Community Assessment Chair Branco reported on observations made during the monthly drive through: • The community landscaping looks good. • The St. Andrews entryway seasonal flower conversion is a priority. • On Doral Circle Median #23 several plants were damaged. B. M.S.T.U. Monthly Traffic Statistics –St Andrews Blvd. Two (2) Traffic Logix SafePace 100 speed monitoring signs are functioning on Saint Andrews Boulevard, eastbound by the Lely Presbyterian Church (Radar 1) and westbound at Pine Valley Circle (Radar 2). Chair Branco distributed a daily vehicle report for data from October 16th to November 16th. • Radar 1 (110 St Andrews Blvd) recorded 58,160 vehicles averaging 1,818 vehicles per day. Maximum speed was 51 mph. • Radar 2 (255 Saint Andrews Blvd) recorded 59,362 vehicles for an average of 1,855 per day. Solar Light Chair Branco reported: • A diagnostic procedure to identify the condition of the batteries in the solar panel was performed. • Failed batteries were replaced with the correct battery model. • The solar light is functioning as intended. • Palm fronds should be trimmed to prevent interference with the light. Chair Branco requested notification if members observe the light is not working. VII. Contractor Reports A. Landscape Architect’s Report – McGee & Associates (M&A) Mr. McGee summarized the “Lely Golf Estates Landscape Observation Report FY20-21” dated November 4, 2021. All Locations • Items highlighted in yellow are a priority for safety issues and potential plant damage. • Tree stakes not intact will be removed. In bound R/W South • Remove dead Tabebuia tree. A Queen Crape Myrtle tree is on order for replacement as required by County code. Saint Andrews Blvd. • SLS has scheduled turf treatment application for sedge grasses. • The dead and/or diseased foliage was pruned from Crinum Lilies. • SLS will confirm planting of three (3) Bougainvilleas damaged by an auto accident on Median #10. Forest Hills Blvd. • Median #11, address 550: Remove mature Holly tree due to trunk/root rot and replace with a ‘Natchez’ Crape Myrtle, White. Shipment of Crape Myrtle ‘Natchez’ white tree to be consolidated with additional items from the same nursery to minimize freight cost. Tree will be installed upon receipt. Forest Hills Cart Crossing • Eight (8) Xanadu plants were installed in two (2) locations at the cart crossing. Pebble Beach Blvd. • Median #16: SLS will investigate to verify six (6) Bougainvillea damaged by application of herbicide, were replaced. • Median #17: Address 143 – SLS will confirm replacement of nine (9) Bougainvillea destroyed by fire. • Median #19: SLS confirmed eight (8) dwarf Bougainvillea, Helen Johnson variety, were planted. Doral Circle West R/W & Rattlesnake Hammock Road • SLS confirmed removal of Foxtail seed palms. • SLS will confirm installation of four (4) white African Iris at Doral. Briarcliff Ln Cul-de-sac #21 • Remove damaged and dead Bougainvillea and mulch. SLS will ensure foliage is pruned. West R/W & Rattlesnake Hammock • Superb Landscaping Services (SLS) confirmed Foxtail palm seed stalks were pruned. • SLS will confirm four (4) white African Iris were planted. Mulch • Forestry Resources’ lead time for three (3) pallets of Specialty Red Mulch is five (5) weeks. The vendor will notify Staff if the product is available sooner. Irrigation The HydroPoint controller is operating on an “Evaporative Technology” system which monitors rain, sun, and hydration to irrigate as needed. With the onset of the dry season, Staff is transitioning the system to pre-scheduled irrigation days. SLS repaired the irrigation heads in the Bougainvillea bed on the St. Andrews Blvd. entry side. Water Usage – October 2021 • Warren Street Reuse Water used 47,145 gallons; potable water none. • Valley Stream’s meter indicated 10,180 gallons of potable water use. B. Landscape Maintenance Report – Superb Landscape Services (SLS) Mr. Gorden reported: • Fertilizer was applied. • Seasonal winter plants will be installed at the St. Andrews Blvd. and Doral Circle entrances on Monday November 22, 2021. • Tree foliage blockage of the Treasure Point “no outlet” sign will be reviewed for pruning. Ad Valorem data for the tax rolls. • Transfer to the Tax Collector, Line 37, in the amount of $7,700.00, is for collection of M.S.T.U. millage as part of the tax bill, currently 2.0 mills. • Reserves, Line 39, budgeted at $150,000.00, is designated for Insurance and Catastrophic damage repair. • Total Budget, Line 41, lists FY-22 M.S.T.U. budgeted funds at $642,414.92; with tabulated Commitments of $182,420.93, Expenditures of $7,581.41, and a Budget Remainder (total unspent funds) of $452,412.58. Lighting Inspection Report • Red entries indicate current lamp outages, gray for outages repaired from previous report. • No outages were reported as of November 1, 2021. • No LED replacement lamps have failed. Warranty for LED lamps is two (2) years from date of purchase. Mr. Schumacher will compare Florida Power & Light (FPL) monthly/annual data to ascertain the variance in the electric service charge since the conversion to LED lights and report his findings to the Committee at a future meeting. C. 2021 Entry Plantings – Winter St Andrews Median #1 and Doral Circle Median #23 The seasonal winter planting of Geraniums with a White Alyssum border, based on McGee & Associates October 2016 plan, Scheme A, Modified, will be installed on Monday November 22, 2021. Estimated cost of the planting project is $2,595.00. D. 2021 Holiday Decorations Whited Holiday Décor has completed the installation of decorations for the Saint Andrews Blvd. entrance and Doral Circle. Ms. Lowry will decorate and provide a wreath for the Forest Hills and Augusta Boulevards sign. Solar lights will complement the installation. VIII. Ongoing Business A. St. Andrews Entryway Monuments Refurbishment Mr. Schumacher is consulting with structural engineers to ascertain a workable process for the wall, with planned modifications, to obtain a Permit; the committee will be updated at a future meeting. B. Thermoplastic Crosswalks – Paver Style One (1) proposal was received to the BidSync Quick Quote solicitation for eight (8) Paver-style crosswalks of EndurablendTM Polymer Cement with twelve inch (12”) solid white thermoplastic stripes, to coordinate with the crosswalks installed at St. Andrews & Pebble Beach Blvd. County Policy requires a minimum of three (3) bids on the first solicitation; consequently, 27.A.2 Packet Pg. 481 Attachment: Agenda & Backup 12-16-21 Lely (20932 : Lely Golf Estates Beautification MSTU - 12-16-21) MINUTES November 18, 2021 LELY GOLF ESTATES MSTU 5/6 Mr. Schumacher will re-submit the solicitation the week ending November 27, 2021. Median #1 Traffic Sign – “Keep Right” • Traffic Operations has provided two (2) “Keep Right” sign replacement inserts, with code- compliant yellow diamond, for the St. Andrews entrance at US-41. • Lykins Signtek will mount the inserts on a new decorative post and install on Median 1. D. Lumec LED Retrofit Lamps Estimated date of receipt for the six (6) LED Lumec retrofit lamps on order is February 2022. Two (2) LED lights are in stock for light outage replacement. Retrofit lamp pricing remains stable. E. Light Pole Replacement Pebble Beach Blvd. The light pole and LED retrofit lamp kit, on order with Hart’s Electrical, will be installed upon receipt. F. St. Andrews Blvd. Traffic Calming Commissioner LoCastro forwarded Chair Branco’s request for additional stop signs on St Andrews Blvd for traffic calming to the Traffic Operations Division. Traffic Operations responded: • The County adheres to State and FDOT guidelines. • A traffic engineering study is required. • St. Andrews Blvd. locations do not meet the volume criteria to qualify for stop signs. • The Board of County Commissioners (BCC) must “accept” the report. • STOP signs are not intended to deter vehicular speeding. Viable options for M.S.T.U. consideration are: • Construct speed tables on St. Andrews Blvd. • Install a crosswalk at Pine Valley Circle. • The addition of solar powered amber caution lights to existing crosswalk signage. • Utilize imitation cameras and signage to encourage drivers to obey the speed limit.  Cameras can be purchased locally at a reasonable cost.  The devices would be attached to the Traffic Logix speed monitoring system. Mr. Schumacher will consult the appropriate County entities to ascertain the M.S.T.U.’s authority to utilize pseudo cameras to discourage speeding on St. Andrews Blvd. and update the Committee at a future meeting.
