EXECUTIVE SUMMARY
Recommendation to approve the electronic submittal of an FY21 Federal Transit Administration
Section 5307 America Rescue Plan Grant Application through the Transit Award Management
System in the amount of $1,595,333 to support transit system capital and operating costs and accept
the award and authorize the necessary Budget Amendment in the amount of $1,595,333. (Collier
Area Transit Grant Fund 424)
OBJECTIVE: To provide ongoing support for public transit operations for the residents of Collier
County.
CONSIDERATIONS: On March 21, 2021, the Federal Transit Administration (FTA) announced
available grant funding through the America Rescue Plan (ARP) in the amount of $1,796,748. Collier
County is located within the Bonita Springs/Naples Census Urbanized Area; therefore, a portion of the
5307 ARP allocation is shared with Lee County. The 5307 ARP apportionment designated for Collier
Area Transit is $1,595,333 and $201,415 for Lee County Transit.
Staff prepared the proposed Program of Projects based on Collier’s total allocation for 5307 ARP funding
$1,595,333. The Program of Projects has gone through the Public Involvement Process, including
receiving the endorsement from the Public Transit Advisory Committee (PTAC) at the May 18, 2021
PTAC meeting.
Proposed projects include:
1. Security enhancements including purchase and installation of rolling gates at the CAT transfer
station
2. Provision of Americans with Disabilities Act (ADA) paratransit services
3. Preventative Maintenance of Rolling Stock
4. Operating Assistance for fuel costs

A grant application must be entered into the Transit Award Management System (TrAMS) to utilize
these funds. The application has been prepared and attached for the Board of County
Commissioners’ (Board) consideration. There is no match required for this grant program.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the
Growth Management Deputy Department Head, who serves as the Board-appointed designee. PTNE
and the Office of Management and Budget (OMB) grants compliance staff will also use the electronic
system to manage the project and submit required reports.

As noted in the attachment, staff is requesting pre-award authority from the Board to create the
required budget appropriations as it is essential for funds to be budgeted to continue transit
operations.
FISCAL IMPACT: A Budget Amendment is required in the amount of $1,595,333 to recognize grant
revenue within CAT Grant Fund (424), Project 33794. There is no match required for this grant program.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and closure and requires majority vote
for Board action. - JAB

Application Executive Summary
This is an FFY 2021 Section 5307 ARP funding application in the amount of $1,595,333. This
application utilizes ARP funding to prevent, prepare for, and respond to coronavirus. Collier County
Board of County Commissioners is the designated recipient for the 5307 America Rescue Plan (ARP)
funds. FTA allocated $1,796,748 (100% Federal Share) of the FY21 5307 ARP funding to the Bonita
Springs/Naples UZA. The Collier County portion is 88.79% of the total allocation in the amount of
$1,595,333 and the remaining 11.21% in the amount of $201,415 is allocated to Lee County. The split
letter dated August 30, 2021 is attached in TrAMS.
Purpose of the Award: Collier County will utilize America Rescue Plan Grant Funds to help respond to
and recover from the COVID-19 pandemic.
Activities to be Performed: The activities in this grant application include ADA paratransit service,
operating expenses for fuel, and preventative maintenance for rolling stock.

Expected Outcomes: By receiving this award, and performing the activities listed, the Collier Area
Transit System will be able to continue providing quality, transit services to the residents and visitors of
Collier County and respond and recover effectively from the COVID-19 pandemic.
intended Beneficiaries: Residents and visitors of Collier County will benefit from the improvements
made to the Collier Area Transit System with this grant funding.
Subrecipient Activities: None
Collier County has not applied for or received funding from FEMA or any other federal agency for any of
the projects listed in this grant. Collier County agrees that if it receives Federal funding from the Federal
Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T.
Stafford Disaster and Emergency Relief Act, a different Federal agency, or insurance proceeds for any
portion of a project activity approved for FTA funding under this Grant Agreement, it will provide written
notification to FTA, and reimburse FTA for any Federal share that duplicates funding provided by
FEMA, another Federal agency, or an insurance company.
Operating expenses will be used for fuel in the amount of $700,682. The Operational Expenses
requested in this application were determined by assessing the current Collier Area Transit budget
needs in both the FY22 Fixed Route and Paratransit budgets. Collier County understands that the
expenses requested in this application are subject to review for their reasonableness as part of the
agency's next Triennial/State Management Review.
Collier County will not be submitting an insurance claim for any of the projects listed in this grant
application.
Collier County certifies that it , and its subrecipients and contractors that are providers of public
transportation did not place any employee on furlough status from March 27, 2020 (the enactment date
of the CARES Act).
Collier County will follow all 3rd Party procurement policies as defined in C4220.1F (Third Party
Contracting Guidance)."

Project Description
This project includes FTA 5307 ARP Act Funding at 100% in the amount of $1,595,333 to be used for
Capital and Operating expenses. The funding will have projects including but not limited to preventative
maintenance for rolling stock, and operating assistance for fuel.
A program of projects was developed using the ARP Act funding allocation to Collier County to
determine the projects included in this grant. Costs were determined by evaluating Collier Area Transit
System-wide needs to effectively enhance and maintain operations. Operating funds in this project will
cover costs incurred from October 1, 2022-September 30, 2023. Preventative maintenance funds will
cover costs incurred from October 1, 2022-September 30, 2023. Preventative maintenance costs are for
the maintenance and upkeep of the Collier Area Transit fleet.
Collier County has existing insurance coverage for the items listed in this project, no insurance claims
have been filed or will be filed for any items in this grant.
This project only includes operating expenses and/or capital expenses that do not include substantial
functional, location or capacity changes to the asset or system. Therefore, no additional TIP/STIP

Extended Budget Description
Collier County will use $576,738 for preventative maintenance (PM) of Collier Area Transit rolling stock
and support vehicles as defined in the National Transit Database. The PM will be completed by in house
staff with an established force account. Period of performance is 10/1/2022-09/30/2023. Collier County
does not anticipate the purchase of items over $5,000 in value at this time. Any items with value over
$5,000 identified during the execution of the activities under this ALI will be included via budget revision.
Typically, individual parts purchased are less than $5,000. Collier County has not/will not file any
insurance claims or received any insurance proceeds for this ALI.

Application Executive Summary: This is an FFY 2021 Section 5307 ARP funding application in the
amount of $1,595,333. This application utilizes ARP funding to prevent, prepare for, and respond to
coronavirus. Collier County Board of County Commissioners is the designated recipient for the 5307
America Rescue Plan (ARP) funds. FTA allocated $1,796,748 (100% Federal Share) of the FY21 5307
ARP funding to the Bonita Springs/Naples UZA. The Collier County portion is 88.79% of the total
allocation in the amount of $1,595,333 and the remaining 11.21% in the amount of $201,415 is allocated
to Lee County. The split letter dated August 30, 2021 is attached in TrAMS.
Purpose of the Award: Collier County will utilize America Rescue Plan Grant Funds to help respond to
and recover from the COVID-19 pandemic.
Activities to be Performed: The activities in this grant application include ADA paratransit service,
operating expenses for fuel, and preventative maintenance for rolling stock.
Expected Outcomes: By receiving this award, and performing the activities listed, the Collier Area Transit
System will be able to continue providing quality, transit services to the residents and visitors of Collier
County and respond and recover effectively from the COVID-19 pandemic.
intended Beneficiaries: Residents and visitors of Collier County will benefit from the improvements made
to the Collier Area Transit System with this grant funding.
Subrecipient Activities: None
Collier County has not applied for or received funding from FEMA or any other federal agency for any of
the projects listed in this grant. Collier County agrees that if it receives Federal funding from the Federal
Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford
Disaster and Emergency Relief Act, a different Federal agency, or insurance proceeds for any portion of a
project activity approved for FTA funding under this Grant Agreement, it will provide written notification to
FTA, and reimburse FTA for any Federal share that duplicates funding provided by FEMA, another
Federal agency, or an insurance company.
Operating expenses will be used for fuel in the amount of $700,682. The Operational Expenses
requested in this application were determined by assessing the current Collier Area Transit budget needs
in both the FY22 Fixed Route and Paratransit budgets. Collier County understands that the expenses
requested in this application are subject to review for their reasonableness as part of the agency's next
Triennial/State Management Review.
Collier County will not be submitting an insurance claim for any of the projects listed in this grant
application.
Collier County certifies that it , and its subrecipients and contractors that are providers of public
transportation did not place any employee on furlough status from March 27, 2020 (the enactment date of
the CARES Act).
Collier County will follow all 3rd Party procurement policies as defined in C4220.1F (Third Party
Contracting Guidance)."
Collier County will ensure contractors procured will not be on the FTA Suspension and Debarment list.
This project only includes operating expenses and/or capital expenses that do not include substantial
functional, location, or capacity changes to the asset or system. Therefore, no additional TIP/STIP
documentation is needed.

Indirect Costs: This award does not include an indirect cost rate.
