My name is Jayne Kim. I am here with other volunteers from Domestic Animal Services to thank you and the county for all the good work, dedication to and support of our county shelter. We hope you are as proud of Domestic Animal Services as we are. You can ask any DAS volunteer why they support DAS. The answer is always the same because of the animals and the people there. There is a reason why people in neighboring counties, in other jurisdictions, and other states share our animal stories and looks to Collier County's shelter as one that does more than most for its animals. If you follow the DAS or volunteer-run social media pages, you can see how frequently posts are shared by people who want others to see what Collier County is doing and how often comments are made by people asking the question —why can't other shelters be like this? Every week, we hear from applicants and adopters who tell us how refreshing it is to see the animals at DAS so happy and so clearly loved. Many adopters keep in touch with the volunteer who assisted them with their adoption and that volunteer shares the happy tail with the rest of the group. So, we are constantly reminded of all the good that DAS does and how appreciative people have been. We are proud of the animal care services that Collier County provides to our community. We hope you are too. I am not only a proud volunteer and foster with Domestic Animal Services. I am also a proud foster for the Humane Society of Naples and have been involved with the Humane Society for as long as I have been involved with Domestic Animal Services (since 2018). But, I am here today representing the many passionate and compassionate volunteers of DAS. I also have been given the authority to speak on behalf of many charitable and non-profit animal organizations in our county. Many people involved with DAS and these organizations could not be here in person because of work or other daily commitments, but they wanted me to assure you that we are united in our opposition to a takeover of DAS functions by the Humane Society of Naples (HSN). These local animal organizations include: • SNIP Collier • For the Love of Cats • Camp Many Paws • Volunteer Services for Animals • QT Kittens • Naples Cat Alliance • Animal Compassion Project • Hopeful Hearts Rescue Inc., and • Animal Task Force of SWFL While many could not be here this morning, I would like to take moment to recognize those who are and were able to take time of out of day to be here and show support for Collier County and its shelter. DAS Volunteers, supporters and friends, please stand. Members of our local rescue partners, please stand. r "k\ 7 arc 02_5I2Z These are the people with their boots on the ground, donating their time, devoting their hearts to the betterment of our community. We are united in a common purpose -- we welcome collaboration, assistance and synergy with each other. Working together, in our respective roles, we are helping our county move forward. In short, we believe that privatizing the county's operation of animal care services and/or enforcement would be an injustice to the animals and to the citizens of this county. I will not reiterate the details of the Humane Society's proposal in which the Humane Society wants the new $6M shelter facility for its own use and the county to pay the Humane Society for services now performed by Domestic Animal Services. That takeover proposal is already public record by memo to this Board dated November 29, 2021. And, we are well aware that this Board did not approve a takeover but, instead, directed that the two organizations explore areas for collaboration and synergy. I don't think there is any animal advocate out there who opposes collaboration, assistance and synergy with others. We are or should be all working towards the same goal. So, we thank you, we thank this board, for that good direction. I am here to report to you, however, that despite this board's direction, the message on the ground has been something quite different. The Humane Society has not re-directed its efforts away from a "takeover" and, instead, towards assistance and collaboration as this board wanted. To the contrary, Humane Society representatives have continue to expressly and directly advocate their takeover proposal even after this board gave direction otherwise. That's why we are here today. We were hoping to see and hear a redirection by the Humane Society at the last DAS advisory board meeting where each agency was to present on areas for and ways to collaborate. The executive director of the Humane Society was unable to attend and, although the Humane Society sent two high-level employees to be at the meeting, the Humane Society said it could not present information without the ED and then asked county staff to also not present. So, there was no presentation made to the board and, consequently, none to the public. The Humane Society further asked that no one on the board even discuss the matter at last week's meeting simply because the ED wasn't available even though members of the public were in attendance and expecting answers. This scenario highlights one of the many troubling concerns about a private organization taking over essential govt run operations. Collier County proudly serves its citizens every day. You know that because you serve every day. The county doesn't get to take sick days. If a county executive is sick, her assistant or her next in line picks up the baton and runs with it. Operations don't come to a halt. The public isn't denied information or delayed in receiving information because one person isn't feeling well. The buck also doesn't stop with one county executive. At Domestic Animal Services, for example, if a member of the public has an issue or concern and the ED is unavailable, the shelter manager or a supervisor or other staff is there to respond. The public can also go above the county ED at any time by directly contacting the Dept Head, the DAS Advisory Board, this Board, County Counsel, or make Public Records Requests to obtain information. One of the many benefits of a county-run shelter is that, like all government agencies, it has a system of checks and balances in place to ensure (1) transparency, (2) consistency, and (3) accountability. People have asked representatives from the Humane Society for basic information and posed very simple questions. For example: Would the Humane Society operate as an open admissions shelter? Would the Humane Society open its records to the public to same degree that Domestic Animal Services does currently? Simple requests for the Humane Society's euthanasia numbers and data related to its behavior & rehabilitation program have gone unanswered. If anyone wants to know how the Humane Society would operate under contract with the County—just take a look at how it operates now. And then, in contrast, think of what this county has and continues to accomplish every day. Our county shelter is operating at a 97% live release rate. That is amazing considering that the county shelter takes in more than 5000 animals annually. As a county run organization, DAS follows county COVID guidelines and has safely operated through the pandemic. DAS didn't close its doors to the public. As a county run organization, DAS continues to provide affordable adoption fees, unlike the private non-profit which currently charges $475 to adopt a puppy. As a county run organization, DAS records are subject to the sunshine law and, therefore, the public is entitled to and assured a level of transparency and accountability. Moreover, as a county run agency, Domestic Animal Services must put the animals of Collier County first. That means that DAS doesn't import animals from other states, from Puerto Rico, or otherwise seek to increase the animal population here for the sake of donations or media attention. If anyone tells you that Collier County needs to import animals because there aren't enough adoptable animals here (importing animals, some of which are under-socialized, escape their homes and end up increasing our homeless population), you should seriously question their motives and then come to the shelter, take a ride with SNIP or go for a ride along with an ACO, check out one of the local rescues groups here who have many adoptable animals in needs of homes. In sum, the Humane Society operates very differently. Now, different isn't bad. The Humane Society does good work, they have good people fighting the good fight. And doing things differently may work well for the Humane Society. Kudos to them for what they do. Because different organizations working together towards a common purpose is a good thing. That kind of collaborative diversity can be extremely helpful and productive but when we are talking about ceding county operations to a private non-profit—the very survival of which depends on big money donors and special interests -- proceed with caution. Take a look at other jurisdictions which have tried a public-private contract with the local humane society. Look at how those jurisdictions experienced the higher costs involved in that kind of contract relationship. With your permission, I have not only prepared my statement in writing but attached a clear and simple information request sent to the Humane Society on January 9th (more than two weeks ago) and articles reporting on the failure of county-humane society contracts in other jurisdictions. (READ ST. LUCIE Quote) We submit that our county is also better off continuing to run its own shop. The County has put in place a new management team at its shelter. The County has been making improvements to the existing shelter while moving forward to build a new shelter facility. It's an exciting time for all of us in Collier County and we, your county volunteers, can't wait to see what more the County will accomplish with these new resources. We sincerely hope that you will let your newly selected shelter team move this county forward and continue to do us all proud. Because the bottom line is that we can never have too many resources or organizations tackling the very real community problem of pet overpopulation. And, it will be county citizens and the animals who lose out if either the Humane Society or Domestic Animal Services takes over functions of the other. There is enough need to keep both agencies very busy and operating well. Collier County is better served with both working together, not one assuming the other. We heard this board say something similar -- that the two agencies should explore areas for collaboration and syngery (not a takeover). We heard that but it appears that some did not. I hope you will answer the following questions to better enlighten me and the public. 1. If HSN assumed all current DAS functions,would HSN operate as an open admissions shelter? 2. Would HSN provide the same public access to data/information as CCDAS currently does under the Sunshine Law? 3.
