Advisory Board and the Immokalee Lighting and Beautification MSTU Advisory Committee on November
17, 2021. The Advisory board members, staff, and public appeared virtually and in person.

A. Call to Order.
The meeting was called to order by Dr. Frank Nappo, CRA Chair at 9:03 A.M.
B. Pledge of Allegiance and Moment of Silence.
Dr. Frank Nappo led the Pledge of Allegiance and asked for a moment of silence.
C. Roll Call and Announcement of a Quorum.
Christie Betancourt opened roll call. A quorum was announced for the CRA board and the MSTU board.
Andrea Halman, MSTU Vice-Chair will act as chair for MSTU items until Chairman Bernardo Barnhart
arrives.
CRA Advisory Board Members Present in Person:

Action: Ms. Norma Garcia made a motion to allow board members zoom privileges. Mr. David
Turrubiartez seconded the motion and it passed by unanimous vote. 3-0.

Action: Mr. Ski Olesky made a motion to allow board members on zoom privileges. Ms. Andrea
Halman seconded the motion and it passed by unanimous vote. 5-0.

Staff presented the agenda to the boards for approval. Agenda was approved as presented.

Action: Mr. Ski Olesky made a motion to approve the agenda as presented. Ms. Andrea Halman
seconded the motion and it passed by unanimous vote. 6-0.
MSTU Action:
Action: Ms. Norma Garcia made a motion to approve agenda as presented. Mr. David Turrubiartez
seconded the motion and it passed by unanimous vote. 3-0.

CRA Action:
Action: Ms. Andrea Halman made a motion to approve the Consent Agenda as presented. Mr. Ski
Olesky seconded the motion and it passed by unanimous vote. 6-0.
MSTU Action:
Action Ms. Norma Garcia made a motion to approve the Consent Agenda as presented. Mr. David
Turrubiartez seconded the motion and it passed by unanimous vote. 3-0.
G. Announcements.
1. Public Comments speaker slips
CRA Staff reiterated the public 3-minute speaker slip policy. The board will give more time if they
feel it necessary.
2. Communications Folder
Staff reviewed the communications folder with the board and members of the public. The folder
contained the public notice for this meeting and community event flyers for upcoming events.
3. Community Town Hall Meeting – 1.13.22 – 6:00 p.m. @CareerSource SWFL
H. Old Business.
1. Collier County Solid Waste Division Presentation
Collier County Solid Waste Division explained their mission is to deliver the best values and meet
expectations with high quality. Ms. Kari Hodgson, Director explained that they are making it a
priority to continue to serve the community, giving the best service they can.

2. Catholic Charities update
Staff provided the date for the upcoming scheduled community meeting. The meeting will be held
on January 26, 2022 at 6:00 p.m. in the CareerSource SWFL conference room. This community
meeting will further discuss the proposal to purchase the CRA property and will be for the public
to attend and participate.
3. Redevelopment Plan updates
Staff explained that a few housing comments were provided from the Redevelopment Plan draft
that was presented to the board. Staff announced that the next community input meeting will be
held on December 14, 2021 at 6:00 p.m. at the CareerSource. Ms. Debrah Forester asked the board
members to please rank their top three choices of redevelopment areas by importance.
4. TIGER Grant updates
Staff announced that the contract to negotiate for the design and build will go before the Board at
the next meeting.
5. Contractor Maintenance Report
i. A & M Property Maintenance
a. Maintenance Report & Schedule (Enclosure 4)
Staff provided board with a copy of enclosure 4 which is a copy of the upcoming
landscape maintenance schedule for December and backup for the last couple of
months services. Armando Yzaguirre attended virtually and gave a brief recap on the
maintenance for the MSTU area. Maintenance is going on as scheduled.
Mr. Yzaguirre also explained that depending on when he receives the ribbons, he will
install the decorations. He explained worst case scenario, the ribbons should be up the
Friday after Thanksgiving. Staff explained that the date that they absolutely needed to
be up would be the date of the day of the tree lighting, December 9th.
Staff invited public and board to the MSTU Walking Tour to be held on December 6,
2021 at 9:00 a.m. The walk will start at the Zocalo plaza on the corner of 1st and Main.
If time permits, we will walk the blocks from 1st to 9th and then on 1st Street from Main
Street to the Welcome sign.
ii. Project Manager Observation Field Report (Enclosure 5)
Staff provided board a copy of enclosure 5 which is the Project Manager Observation field
report for the MSTU beautification area. Staff discussed in detail key areas which include
Zocalo Plaza, banners on Main Street, the Historical Cemetery on Main Street, and the
plantings at the Welcome sign at the Triangle area. They explained that the Kiosk
installation was completed, and it is up, giving the community access to flyers of upcoming
community events. In order to have a flyer put up in the kiosk, CRA staff should be
contacted. Staff also explained the grates throughout Main Street are still damaged and
they are now collecting trash.

I. New Business.
1. CRA & MSTU Board Vacancies
i. MSTU Application
a. Susan Sanchez (Enclosure 6)
Staff reviewed Enclosure 6 which was an MSTU application for Susan Sanchez. Ms.
Sanchez was not present. Staff announced that Ms. Sanchez will be representing St.
Matthews House.
Action Mr. David Turrubiartez made a motion to recommend the appointment of Ms. Susan
Sanchez to the MSUT Advisory Committee. Ms. Andrea Halman seconded the motion and it passed by
unanimous vote. 4-0.
ii. CRA Application
a. Thomas Duffy (Enclosure 7)
Mr. Thomas Duffy was not present. Staff explained he lives in Ave Maria, but because he
represents the Chamber of Commerce, his application was included.
b. Jonathan Argueta (Enclosure 8)
Mr. Jonathan Argueta was present and introduced himself, he gave a little background and
explained he now works with the Guadalupe Tutor Corps as the High School Coordinator.
He is a United States Air Force veteran and came back to his community after finishing his
education. He is a resident of Immokalee.
Each member of the board was asked to vote for either of the two applicants. Majority
recommended Jonathan Argueta.
Action Mr. Estil Null made a motion to recommend the appointment of Mr. Jonathan Argueta to
the CRA Advisory Board. . Mr. Ski Olesky seconded the motion and it passed by unanimous vote. 7-0
J. Staff Reports.
1. Operations Manager Report (Enclosure 9)
Ms. Christie Betancourt reviewed the operations manager report as shown in enclosure 9.
Staff briefly discussed Infrastructure Projects, Non-Profit/Private Development, and the modified
Impact Fee Installment Payment Program in more detail.
Staff provided brief updates on the Infrastructure Projects in Immokalee. The projects discussed
were the Carson Road Project (Eden Park Elementary Safe Routes to School), the Lake Trafford
Road Improvement Projects, the North 3rd Street Stormwater Improvement Project, the Madison
Avenue Channel Project, and the Eden Gardens Project.
Staff also provided brief updates on the Housing Development Projects in Immokalee. The projects
discussed were the Immokalee Foundation Learning Lab 18 home subdivision, the Immokalee Fair
Housing Alliance proposed housing development, the Habitat for Humanity of Collier County
Kaicasa housing development, Casa Amigos, and the Casa San Juan Diego Multi-Family housing
development.

Staff also provided brief updates on the Non-Profit/Private Development in Immokalee. The project
discussed were the Guadalupe Center van Otterloo Campus, Redlands Christian Migrant
Association (RCMA) Childcare Development Center, Charter School, Community Hub, 7-Eleven,
and O’Reilly Auto Parts.
Staff will continue to provide monthly updates on the Immokalee Area Master Plan (IAMP)
Implementation schedule, the Redevelopment Plan, the county Infrastructure Projects, the Non-
Profit/Private Development, the Commercial Facade Grant Program, Florida Heartland Economic
Region of Opportunity (FHERO), Immokalee Unmet Needs Coalition (IUNC), and the Impact Fee
Installment Payment Program in more detail.
Staff also announced the Commercial Façade Grant Improvement Program continues to allow the
Immokalee CRA to provide financial incentives to the businesses of Immokalee.
Ms. Christie Betancourt explained two more locations of General Dollars will be added to the
community. The General Dollars will be located on New Market Road and Flagler and on E. Main
Street and S 2nd St. Mr. David Turrubiartez made a comment about having heard on the news that
in another county, they found a way to limit the amount of General Dollars per the community’s
space and asked if that was something that could be done in Immokalee.
2. Project Manager Report (Enclosure 10)
Ms. Yvonne Blair reviewed the project managers report as shown in enclosure 10.
Staff briefly discussed the Carver Street & South 5th Street Project, the Eustis Avenue & West
Delaware Avenue Phase III Project, the Welcome Signs, First Street Corridor Project, Trash Cans
and Garbage Pickup, the Main Street Improvements and Lighting, Main Street Corridor Streetscape
Design Plan, the Zocalo Plaza improvement project, and the Large Holiday Decoration Options.
Ms. Norma Garcia asked why the roadway on N. 9th is not lighted, and Ms. Yvonne Blair explained
it can’t be done while the Tiger Grant project is in the progress.

3. Collier EDO/Immokalee Culinary Accelerator
No updates.
Verdier Clement with CareerSource SWFL provided updates on Career Fair that will be held
November 18, 2021 from 11:00 p.m. – 3:00 p.m.
L. Citizens Comments.
Mr. Lemke asked if word could be spread out about Covid-19 vaccinations available for children 5-11
years old. They are available Monday through Friday from 9 a.m. to 4 p.m. and on Sundays from 9 a.m.
to 12 p.m. and they are by walk-ins. There is no flyer available.
