02/08/2022 EXECUTIVE SUMMARY Recommendation to award Request for Proposal ("RFP") No. 20-7811, "Immokalee Area Improvements - TIGER Grant," to Quality Enterprises USA, Inc., for a total not to exceed amount of $22,869,280.20, and authorize the Chairman to sign the attached agreement. (Project 33563) OBJECTIVE: To obtain professional engineering and construction services for the Immokalee Transportation Investment Generating Economic Recovery ("TIGER") Grant Project. CONSIDERATIONS: In May 2018, the County learned that it was awarded the TIGER 2017 discretionary grant for the Immokalee Complete Streets - Growing Connections to Create Mobility Opportunities Project (the "TIGER Project"), which is designed to grow the existing pedestrian network by providing new facilities to accommodate bicyclists and pedestrians where none currently exist. By expanding the small network of pedestrian and bicycle routes, the TIGER Project will more than double the number of current facilities in the area and provide enhanced options for transportation to education, jobs, and other essential services for residents of Immokalee. The TIGER project will also provide drainage improvements (swale re -grading and piping swales) to the project area as identified in the Immokalee Area Stormwater Improvement Plan. Additionally, the TIGER Project will build a Transfer Station for the Collier Area Transit Agency, along with nine new bus stops. On December 14, 2021 (Agenda Item 16.A.24), the Board accepted the selection committee ranking and authorized staff to negotiate an agreement with the top ranked firm, Quality Enterprises USA, Inc. ("Quality Enterprises"), for the design build of the Immokalee Area Improvements - TIGER Grant project solicited under RFP No. 20-7811. On December 15, 2021, staff negotiated and reached a proposed agreement with Quality Enterprises for a contract in the amount of $22,869,280.20 to provide all professional services and construction of the project. The engineer's estimate completed after design criteria package was $22,490,588.46, which is within 1.6% of the actual bid. The contract amount is consistent with the guaranteed maximum price ("GMP") set in the contractor's GMP Price Proposal, which is embedded in the contract, as no changes to the original scope of work affecting price were required at the time of the meeting to negotiate (see Attachments 1, 2 and 3 respectively for the contract, bonds, and insurance certificate). Quality Enterprises is a qualified roadway/utility contractor that has successfully performed hundreds of projects in Collier County over the past 19 years. Quality Enterprises recently completed the design -build Logan Boulevard-Immokalee Road Force Main Project, and the design -build 1-75 & Collier Boulevard Utility Relocation Project. The civil engineering firm that is part of this design -build team is Q. Grady Minor & Associates, P.A. This firm is also qualified and has extensive experience working on Collier County projects. On January 28, 2022, the Federal Highway Administration granted the County Concurrence in Award for the Design Build Firm. FISCAL IMPACT: The total amount of the construction contract award is $22,869,280.20. Budget amendments are included with companion Item 16A1. Once executed, funds in the amount of $13,132,691 and $9,736,589.20 will be available in Growth Management Grant Fund 711 (Project # 33563) and Growth Management Grant Match Fund 712 (Project # 33563) respectively. This project is funded in part through the United States Department of Transportation under the TIGER program. The local contribution is funded through stormwater bond revenues and transfers from the General and Packet Pg. 247 02/08/2022 Unincorporated General Funds. Future costs will be absorbed into the regular maintenance schedule. The new stormwater features will require minimal maintenance and will be absorbed into the regular maintenance schedule. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: The improvements identified in this Request for Proposal is consistent with the Growth Management Plan.
