. The FMPC established the mitigation actions to be implemented by the County following FEMA prioritization method, that resulted in a total of 22 actions. Staff is planning to update the Floodplain Management Plan in 2023, once the latest Digital Flood Insurance Rate Maps are adopted. Collier County achieved a Community Rating System Class 5 rating in October 2015, which provides up to a 25 percent discount on the premium rates charged to flood insurance policyholders. Because of this rating, Collier County policyholders continue to save greater than $8.2 million annually for approximately 60,000 flood insurance policy holders throughout the County. As a part of the County’s annual Community Rating System recertification, the County is required to provide a Progress Report on the accomplishments of goals in the Floodplain Management Plan. The Collier County Floodplain Management Plan 2020 and 2021 Progress Report illustrates the progress made toward fulfilling the 2020 and 2021 Mitigation Action Items which were derived from the goals, objectives, and policies of the effective Floodplain Management Plan. Please see Attachments A an d B for details regarding the progress made in achieving each mitigation action item. The progress report historically has been reviewed by the Floodplain Management Planning Committee in the 2nd quarter of the year. However, due to CRS verification activities and the recertification cycle modifications, the Progress Report review was conducted in the 4th quarter of 2021. There are no changes to the proposed Action Plan for 2022. Please see Attachment C for the proposed Action Plan for 2022. FISCAL IMPACT: There are no general fund fiscal impacts associated with this action. The storm event did not occur. Steps were taken for response. This was a primer for the upcoming rainy season. 3rd Quarter 2020: Floodplain Management Staff and Stormwater Staff participated in the 2020 Flood Exercise on July 21st through July 23rd. The exercise was coordinated by the Collier County BES. The exercise offered an opportunity for various County government agencies, first responders, partnering jurisdictions and the SFWMD to participate in the simulation of a tropical storm landfall and resulting flooding. Staff worked in conjunction with BES to address the response to different flood and damage scenarios through WebEOC. After the two-day exercise an After-Action meeting was held to discuss the successes of the exercise as well as areas in which improvement could be made. 4th Quarter 2020: No update. There are 130+ outfalls throughout Golden Gate City that have reached the end of their useful life and their replacement is critical to the functionality of the system, and are an important element to the overall plan for the Utilities Renewal and Stormwater Project. Additionally WQ and bottom sediment pollutant evaluation is underway within the approximately 5 miles of existing canals which discharge into the Gordon River and Naples Bay. Naples Park Area Stormwater Management Improvement: Currently Under construction: 95th (done) and 96th Ave; Currently Under design: 108th Ave and 109th Ave; Next Scheduled Designs: 98th, 99th, 106th, and 105th Ave. West Goodlette Rd Area Stormwater Management Improvement: Phase 1 is continuing through construction. Phase 2 design contract award is scheduled for consideration by the City of Naples in November. Phase 2 includes the conversion of over 900 septic systems to sanitary sewer. Construction schedule and phasing will be established during the design process. Immokalee Area Stormwater Management Improvement: A design consultant has been selected for prioritized the Lake Trafford Road project, including Stormwater Treatment Areas, and award of the contract is currently scheduled for December. Two other projects in Immokalee have been awarded CDBG funds and moving forward to construction. (North 3rd Street and Eden Gardens). Location: SW Florida Enterprise Center. 2nd Quarter 2020: Floodplain Management Staff attended NOAA’s Adaptation of Coastal Urban & Natural Ecosystems (ACUNE) workshop on March 9, 2020. This is the second NOAA-funded project associated with NOAA’s Effects of Sea Level Rise Program which looks at Collier County’s vulnerability to freshwater inundation. The purpose of the meeting was to explore the impact of mangrove wetland restoration strategies. The workshop began a process that explores the effects of large-scale mangrove restoration strategies to improve the attenuation of storm and SLR impacts on flooding. Through an end user engagement process, project managers solicited potential restoration plans that would then be modeled with the ACUNE+ web based interactive decision support tool. 3rd Quarter 2020: The Rookery Bay Research Reserve is offering a workshop on 10/13/2020 from 1pm-3pm. Staff also participated in open house engagements to assist property owners with questions regarding the coastal study update. Floodplain Management Staff presented virtually at the Florida Floodplain Managers conference in April on the CRS topic of creating a successful CRS Open Space Program. Additionally, Cardno Inc. is conducting WQ monitoring in specific parts of GGC for groundwater and surface water. The most critical 42 of the 137 total outfalls are slated to be replaced first. Out of that 42, design efforts for the 15 worst have been started (Work Order with AIM Engineering in place) since they were so out of repair that they can possibly be deemed as hazardous. This batch of 15 will be continued as part of the 5-year work plan. Recently it was determined that Utilities Dept is designing four phases of large Water Mains to go in Golden Gate City; some of these will conflict with Stormwater pipes. West Goodlette Rd Area Stormwater Management Improvement: Phase 1 is still in the construction phase, but the project has been stalled by the Contractor. The potable water and sanitary sewer components have been put into service and the City of Naples has a separate contractor making sewer connections to homes. The stormwater facilities are functional but there are several locations needing corrective action. The final lift of asphalt has been installed for all streets. Phase 2 is a much larger project and is in active design by the joint team of Grady Minor and Johnson Engineering. They have divided the project into separate areas for each firm to handle the design of water, sewer, stormwater and road reconstruction. Each firm will then conduct a quality review of the other firm’s work. 30% deliverables are scheduled for late December 2021. The construction schedule and phasing will be established during the design process. Immokalee Area Stormwater Management Improvement: The design of the two stormwater treatments areas near the west end of Lake Trafford Road are in active design and engineering design consultant is GHD Services, Inc. Phase 1: The design of the stormwater treatment facility adjacent to the junction of Carson Road and Immokalee Drive is nearly complete and the plans are in permit review by the South Florida Water Management District. This phase is nearing the start of the construction bidding process. Phase 2: The design of the multi-use pathway along the north side of Lake Trafford Road from Little League Road to Tippins Terrace is just starting the active design with some preliminary data collection having already been obtained.
