LET lT BE KNOWN that the LIBRARY ADVISORY BOARD met on this date at 10:00 a.m. in the
Headquarters Library with the following members present:

GALL TO ORDER
I ) Grant LAB Member remote attendance (Motion & Approval). Quorum was met for this meeting. Dr. Hochschild moved to approve lt/aggie Gagnon
to remotely attend the LAB meeting. Ms. Grreve seconded and the motion was
carried unanimously.
Ms. Williams welcomed everyone to the meeting, and read the Library Advisory Board welcome
message, which informs those in attendance of the emergency exits, restrooms, and
procedures for speaking at the LAB meeting.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES
Ms. Bettinger asked for approval of the meeting minutes of September 15, 2021 . Ms. White
moved to approve the minutes as wrrtten. Mrs. Grieve seconded and the motion was carried
unanimously.
Ms. Williams handed out packets of information that will be discussed at today's meeting to the
members of the Library Advisory Board.
AWARDS & RECOGNITION
1) Library Division Cheers for Peers Recipients for Septembero Ms. Williams distributed copies of the Cheers for Peers recipients for September.. Ms. Bettinger asked if the County will be having a system-wide "Cheers for Peers"
recognition program. Ms. Williams stated she is not aware of anything at this time.
BOARD REPORTS
I ) Report of Officers. Several LAB members commented that they did not receive their meeting packets
via USPS by the time the meeting was held.o Ms. Bettinger asked if there was a statute or procedure that mandated the packets
be mailed via USPS to members.

Ms. Williams and lvls. Tibbetts will look into this. N4oving forward, the information
provided in the packets will also be emailed to LAB members to ensure adequate
time to review the information before the meeting
2) Report of Committees - None
PRESENTATIONSl) Report of the Friends of the Library. Mrs. Kindsvater stated that the mission of the Friends of the Library (FOL) is to raise
money to give to the Collier County Public Library.. Unlike other Friends organizations, they do not provide volunteers at the Library.. Mrs. Kindsvater reported that the FOL had their annual board meeting last week.
Two new officers were elected for President = Kenneth Assal; Vice-President =
Cynthia Ruddy. Louise Franck will continue as the Secretary and Howard Becker
will continue as the Treasurer.. [,Irs. Kindsvater added that she will be the lmmediate Past President and that Dan
Kozlowskiwill be the only other past president living in Collier County.. Patti Decroot will continue as the FOL Advisor and coordinate the Signature Events
Series, which is free to FOL members. These events are held at the Headquarters
and South Regional Libraries.. This year the Signature Series will include two Children's/Family-style programs.. One program is scheduled at South Regional Library for 3'd, 4rh and 5th graders that
attend Lely Elementary School.. Another program is a family event to be held at the lmmokalee Branch Library for 4h
graders and above and their parents.. The first "Beach Reads" series event will be held tomorrow, October 21, at the
downtown Sugden Theater. Ivlary Alice Monroe will be the featured author.. The next event in this series will be held on April 1, 2022.. The Nick Linn Lecture Series tickets are almost sold out and there are also a few
tickets remaining for the Non-Fiction Lecture Series.. The 3'd Annual Local Author Book Fair will be held on Saturday, November 13 at the
South Regional Labrary.. Among the applicants, 54 authors were chosen for this event. There is no charge to
attend this event. Two authors will speak, and a food truck is expected to be there.. The FOL lrember Appreciation Event will be held at the South Regional Library on
lrarch '1 1, beginning at spm. This event is free for members; however, reservations
are encouraged.. Mrs. Kindsvater stated that Vicky Bowles, former Naples Daily News employee, has
been extremely helpful assisting Trish Benisch with the FOL's public relations.. The FOL is having a 6-month social media trial with RGB, the internet company that
maintains the FOL website. Mrs. Kindsvater shared samples of printed promotional pieces the FOL is using for
the Fiction, Non-Fiction, and Beach series events.. Mrs. Kindsvater reported that John Bartoldus, the local artist who produces an
annual calendar, donates a portion of the sales to the FOL.. During the past 24 years, he has donated a total of $24,430 to the FOL.. She added that the FOL will list him on their donation board that as located at the
Naples Regional Library.

. l\rs. Bettinger added that she handed out some FOL information at the recent
Golden Gate Civic Association meeting. She was wondering if the materials will also
be produced in Spanish and Creole. Mrs. Kindsvater will look into this.. Mrs. Kindsvater announced that this week is National Friends of the Library week.. She added that she is an FOL liaison with the Golden Gate Branch Library and set
up a table at this location on Monday from 1oam-2pm to promote the FOL.
2) Report of the Library Director. Ivls. Williams created a PowerPoint presentation to show summer happenings at the
Library.. Summer Reading Program statistics were shared, and again the program was
successful with the support of the FOL and Naples Woman's Club.. 2,861 patrons participated and read 38,249 books.. The Summer Reading Program was again brought to 11 Parks & Rec Summer
Camps, and 810 student campers read 7,293 books.. FY21 statistics show that '1,697,182 items were circulated, 74% were in print format
and 26% were virtual. The total Library visits of 2,560,438 included 76% virtual and
24% in-person.. This information was also shared at a recent Town Hall Meeting held by
Commissioner lvlcDaniel.. A complete set of FY2021 statistics will be available for review and discussion at the
December LAB meeting-. Ms. Williams reported thatthe Centralized Hiring and Training Teams have been
successful.. 65% of Library staff are Library Assistants, which were difficult to retain statfing.. This initiative began six months ago and processed six new Library Assistants, and
are currently training three more.. The feedback from managers and staff has been extremely positive-. All new hires are initially trained at Headquarters for a minimum of 30 days. This
has created a good mentorship with staff.. The County requires online training ior HR, Risk and FElrA, which can take an
entire week for new hires to complete.. Ms. Williams stated that her philosophy is "There are no spectators", and each
employee has a vitaljob to do for the continued success ofthe Library Division.. The Library's FY2022 General Fund Budget for Personnel & Operations is
$8,295,000 and the Capital Fund Budget for books is $600,000, which is half of the
amount needed by the Library for prlnt materials.. l\,rs. Williams shared other sources of funding: State Aid to Libraries Annual Grant,
FOL contributions, and restricted and unrestricted donations. However, these
funding amounts varying each year.. The American Rescue Plan Act (ARPA) Grant Award of $7,029,304 will fund the
Library Enhancement, Tech-to-Go, and Community Outreach Literacy & Education
(COLE) Programs from January 2022lht! December 2025.
a. Capital Projects Update. lvls. Williams reported that the Library will be following the "look up, look down"
approach to identify what needs to be done at each Library location facility.. She added that the Library does not have a Capital lmprovement Budget, and the
options would be for Facilities to increase their budget to take care of Library
buildings, or the Library will need to have its budget increased.

. The County created a centralized fiscal team under the Operations & Veterans
Services (OVS) Division.. This team is responsible for paying bills, reconciling revenue, and creating the
budget for the Library.. Some staff members of this team have office space at Headquarters Library, and
others are located at the North Regional Park and Building H.. The former Library Administrative staff area at the Naples Regional Library will be
repurposed to house '12-14 key OVS staff.. l\rs. Williams added that this will not impact Library staff or operations at this
location.
1. Naples Regional Libraryi. l\rs. Williams reported that the Naples Regaonal Library HVAC system should
be wrapping up Phase 3, which includes the Genealogy, DVD and FOL areas.ii. She met with a Landscape Architect from Mainscape, the County's contracted
vendor and reviewed design ideas for Naples Regional.iii. This project is expected to cost between $85-$100k, and wall be funded with
money from the Shreve Trust.iv. She is also working with County staff to redesign the interior entrances and
circulation area at Naples Regional.v. The FOL office will have new flooring and painting and whatever else is needed
to be operable-
2. lmmokalee Library Parking Loti. Ms. Willjams reported that she received an email on October 5 from the County
stating that the roadway services contract with the vendor expired on
September 23. Therefore, the bid could not be taken to the BCC for approval.ii. The contract with the vendor has been renewed, and bids for re-solicitation
were due October 15.iii. Procurement is currently reviewing the bids to ensure compliancy.iv. Ivls. Williams anticipates this project will begin in 2022.v. Ms. Gagnon stated that there has been more traffic through the lmmokalee
parking lot, and the potholes do not stay filled for long.
3. East Naples Fiber & Securityi. lvls. Williams reported that she is awaiting bid proposals for this project.
b. Staffing Update. lvls. Williams reported that Kristen Lieberth was selected for the Administrative
Supervisor position vacated by Theresa Wagner at Naples Regional Library.. The Library hired nine new Library Assistants.. The Centralized Hiring Team is currently interviewing for the t/vo Librarian positions
posted.. Ms. Williams stated that she has requested the County to review the starting salary
for Librarians, as the Library cannot compete with salaries offered by the Collier
County Public Schools.. She added that severa, retired Library Directors have applied for Librarian positions
in the hopes of retiring in Naples.. Glenda Agnoli, former Library Technician at Naples Regional, recently transferred
to the County's Collier 311 Dept. Early on in the pandemic she assisted this
department.
c. General Operations Update. Ms. Williams reported that FY2022's purchase orders have been opened for the
Library.

d. Grants Update. Ms. Williams reported that Facilities is reviewing the lmmokalee Branch Library
building and an environmental study is being performed to determine where the
genera-tor should be installed for the CDBG-t lT "hardening" project at this location
. The Library was given a 12-year expenditure window to complete this project
. The American Rescue Plan Act (ARPA) Grant Award passed the risk assessment.
The next stage will determine how to proceed with what we want to do, and ensure
that the Library operates in compliance.. The 2022 State Aid application has been processed and the Library is gearing up
for the next-stage December 1 deadline.
PUBLIC PETITIONS TO THE BOARD FOR FUTURE CONSIDERATION - None
PUBLIC COMMENTS ON GENERAL TOPICS RELATED TO THE LIBRARY DIVISION - None
UNFINISHED BUSINESS
1) Updated Library Staff List. Ms. Williams distributed the current list of Library staff and their email addresses.
NEW BUSINESS
'l ) Facility Use Agreement for 2022 Election Cycle. Ms. Williams stated that the Library completed paperwork to allow the Elections
Office to use Library facilities as precincts and early voting sites for 2022.. The Headquarters and South Regional Libraries are voting precincts.
2) Updated Remote Meeting Protocols, including CMA #5411. Ms. Williams provided LAB members wath copies of the County's ClvlA #541'1 which
pertains to remote meeting protocols.. The BCC will be discussing the protocols, especially for remote attendance by
board members, at their November meeting.. Ms. Williams added that the BCC sees value in allowing the public to participate in
their meetings remotely.
PUBLIC COMMENTS ON GENERAL TOPICS RELATED TO THE LIBRARY DIVISION
. l\rr. Martin suggested that the FOL provide computer literacy programs for the public, as
the County's adult education currently offers.
. Ms. Williams stated that the Library has begun to add in-person programming, and
technology-related information has been provided at locations that have computer lab
settings.
. She added that the Library's LEAP students will begin to resume one-on-one technology
assistance to patrons who register for this training.
. Library programs will be announced on the Library's website and events calendar.
. Mr. Martin asked if the Library statistics include OverDrive and e-books. Ms. Williams
reported that they do.
. l\,ils. Williams reported that due to the change in the County's management, the County's
organizational chart reflects the movement of staff. lt is anticipated that more changes
will occur throughout the next year-

Ms. Bettinger extended an invitation for the new FOL president to attend the next LAB meeting.
Ms. Grieve suggested that the FOL submit a letter to the editor article regarding Friends of the
Library Week.
ADJOURNMENT
There being no further business to come before the Library Advisory Board, the meeting was
adjourned al 11:2O a.m.
The Library Advisory Board does not meet in November. Ms. Williams will update LAB members
as to the format of the Library Advisory Board meeting scheduled to be held on Wednesday,
December 15,2021 at the Headquarters Library, 2385 Orange Blossom Drive, Naples, FL
