Agenda 01/25/2022 Item #16A 7 (Traffic Signal Feasibility Report - Bellaire Bay Drive & Immokalee Road Intersection)01/25/2022 EXECUTIVE SUMMARY Recommendation to accept a report regarding the feasibility of a traffic signal at the intersection of Bellaire Bay Drive and Immokalee Road as requested in Item 15 at the Board of County Commissioners Meeting on June 8, 2021. OBJECTIVE: To report on the feasibility of a traffic signal at the intersection of Bellaire Bay Drive and Immokalee Road. CONSIDERATIONS: On March 10, 2020, the Board approved the award of Bid No. 20-7682 to Wright Construction Group, Inc., for the “Immokalee Road (CR 846) at Woodcrest Drive Intersection Improvements projects. These projects included the addition of a traffic signal at the intersection of Immokalee Road and Woodcrest Drive and the directionalization of the Immokalee Road and Bellaire Bay Drive intersection which removed the ability to make a left turn onto Immokalee Road at that location. At this meeting staff identified that a future overpass would be placed on Immokalee Road traveling over Collier Boulevard. This overpass would have a portion of the transition ramp for east and westbound vehicles cross at Bellaire Bay Drive. Additionally, it was identified that a traffic signal at Immokalee Road and Bellaire Bay Drive would negatively impact mobility along this critical corridor and should not be approved by the County. At that time, the only signal that staff would support was at Woodcrest Drive as identified above. At the June 8, 2021, Board meeting, staff was requested to visit the feasibility of a traffic signal at Bellaire Bay Drive and Immokalee Road. Traffic counts were conducted on June 18, 2021, and a traffic signal warrant study was performed. The study again determined that a traffic signal is not warranted at the intersection of Bellaire Bay Drive and Immokalee Road. Immokalee Road is one of the county’s busiest major arterial roadways and will only become busier with all the planned additional growth. Any time a new traffic signal is added to a roadway, the through traffic capacity is reduced equivalent to the amount of gree n time dedicated to the side street which in this case is estimated to be approximately a twenty to twenty -five percent reduction. The existing traffic pattern will change without the new addition of a signal at Bellaire Bay Drive as a new roundabout on Collier Boulevard will allow motorists exiting from the plaza to easily turn south to head towards Immokalee Road. Subsequent to the initial study, a new gate was installed on Limestone Trail, a private roadway connection to the Quarry development. Traffic counts were conducted again after the gate was closed on October 18, 2021 and a new study was prepared that found traffic signal warrants are satisfied at this location. However, such traffic signal would be of private benefit only and not benefit motorists on Immokalee Road. The signal would also conflict with the planned overpass. If the adjacent associations choose to fund the installation of a traffic signal at this location, it meets the warrants of such and staff can support the installation with the following stipulations: 1) The Associations, at their sole cost and expense will commission a feasibility study to determine whether a traffic signal can be constructed at the Bellaire Bay Drive and Immokalee Road intersection. The study will include lane geometry, storage lengths and any additional right-of- way necessary to accommodate the traffic signal. The County shall review and provide comments, which shall be addressed by the Associations, prior to proceeding forward with the traffic signal improvements. 2) The Associations, at their sole cost and expense, shall be required to design, permit and construct the intersection improvements at Bellaire Bay Drive and Immokalee Road, which shall include 16.A.7 Packet Pg. 816 01/25/2022 the necessary turn lanes and traffic signal. The County shall approve all design and construction plans. 3) If and when the County determines that the Traffic Signal must be removed, then the County shall bear all expense for such removal. The Associations, their successors and assigns must waive any and all claims for compensation and damages, including but not limited to future business damages and loss of access, from Collier County as a result of the removal of the Traffic Signal. FISCAL IMPACT: There is no fiscal impact associated with this item. GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at this time and requires majority vote for Board action. -JAK RECOMMENDATION: To accept the traffic signal feasibility report at the intersection of Bellaire Bay Drive and Immokalee Road and direct the County Manager or designee to work with the adjacent Associations to formalize a Developer Agreement to be brought back to the Board for approval at a future Board meeting. The MUTCD, published by the U.S. Department of Transportation is the national standard for traffic control devices. The Florida Department of Transportation has adopted the MUTCD as the State standard, and it governs the placement and design of traffic signals, signs, and pavement markings on public and private roads within the state. Per Section 4C.01 Studies and Factors for Justifying Traffic Control Signal, note 03 “The satisfaction of a traffic signal warrant or warrants shall not in itself require the installation of a traffic control signal.” The satisfaction of any the “warrants” necessitates an engineering study that evaluates if the installation of a traffic control signal will improve the overall safety and/or operation of the intersection. CONCLUSION: This study conforms with the criteria promulgated by the Florida Department of Transportation (FDOT) and Florida Statute, Section 316 and found that the location met warrants for a traffic signal installation. However, a traffic signal at this location would be of private benefit only and not in the interest of the public. A signal would also conflict with the planned overpass. Therefore, staff is not interested in installing a signal at this location. However, if the developer chooses to fund the installation of a traffic signal at this location, it meets the warrants of such and staff can support the installation with the stipulation that the design, installation, and any related intersection modification of the signal location be the responsibility of the developer. Additionally, upon request of the County, the developer shall also pay for removal of the signal when the future overpass project is constructed at Immokalee Road and Collier Boulevard. Immokalee Road is one of the county’s busiest major arterial roadways and will only become busier with all the planned additional growth. Any time a new traffic signal is added to a roadway, the capacity of the roadway is reduced. The existing traffic pattern will change without the new addition of a signal at Bellaire Bay Drive as a new roundabout on Collier Boulevard will allow motorists exiting from the plaza to easily turn south to head towards Immokalee Road. RECOMMENDATIONS: Approve the conditional installation of a traffic signal at this location as described. BACKGROUND Due to a public request, the Traffic Operations Section of the Collier County Growth Management Department has conducted a Signal Warrant Analysis at the intersection of Immokalee Rd at Bellaire Bay Dr. in Collier County, Florida. Immokalee Rd extends from east to west near this intersection. Bellaire Bay Dr intersects from the north from this intersection. The guidelines and procedures outlined in the Manual on Uniform Traffic Control Devices (MUTCD, 2009) determined the methodology of this analysis. EXISTING CONDITIONS The intersection of Immokalee Rd and Bellaire Bay Dr. is located approximately a (1/2) mile east of the nearest signalized intersection at Collier Blvd and Immokalee Road in Collier County, Florida. For the Signal Warrant Analysis, Immokalee Rd is considered the major street, for all peak hours, and there are three lanes, one in each direction Eastbound and Westbound through the intersection. The minor street considered is Bellaire Bay Dr. for all peak hours and has one northbound lane with dedicated left and right turning movements at the approach to Immokalee Rd. The northern developments traffic distribution is subject to multiple travel ways to both Immokalee Rd and Collier Blvd, which would account for the less than expected volume count for this intersection. Table 2-1 below summarizes the existing conditions at this intersection. Pedestrian Generators There are designated bicycle lanes on Immokalee Rd. Traffic Control Bellaire Bay Dr approach is stop-controlled. Posted Speed Limit Immokalee Rd – 45 MPH Bellaire Bay Dr. – 30 MPH Lighting Condition There is street lighting along Immokalee Rd Sidewalks There are sidewalks along the south side of Immokalee Rd Pavement Condition The pavement condition seems fair for both routes. Traffic Volumes: The median was geometrically altered in late 2020 allowing only right turn traffic from Bellaire Bay. In accordance with the MUTCD, the left turn traffic from Bellaire Bay Dr is assumed to be proceeding to the nearest U turn location to make the turn movement to head east as noted in Figure 2. On June 16, 2021, a technician set up 24-hour approach machine counters to obtain westbound U Turn Movement volumes. The parcel on the south side of Immokalee Rd is currently under development and may account for some of the U Turn traffic. Crash Summary: Immokalee Rd at Bellaire Bay Dr. There were a total of fifteen (15) reported crashes in a five (5) plus year timespan that were noted as “angle” related crashes. From this total, three (3) were rear end crashes and eight (8) were noted as aggressive driving. One (1) was noted as a crash with injuries of which two (2) people were noted as being injure. Zero (0) reported crashes were noted as serious and there were no fatalities. Warrant 7 Crash Experience requires that all of the following criteria are met: • Adequate trial of alternatives with satisfactory observance and enforcement has failed to reduce the cras h frequency; and • Five (5) or more reported crashes in a 12-month period that could be susceptible to correction by the installation of a traffic control signal with each crash involving personal injury or property damage; and • For each of any 8 hours of an average day, the vehicles per hour (vph) given in both of the 80 percent columns of Condition A in Table 4C-1 (see Section 4C.02), or the vph in both of the 80 percent columns of Condition B in Table 4C-1 exists on the major-street and the higher-volume minor-street approach, respectively, to the intersection, or the volume of pedestrian traffic is not less than 80 percent of the requirements specified in the Pedestrian Volume warrant. These major-street and minor-street volumes shall be for the same 8 hours. On the minor street, the higher volume shall not be required to be on the same approach during each of the 8 hours.
