Agenda 01/25/2022 Item #16D1 (Amendment No. 4 to Agreement #19-7537 w/Quest Corporation of America, Inc.)01/25/2022 EXECUTIVE SUMMARY Recommendation to approve a Fourth Amendment to Agreement #19-7537, “Affordable Housing Marketing Outreach Campaign,” with Quest Corporation of America, Inc., adding $171,528 to support additional service and authorize the Chairman to sign the attached Amendment. (Estimated Fiscal Impact $171,528, Housing Grant Fund 705) OBJECTIVE: To continue to provide creative, positive public engagement, marketing, outreach and to continue to educate and inform the citizens and subrecipients of Collier County on services and funding opportunities. CONSIDERATIONS: Community and Human Services (“CHS”) is responsible for administering the County’s Collier Community Assistance Program (“CCAP”) approved by the Board on February 9, 2021 (Agenda Item #11C). As part of that program, staff implemented a media campaign on public assistance resources available and public educational service information. Quest Corporation of America, Inc. (“Quest”) is the County’s current housing and CCAP marketing and outreach vendor. The Board approved Agreement #19-7537 (the “Agreement”) with Quest on October 8, 2019 (Agenda Item #16D4), which includes a requirement to develop a marketing and outreach strategic campaign. The Board approved the First Amendment to the Agreement on September 8, 2020 (Agenda Item #16F1b), which modified the Agreement’s Scope of Services and Fee Schedule. The Board approved a Second Amendment to the Agreement on October 27, 2020 (Agenda Item #16D9), which modified the Agreement’s Scope of Services and Fee Schedule to develop a CARES COVID-19 campaign. The Board approved a Third Amendment to the Agreement on February 9, 2021 (Agenda Item #11C), modifying the Agreement to add additional activities to develop a redesigned website for the CCAP and Emer gency Rental Assistance Programs. The proposed Fourth Amendment seeks to develop additional marketing and outreach materials through print and digital campaigns to focus on the American Rescue Plan Act (“ARPA”) approved small business, mortgage assistance, and not-for-profit programs. The additional $171,528 will support the following activities: DELIVERABLE/ACTIVITY NOTES COST Ongoing updates to webpage content Ongoing updates $8,840 Email blast to distribution lists through Constant Contact Develop and distribute up to 4 including Spanish versions.
