Agenda 02/08/2022 Item #16D 3 (Marco Island Historical Museum creating a lobby exhibit)16.D.3 02/08/2022 EXECUTIVE SUMMARY Recommendation to approve funding not to exceed $151,650 to complete the partnership project between the County and the Marco Island Historical Museum to create a lobby exhibit including a historic skiff and other nautical artifacts, approve reimbursement to the Marco Island Historical Society (MIHS), and approve the required budget amendment. (Museum Fund 198) OBJECTIVE: To complete the Marco Island Historical Museum lobby exhibit. CONSIDERATIONS: On September 14, 2010, the Board of County Commissioners entered into a Memorandum of Understanding with the Marco Island Historical Society, Inc. outlining the roles and responsibilities of each party in joint management and occupation of the Marco Island Historical Museum (Agenda item 16K7). Among the provisions of the agreement is Article 4 - Exhibits, Artifacts and displays, Section 4.2, "County and MIHS agree to work together to plan, develop, and design permanent exhibits for the museum and to provide for continuing construction and upgrades of the museum's displays, as budgeted resources will allow." Since 2010 the County and MIHS have built out permanent exhibits throughout the museum; successfully secured (and extended) the loan of the world-famous Key Marco Cat and maintained and improved the museum and its exhibits to the highest standards. A final piece needed to complete the museum is creating a lobby exhibit to display MIHS's recently acquired historic skiff and other historical nautical artifacts. The greeting desk and guest chairs to be replaced were donated to the museum from County surplus in 2010 and are well past their useful life. In addition, proper interpretative information in the lobby will "set up" the visitor's experience, bringing additional cohesion to their understanding of the presentations in the galleries that follow. To date, the MIHS has funded $15,000 for the conceptual design of lobby upgrades to meet these objectives. Creative Arts Unlimited, Inc., the professional exhibits firm that created the design, estimates the total cost to fabricate and install the project at $303,300. The MIHS is committed to funding the lobby project with 50% of the costs to be reimbursed by the County. Pursuant to the terms of the Memorandum of Understanding, County Staff recommends approval of funding and reimbursement to the MIHS for the County's portion of the lobby project costs, not to exceed $151,650. Reimbursement will be provided to the MIHS after project completion upon review and receipt of a valid invoice from MIHS. Pursuant to the Memorandum of Understanding, all such improvements once complete shall become the property of the County. FISCAL IMPACT: The maximum fiscal impact is $151,650. A budget amendment is required to transfer funding in the amount of $151,650 within Museum Fund (198) from Reserves to Marco Island Historical Museum cost center 157470. The sources of funds for Museum operating and capital expenditures are Tourist Development Taxes and the General Fund. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
