EXECUTIVE SUMMARY
Recommendation to accept Staff’s recommendation to issue Collier County Commercial Vessel
Launch Permits to companies seeking permits on a first-come-first-serve basis until the limit of
one-hundred eighty permits (180) has been reached and to accept Staff’s status update regarding
outstanding requests for permits.
OBJECTIVE: To provide a better balance of recreational and commercial use at Collier County public
boat ramp facilities.
CONSIDERATIONS: On Tuesday, January 11, 2022 (Agenda Item #11C), Staff reported to the Board
of County Commissioners (Board) that 115 commercial vessel launch permits had been issued and 34
companies (who were not grandfathered in or were requesting more permits than were previously issued),
had contacted the Parks and Recreation Division seeking permits. At that meeting, the Board directed
Staff to allow these 34 companies to obtain permits, while still limiting the total number of permits issued
to 180.
Since January 11, 2022, 49 permits have been issued for a grand total of 164 permits. With the total
number of 2022 permits that have been issued at 164 and the cap at 180, this leaves 16 permits available.
Thus, Staff recommends that the Division be able to issue permits on a first-come-first-serve basis,
regardless of any grandfathered status, until the limit of 180 permits has been reached. This
recommendation achieves the Board’s goal of capping the total number of permits at 180 in order to
resolve congestion and parking issues at County boat parks, while still allowing for a limited number of
new companies to obtain permits by using a fair and reasonable methodology for issuance.
Staff would also like to provide a status update regarding additional requests for permits that have been
received by the Parks and Recreation Division. Since January 11, 2022, Staff has received 38 additional
requests for permits from new, non-grandfathered companies and from companies requesting more
permits than were previously issued. Should the Board approve Staff’s recommendation to issue the 16
remaining permits on a first-come, first-serve basis, up to 180, there would be 22 outstanding requests for
permits that would not be satisfied. Staff can continue to monitor the parking conditions at 180 permits
and return to the Board with periodic status updates and make adjustments at the Board’s discretion. The
Board could also direct Staff to issue up to 202 permits to accommodate the 22 outstanding permit
requests today.
FISCAL IMPACT: There is no Fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority
vote for Board approval. -SAA
