EXECUTIVE SUMMARY
Recommendation to approve the design and installation of speed tables on Pompei Lane, at a cost
not to exceed $40,000 (Project 60240).
OBJECTIVE: To install speed tables on Pompei Lane in accordance with the Neighborhood
Traffic Management Program (NTMP).
CONSIDERATIONS: In January 2021, the residents on Pompei Lane requested participation
in the Neighborhood Traffic Management Program. Pompei Lane provides a direct route
between Goodlette Frank Road and a large commercial area on Castello Drive, directly adjacent
to U.S. 41. Staff and residents have worked cooperatively to initiate education and enforcement
techniques to attempt to reduce the speeds through the neighborhood. Education efforts included
staff canvassing the commercial area providing flyers and speaking to business managers
requesting they direct their traffic away from the neighborhood as well as distribution of
educational materials to area residents. The enforcement phase enlisted the Collier County
Sheriffs for additional patrols during targeted times based on the traffic data. Following both the
education and enforcement activities, the speeds still warranted additional consideration for
physical modifications per the NTMP Manual. The residents have met the requirements of the
program, including obtaining the requisite number of property owner signatures concurring with
the need for physical traffic calming devices. Staff is recommending placement of speed tables
on Pompei Lane, with the specific placement to be determined during the design phase and
coordinated with the area residents. Speed tables are flat-topped speed humps installed on
roadways to calm traffic and reduce speeds. They are 3 to 4 inches high with sloped approach
tapers on each side of the flat top and generally 20 to 24 feet wide. Staff will collect traffic data
post -construction to determine if the speed tables reduce the speed of the roadway.
FISCAL IMPACT: The anticipated cost for improvement will not exceed $40,000. Funding is
available within Traffic Calming, Project 60240. The source of the funds is gas taxes.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management
impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize staff to proceed with the design and installation of speed
tables on Pompei Lane.
