Call to Order The meeting was called to order at 2:02 PM and a quorum of four was present. II. Attendance Committee Members: Tony Branco, Chair; Kathleen Dammert, Vice -Chair; Linda Jorgensen (excused); Jacalyn Lowry; Kathleen Slebodnik County: Michelle Arnold, PINE Director; Dan Schumacher, Project Manager; Rosio Garcia, Operations Coordinator Others: Mike McGee, Landscape Architect, McGee & Associates; Gary Gorden, Superb Landscape Services; Wendy Warren, Premier Staffing; Lisa McGarity, Lely HOA President III. Approval of Agenda Ms. Lowry moved to approve the December 16, 2021, Agenda of the Lely Golf Estates Beautification M.S.T. U. as amended: Delete: VIIL Ongoing Business - C. Median I Traffic Sign — "Keep Right " Add: VIIL Ongoing Business - D. Light Pole Replacement Pebble Beach Blvd. Second by Ms. Slebodnilr. Carried unanimously 4 - 0. IV. Approval of Minutes —November 18, 2021 Ms. Dammert moved to approve the minutes of the November I8, 2021, Lely Golf Estates Beautification M.S.T. U. as presented Secondly Ms. Lowry. Carried unanimously 4 - 0. V. Chairman's Report —Tony Branco A. Community Assessment Chair Branco reported on observations made during the monthly drive through: • Generally, the community landscaping looks good. • The St. Andrews entryway seasonal flower planting installation is complete. • Palms flanking St. Andrews Blvd. entry walls were trimmed and cleaned. • Monument paint finish is aging and fading. • Irrigation heads at the Augusta and Forest Hills Blvd, were redirected to prevent water damage to the holiday decorations installed on the sign by Ms. Lowry. B. M.S.T.U. Monthly Traffic Statistics —St Andrews Blvd. Two (2) Traffic Logix SafePace 100 speed monitoring signs are functioning on Saint Andrews Boulevard, eastbound by the Lely Presbyterian Church (Radar 1) and westbound at Pine Valley Circle (Radar 2). Chair Branco distributed a daily vehicle report for data from November 14`h to December 14rh • Radar 1 (I 10 St Andrews Blvd) recorded 56,655 vehicles averaging 1,828 vehicles per day. Maximum speed was 52 mph. 1/5 MINUTES • Radar 2 (255 Saint Andrews Blvd) recorded 58,808 vehicles for an average of 1,897 per day. Maximum speed was 65 mph. VII. Contractor Reports A. Landscape Architect's Report — McGee & Associates (M&A) Mr. McGee summarized the "Lely Golf Estates Landscape Observation Report FY20-21 " dated December 2, 2021, noting many items have been taken care of. All Locations • Items highlighted in yellow are a priority for safety issues and potential plant damage. • Tree stakes not intact were removed, In bound R/W South • The Tabebuia tree was replaced in accordance with the County code. • Mr. Gorden reported Queen Crape Myrtles were available at Benson's Nursery. Saint Andrews Blvd. • Crinum Lilies were installed on Median #1. • Turf treatment application for sedge grass will be applied if test area is effective. • Plumbago shrub beds were treated for insects. Insect spray will be applied every two to three months. Forest Hills Blvd. • Median #1 1, address 550: Remove mature holly tree due to trunk/root rot and replace with a `Natchez' Crape Myrtle, White. Shipment of Crape Myrtle `Natchez' white tree to be consolidated with additional items from the same nursery to minimize freight cost. Tree will be installed upon receipt. Mulch • Ten (10) pallets Specialty Red Mulch were ordered from Forestay Resources and have been applied by Superb. • Mr. McGee will identify median bare spots for fill-in and inform Mr. Schumacher of the number of pallets of mulch needed. • Annual flower beds will not be mulched. • Installation of mulch at the pump station to prevent weed growth by equipment will be considered. Water Usage —November 2021 • Warren Street Reuse Water used 92,965 gallons; potable water none. • Valley Stream's meter indicated 12,180 gallons of potable water use. • The potable water meter was replaced by Wastewater Division, possibly due to malfunction. Mr. McGee will: • Determine if Ganoderma fungus is causing deterioration of palms on Augusta and Forest Hills Boulevards. • Visit Bernsen's Nursery on Livingston Road and "tag" Queen Crape tree(s) for St. Andrews Blvd. R/W South if specimen meets his standards. Landscape Maintenance Report— Superb Landscape Services (SLS) Mr. Gorden reported: • Turf on Median #I was treated for sedge grass. • Hong Kong tree foliage, blocking the Treasure Point "no outlet" sign, will be pruned Monday December 20th. • Maintenance week ending January 1, 2022, will be abbreviated. VII. Project Manager's Report —Dan Schumacher A. Budget Report LeIV MSTUFamd Budget 152 dated December 16, 2021 • The FY-22 Millage rate remains constant at 2.000 mills. • Current Ad Valorem Tax, Line 1, is $312,400.00; an increase of 2.63% over FY-21. • Transfers and Contributions, Line 11, are $327,714.92; a carry-over of unexpended FY-21 funds. • Total Revenue, Line 12, is $642,414.92, including investment interest, transfers, and contributions. • Purchase Orders: (Contractors) ➢ Hart's Electrical — Electrical Maintenance & Repair ➢ McGee &Associates —Landscape Architecture ➢ Forestry Resources — Order for ten (10) palettes of mulch will be reflected in the January budget. ➢ Premier Staffing — Transcription Services ➢ Site One Landscape Supply — Irrigation Parts & Pumps ➢ Superb Landscape Services — Grounds & Irrigation Maintenance ➢ Whited Holiday Decor— Holiday Decorations • Operating Expense, Line 32, is budgeted at $243,814.92; with current Commitments of $169,209.47, Expenditures of $25,879.66, and a Budget Remainder (unspent operating funds) of $48,725.77. • Capital Outlay, Line 34, budgeted at $183,200.00, is available to fund planned Paver Crosswalks and Fntryway Monument projects. • Transfer to Fund 111, Line 35, in the amount of $54,700.00, is for MSTU Staff salaries and accrued County overhead related to M.S.T.U. operations. • Transfer to the Property Appraiser, Line 36, in the amount of $3,000.00, is for computation of M.S.T.U. Ad Valorem data for the tax rolls. • Transfer to the Tax Collector, Line 37, in the amount of $7,700.00, is for collection of M.S.T.U. millage as part of the tax bill, currently 2.0 mills. • Reserves, Line 39, budgeted at $150,000.00, is designated for Insurance and Catastrophic damage repair. • Total Budget, Line 41, lists FY-22 M.S.T.U. budgeted funds at $642,414.92; with tabulated Commitments of $169,209.47, Expenditures of $32,069,84, and a Budget Remainder (total unspent funds) of $441,135.61. Generally, the Budget amount of $642,441.92 does not change during the fiscal year. B. Lighting Inspection Report • Red entries indicate current lamp outages, gray for outages repaired from previous report. • One (1) light outage on the exit -side Lely Entryway Monument was reported on the December 1, 2021, report; to be replaced by Hart's Electrical. Traffic Calming — Dummy Cameras — Additional Stop Signs The County Attorney's Office received as request from Mr. Schumacher about installing "dummy cameras" to deter speeding on St. Andrews Blvd. Growth Management Division also reviewed the request. The resulting opinion is that such dummy devices are not permitted on County roads. Consequently, the M.S.T.U. cannot go forward with installation of Dummy Cameras. Discussions regarding county opposition to the committee's request to add stop sign on Saint Andrews Blvd. at the intersection where the highest speeds have been recorded ensued. Viable options for M.S.T.U. consideration are: • Construction of Speed Tables, which requires an engineering study and agreement by residents directly impacted. • Installation of Speed Bumps or Speed Humps (traffic study & resident agreement required). • Installation of a crosswalk at Pine Valley Circle and St. Andrews Blvd. • The Homeowners Association could encourage residents to "slowdown." VIII. Ongoing Business A. St. Andrews Entryway Monuments Refurbishment Mr. Schumacher is consulting with structural engineers for a preliminary opinion whether the existing monument walls would qualify to receive a construction Permit for the planned decorative cap as part of the sign renovations. The Committee will be updated at a future meeting. B. Crosswalks —Paver Style McShea Contracting submitted the low bid for installation of eight (8) Paver -Style Crosswalks of EndurablendTM Polymer Cement with twelve inch (12") solid white Thermoplastic Border, to match the crosswalks installed at St. Andrews & Pebble Beach Blvd. Ms. Lowry motioned to approved McSl:ea Contructing's proposal number 2110-OOI-LY, dated December 10, 2021, in the amount of $49,495.00, for installation of eight Endurablendrrvr Paver -Style Crosswalks on St. Andrews Boulevard. Second by Ms. Slebodnik. Carried unanimously 4 — 0. C. Lumec LED Retrofit Lamps Estimated date of receipt for the six (6) LED Lumec retrofit lamps on order is February 2022. Two (2) LED lights remain in -stock for light outage replacement. The lamps on order were priced the same as previously this year. D. Light Pole Replacement Pebble Beach Blvd. The new replacement light pole is scheduled to ship December 17, 2021, to Hart's Electrical and will be installed upon the estimated receipt date of January 2022. IX. New Business None X. Committee Member Comments Several members discussed their vaccination status and questioned whether the committee could request members to disclose their vaccination status. Public Comment Ms. McGarity, President, Lely Homeowners Association, will attend a meeting scheduled December 20th between the East Naples Civic Association and Commissioner LoCastro to discuss Traffic Calming and requested traffic scats. XII. Adjournment There being no further business to come before the Committee, the meeting was adjourned by the Chair at 3:21 PM.
