Agenda 01/25/2022 Item #16D5 (Amendment #1 to Agreement between Collier County & CCHA)01/25/2022 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairperson to sign the First Amendment to the Agreement between Collier County and the Collier County Housing Authority to reduce the amount of the Agreement from $579,000 to $425,000 for a net change of $154,000, modify the agreement’s scope to clarify closing language and payment deliverable requirements, and update Collier County contact information. (Grant Fund 705) OBJECTIVE: To assist in providing affordable housing to qualified income residents of Collier County. CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program funds locally defined needs for programming and infrastructure. Collier County’s CDBG FY 20221-2022 Action Plan was approved at the June 22, 2021 Board of County Commissioners (Board) meeting. (Agenda Item #16D7) On June 22, 2021, the Board approved a CDBG Subrecipient Agreement with the Collier County Housing Authority (CCHA), (Agenda Item #16D7). The agreement established funding for a rental acquisition. The agreement is for $579,000 and the period of performance is from October 1, 2021 to April 30, 2022. The project will target no less than 1 low- and very-low income adult individuals or families. The targeted housing may be a single-family home or a duplex, based on housing availability. This Amendment will reduce the amount of the Agreement from $579,000 to $425,000 for a net change of $154,000, modify the agreement’s scope to clarify closing language and payment deliverable requirements, and update Collier County contact information. CCHA has located a property and is unable to spend the remainder of the funds. The funds will be reallocated to future eligible CDBG projects through the Substantial Amendment process. The proposed modifications are allowable under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program. FISCAL IMPACT: This action has no new Fiscal impact. The funding source for the awards is the CDBG grant and is budgeted in Fund (705), Project 33763. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires majority approval for Board action. -JAB GROWTH MANAGEMENT IMPACT: This item has no impact on the Housing Element of the Growth Management Plan of Collier County.
