Agenda 01/25/2022 Item #16A 9 (Extending the Interlocal Agreement w/City of Naples for Contractor Licensing)01/25/2022 EXECUTIVE SUMMARY Recommendation to approve an extension of the Interlocal Agreement between the City of Naples and Collier County for Contractor Licensing by Collier County through February 6, 2023 and provide for automatic renewals thereafter. OBJECTIVE: To extend the current Interlocal Agreement between the City of Naples and Collier County for Contractor Licensing by Collier County. CONSIDERATIONS: Collier County and the City of Naples have been parties to an Interlocal Agreement setting forth the County’s responsibilities concerning the issuance of contractor licensing (excluding lawn maintenance) since 1992. The parties have found that the implementation of a City- County license has proved beneficial to both the City and County governments and its contractors. Having the County issue licenses and conduct investigations of violations of the Contractor Licensing Board Ordinance facilitates uniform application to both the City and the County. The Contractor Licensing Board has at least two members who reside within the corporate City limits and have been recommended by the City Council. The current Interlocal Agreement is scheduled to terminate on February 6, 2022. The attached proposed extension to the Interlocal Agreement amends the termination date through February 6, 2023. Moreover, this agreement shall continue thereafter for such successive one (1) year terms unless and until written notice is delivered by one party to the other three months prior to expiration to notify the other party that the noticing party desires to terminate this agreement as of the next succeeding anniversary date. FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. SUMMARY: City Council is asked to consider a Resolution approving an lnterlocal Agreement between the City and Collier County for Contractor Licensing by Collier County; and authorizing the Mayor to execute the lnterlocal Agreement. BACKGROUND: On July 15, 1992, City Council approved an lnterlocal Agreement by Resolution 92-6689 for the County to issue Contractor licenses, except for lawn maintenance, to streamline the licensing process and avoid duplication of seruices. On November 2,2016, the City approved Resolution 16-13877, and Collier County on 1113117 approved to renew the lnterlocal Agreement for a period of five (5) years to expire on February 6,2022. This system continues to work well for both the County and City. By streamlining the licensing and investigation process, unnecessary duplication of services for City contractors has been eliminated. Collier County continues to provide thorough investigation of unlicensed contractors and reprimands through the Collier County Licensing Board. The City has determined that the initial implementation of this service and its continuation is advantageous to all parties involved and therefore it is staff's desire to renew the lnterlocal Agreement for a period one (1) year with Collier County and the agreement shall continue thereafter for successive one (1) year terms. That an lnterlocal Agreement between the City of Naples and Collier County for contractor licensing by Collier County is hereby approved for an additional period of one year and shall continue thereafter for successive one-year terms, a copy of which is aftached hereto and made a part hereof- Section 2.
