Naples, Florida tET lT 8E REMEMBERED that the Collier County Affordable Housing Advisory Committee met on this date at 8:30 A.M. in a WORKING SESS/ON in the Human Resources Conference Room in Naples, Florida, with the following Members present: Present:Mary Waller - Chair Steve Hruby - Vice Chair John Harney Joe Trachtenberg Litha Berger Jennifer Mitchell Excused:Comm issioner Rick LoCastro Unexcused: BernardoBarnhart ALSO PRESENT:Jacob LaRow, Manger Housing & Grant Development CHS Susan Golden, Sr. Grants Coordinator - CHS Hilary Halford, Sr. Grants Coordinator - CHS Barbetta Hutchinson, Operations Coordinator - CHS OTHERS PRESENT: Gary Hains, Janet Miller and Jessica Brinkert, Recommended Members to AHAC; Katrina Lin, Clerk's Office; Michael Puchalla, HELP 1. CA[[ To ORoER Mary Waller called the meeting to order at 8:33 a.m. She read the procedures to be followed and led in the pledge to the flag. 2. ROTL CAtt - COMMITT€E MEMaERS AND STAFF There were 6 active members present when the meeting started, therefore a quorum was established. 3. APPRoVAT oF AGENDA aND MTNUTES Joe Trachtenberg made a motion to approve the agenda which was seconded by Steve Hruby. The motion passed by a vote of 6-0. a b. A motion was made by Litha Berger to approve the minutes from the meeting on November 7, 2O2L and was seconded by Steve Hruby. The motion was passed with a vote of 6-0. 4. INFoRMATIoNAL ITEMs Housing Plan lnitiatives Status Report -Jake reviewed the chart and gave the group a little historical information regarding this report. The ULI recommendations were reviewed as to which ones were declined, implemented, and currently being worked on. The last four initiatives are actively being worked on between the consultants, Growth Management, CHS and the County Attorney's Office. They are looking at wording consistency. They should all be ready for final action in late spring. 5. PUBUC CoMMENT Gary Hains talked about his frustration as a developer. He feels that the best motivators for developers to build affordable housing is money and density. John Harney said that there is a deterrent that the developer can get all the way through the process, then be denied at the end. The group discussed the need of a written policy so things could not be renegotiated at the end. Steve Hruby said that strides have been made in the past few years since the ULI Report, but it not nearly enough. He said that the opportunity is here for change. We need to stay focused and realizethatwe are hereforthe longhaul and this a long and involved process. Litha suggested we reach out to Hillsborough and Orange Counties to see how they get through the politics. Someone suggested a sub-committee on how to engage the BCC members. A joint meeting ofthe BCC, Planning Commission and the AHAC be recommended. Litha motioned for a letter to be written by staff to request such a meeting. Steve seconded and the group voted 6-0 in agreement. Hilarywill compose the letter and send itouttothe members for their review. Thegroupalso volunteered to hand deliverthe letter to each Comm issioner and discussthis point. Lithawill contact Comm. Locastro, Steve will talk to Penny Taylor, .lohn Harney will get with Burt Saunders, Mary with Comm. McDaniel andlenniferwill speak to Comm. Solis. (After the meeting itwas advised that Litha not contact Commissioner LoCastro because it would be I violation of the Sunshine Law.) 6. DTSCUSS|ON tTEMS CAPER Public Hearing. The CAPER will be going to the BCC on 72174121. The CAPER is our report on what we have and have not done with our CDBG, ESG and HOME funds that we received through HUD. HUD requires a b. Proposed AHAC Topic timeline - The pass out was discussed. iake said that the Florida Housing SHIP Orientation and the Sunshine Law presentation will be in January. The group thought the Orientation should have its own separate meeting.is being worked on for the meeting in January. There were comments on a more efficient member nomination and voting process. a list of items, goals, and outcomes. The CAPER reflects own HUD dollarsand nothing else that is beingdone by the community. 7. STAFF AND GENERAL COMMUNICATIONS HUD Entitlement Grants and Application Cycle. The timeline was reviewed. Hilary told the group that we will be havingtwo com m ittees this yea r since there were so many applications last year. Thefirstmeeting will be held on March 10, 2021. and will deal with applications requesting services. The second, on March 11th and will deal only with capital projects. Jake told the group that he met with Ed Finn, Amy Patterson, Maggie Lopez and Geoff Willig regarding workforce housing. Ed said that the AHC would have to take an item to the BCC to define what workforce housing is. Jake is doing further investigation. 8. ADIOURN There being no further business forthe good ofthe County, Steve Hruby motioned to adiourn the meeting at 10:20 a.m.; Joe Trachtenberg seconded, and the group agreed with a vote of 5-0.
