November 3, 2021 Meeting Minutes
BAYSHORE BEAUTIFICATION MSTU MINUTES OF THE NOVEMBER 3, 2021 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by
Maurice Gutierrez at 5:10 p.m. located on the 3rd floor of the Administration Building.
I. Roll Call: Advisory Board Members Present: George Douglas, Maurice Gutierrez,
John Smith, Sandra Arafet, Bob Messmer and Jim Bixler. Susan Crum had an
excused absence.
MSTU Staff Present: Debrah Forester, CRA Director, Tami Scott, Project Manager
and Shirley Garcia, Operations Coordinator.
II. Pledge of Allegiance: Led by Maurice Gutierrez.
III. Adoption of Agenda: Sandra Arafet made a motion to accept the Agenda as written,
second by George Douglas. Motion passed unanimously.
IV. Adoption of Minutes: George Douglas made a motion to accept the previous meeting
minutes as written, Maurice Gutierrez seconded. Passed Unanimously.
V. Landscape Report:
a. Update on Landscaping – A&M new landscaper, Armando from A&M
provided the schedule and his assessment on the first month since he started the
new contract. During the month there have been several issues with the irrigation.
He is unable to make all the necessary repairs until the water becomes available.
Armando is asking to purchase a bulk amount of sprinkler parts to make the
repairs as soon as they are identified which will save time and money. Consensus
from the Board to move forward with the purchase. George Douglas asked how
often will they be picking up trash, Armando stated every week they will be out
picking up trash and mowing every other week.

a. Access Management Plan update- Ms. Forester presented the draft proposal
and noted the CRA board approved partnering with the MSTU to complete the
scope of work at their November 2 meeting. Sandra Arafet made a motion to
proceed with the study and share costs with the CRA, second by George Douglas.

VIII. New Business:
IX. Staff Reports:
a. CRA Directors Report- Ms. Forester provided the report and highlighted
some of the projects starting with the Public Art Committee, which is
scheduled for the November 9th meeting. Dels property, the staff identified
an easement issue and once the survey is completed they can proceed with
the demolition and determine what to do with it after. There has been a lot
of discussion on the 17 acres and there will be a special meeting on
November 10th and the public is welcome to attend.
b. Project Manager Report- Tami Scott highlighted a couple of projects,
the first one is the Del’s pocket park is completed and there will be a
dedication on November 5th. Fire Suppression III is completed. CRA
Parking lot is working on getting the port a potty removed. The Parking
lot will be open on November 5 staff is working on a few more items –
signage and gate. Moorehead Manor is close to finishing and once they
are completed the MSTU will pay the agreed amount to them for that
project. Sabal Shores, staff is continuing to develop a streetlight plan cost
estimates. George Douglas asked if Ms. Scott can purchase a golf cart of
some sort instead of carrying the tools all the time. Staff will bring back a
price for the golf cart after they research if they can have that approved.
George Douglas made a motion for staff to look into purchasing a golf
cart, second by Sandra Arafet. Approved unanimously.
c. Private Development Report – Debrah Forester noted that the yellow
highlighted items represent updates since last month and the green
highlights are new projects. Any projects with no activity within six
months will be removed.
d. Maintenance Report: Ms. Forester provided the current maintenance
report, if anyone had any questions.
e. Financials: The financial reports were presented, if anyone had any questions.
X. Correspondence and Communications:
a. Dels corner dedication November 5th @ 10am-Ms. Forester provided the
dedication date and time and invited everyone to attend.
b. CRA Advisory Board Tamiami Trail Business Owner position vacancy- Ms.
Forester noted the vacancy for the Tamiami Trail business owner with one
applicant so far.
c. New Owner Hamilton Harbor Yacht Club – There was an article for the new
owner of Hamilton Harbor attached for their information.

for an upcoming event if anyone was interested in attending.

yard and garden show was provided for those interested.

article provided information on the Gateway Triangle property project.

CRA and County PROJECT UPDATES – November 2021
1.DEL’S PROPERTY ACQUISITION - Closed on November 20, 2020. Survey of property identified
some issues. ROW easement was approved by the BCC on 11/9. Final survey work is being
completed by Real Estate Services. Following survey, demolition of the warehouse and retail
store will begin. Scope of services for demolition being finalized. Demolition to begin first
quarter of 2022 with completion by early summer. Following demolition, highest and best use
analysis to be conducted.
2.PUBLIC ART PLAN –Mural ordinance scheduled for CCPC meeting on December 16, 2021
and BCC on February 8. Final revisions being completed by staff and County Attorney’s
office. County in the process of selecting candidate for Arts and Cultural Manager. PAC
Ordinance scheduled for BCC December 14 Meeting.
3.17 AC - BOARDWALK – Item to be presented to BCC in January for direction
4.BRANDING - Paradise Advertising and Marketing, Inc. – Postponed start up to January 2022.
5.BAYSHORE ACCESS MANAGEMENT PLAN – Work Order pending approval by County
Manager
6.COASTERS/SHUTTLE SERVICE – New option being reviewed.
7.LAND USE REGULATIONS/BONUS DENSITY AMENDMENT – CCPC recommended approval
First BCC hearing – January 25 and final hearing on February 8th. Consultant contract
extended to March 31, 2021.
8.Conservation Collier Cycle 10 Properties - Bayshore parcels consideration for purchase at
Conservation Collier Land Acquisition Advisory Committee (CCLAAC) meeting on October
11, 2021. Pending Status Report. End of South Bayshore. Approximately 71 aces. The
Bayshore Parcels (Forrest G Amaranth Trust) is currently under active acquisition and will
be ranked on Thursday, December 9th at the Land Acquisition Advisory Committee
meeting (agenda included under Communications). The hybrid meeting will begin at 5
pm and will take place in the Commissioner’s Boardroom. When ranked, the properties
in the current cycle will then be presented to the BCC at the January 25th meeting for
approval of purchase. It will be at the Commissioner’s discretion what properties can be
moved forward for purchase.

10.Peters Avenue – five-foot sidewalk from Collee Court to US41. $389,000 CDBG grant
awarded and managed by Transportation Planning department. The sidewalk will be
placed on the residential side of the street. Construction contract approved in November.
Pre-construction meeting is December 3. Anticipate Notice to Proceed on December 13.
Completion anticipated April 2022. Laurie Beard (GMD) is project manager
11.Pine Street – FDOT Funded Becca to US41 – PE 2022/2023. Construction 2024/2025. Will
coordinate with stormwater study.
12.Commercial Drive Stormwater Improvements – Off-site improvements will be completed by mini-
triangle developer. Improvements have been designed and permitted. The project will replace a
15-inch diameter drainage pipe across Commercial Drive with a 30-inch drainage pipe to improve
stormwater conveyance to the Gateway Triangle stormwater management pond. The project will
install a 36-inch connection pipe in the alley just west of commercial Drive to improve
stormwater management connections which will help reduce flooding in this alley.
13.Mangrove Street Seawall replacement is substantially completed on November 2021.
14.April 13, 2021 BCC approved construction contract for the East Naples Community Park Welcome
Center,” to Curran Young Construction, LLC, in the amount of $2,965,622.28. Construction
underway. Opening scheduled for April.

CRA Parking Lot:
Project Completed - Staff is working on additional items, bench signage for Jean Harvey, planting, entry gates, signage,
heritage tree lighting schedule for December 3, 2021.
Pagoda//Welcome Sign:
Removed due to Wine Venue turn lane requirement. Unable to salvage entire sign due to condition. Staff did get the
signs and planter boxes. Items stored for potential use in the future.
MSTU Landscape Contract:
New landscape contractor A & M Property Maintenance, LLC. Focus on irrigation repairs and routine maintenance
after two months under contract.
Moorhead Manor:
Old fence and landscaping removed; new concrete wall installed. Paperwork for Reimbursement is underway.
Stormwater:
Two projects underway
1-Becca, Weeks and Pine – Notice to proceed has been issued to Bolt Engineering of Cape Coral, Florida 33904
2-Gateway Triangle- Q. Grady Minor was selected for as the engineer of record and is drafting a scope of work
for all to review.
South Bayshore:
Isles of Collier is working on an entrance off of Bayshore. Substantial amount of truck traffic, Staff is looking into the
SDP to verify what was approved in terms of construction activity and hours of operation.
Sabal Shores street lighting:
Staff is working with Eric Culling, FPL Sr. Representative. Turn around for design is 30-40 days. Eric is putting
together a package for review/consideration to move forward.
Linwood Way:
PO has been opened; staff is working with the City of Naples and vender to get the project completed. Water meter is
schedule for install at the end of December 2021.
4825 Bayshore Drive:
Staff has completed a parking agreement with Naples Botanical Garden (NBG) to allow them to use the site for off-site
overflow parking as part of a Special Event permit. CRA will still have access during those times and the use can be
terminate or decline if needed. NBG is currently applying for a Special Event permit for the Night Lights Event.
Hamilton Avenue:
•Construction contract has been awarded to Haskins Inc.
•CEI contract is scheduled for the December 14 BCC meeting for approval.

The Bayshore neighborhood has
been asking for the same thing on the 17-
acre tract its Community Redevelop-
ment Agency has held since 2006:
Arts in a cultural center, art park or
amphitheater.
No residential use.
An access boardwalk to Sugden Park
across the lake from Bayshore Drive in
the East Naples community.
No residential use.
Fringe retail/commercial.
And absolutely no residential use.
They said it again Wednesday before
the CRA advisory committee voted to
begin turning the gears on boardwalk
design. The property in question, an L-
shaped trio of parcels with frontage on
Bayshore Drive, has received attention
for everything from an arts center to an
opera house to an FGCU research center
to condominiums. In September two
new proposals came up:
h A mixed-use commercial and resi-
dential development, from Rebecca
Maddox, owner of nearby Market 360
and Celebration Park. She would pay
$2.8 million, plus contribute to the cost
of the boardwalk to Sugden.
h The idea of an outdoor amphithe-
ater and park that Opera Naples is ex-
ploring on part of the land. It is looking
for a public-private partnership, howev-
er.
Around 36 people in a mix of Zoom
and in-person attendees came to a spe-
cial CRA advisory committee meeting
for public input on the two proposals.
Nearly every person who spoke asked
that it not become another residential
area.
While one speaker acknowledged an
Opera Naples amphitheater would bring
traffic, it would not be like the daily in-
and-out of residential traffic, he said.
Even CRA committee member Karen
Beatty brought statistics that say the
area is rife with planned and potential
housing elsewhere. From her study of
developers’ plans and new ownership of
large parcels, she estimated Bayshore
currently has 2,437 units of known,
planned inventory and 22.8 acres with
development potential.
“I bought in this district because I
was told it was going to be an arts dis-
trict,” said Realtor Kathi Kilburn, a new
member on the committee. She brought
in a petition with 93 signatures taken in
just 24 hours supporting the results of
its previous community survey.
“That sentiment has not changed.
They don’t want more residential. They
want more arts. They want places to go
to, to walk to. The community is speak-
ing up again,” she declared, receiving
applause from those in the room.
Only Graham Lausterer, who spoke
as a native of the city, said that if the
Collier County Board of Comissioners —
which is the final authority on the land’s
future — does allow housing, perhaps it
would be a good spot for affordable
housing. Beatty and former county
commissioner Donna Fiala quickly re-
sponded that there are plenty of places
available now.
And Fiala said the entities searching
for affordable housing should find it
within their own districts: “We
shouldn’t be taking care of anyone else’s
workforce.”
Lausterer, like the other speakers, did
emphasize that the boardwalk — which
would give the Bayshore neighborhood
foot access to Sugden Park across sever-
al stretches of lake from it — needs to be
built. Committee member Steve Main
echoed that sentiment: “What have we
got to do to get the damn boardwalk
built?”
As it turned out, all they had to do —
or could do — was vote to accept the
proposal of Stantec, a community de-
sign firm with offices in Naples. The
company has come recommended by
the county planning employees with
its maximum $750,000 bid for a mas-
ter plan. That plan would include
boardwalk design, stormwater/inva-
sives remediation/endangered spe-
cies analysis, surveys of the Bayshore
Drive parcels and permitting and bid-
ding services for the walkway.
Its proposal, which passed the ad-
visory committee unanimously, still
will have to be approved by Collier
commissioners, as the agency’s board.
CRA Director Debrah Forester ex-
plained that the time to be determin-
ing what happens to the land would be
best held until Stantec determines
what it can actually hold.
Even putting out bids for the board-
walk is probably a year away if it
passes at the county level, she warned.
The waiting game was clearly frus-
trating to all the speakers last night.
Kilburn had a suggestion: “Could we at
least put a sign up on the property, so
people know we’re planning this?”

Police are searching for a man who
beat a seagull to death with a shovel in
Marco Island.
On Friday, Nov. 5, Marco Island po-
lice officers were dispatched to South
Beach near Swallow Avenue and
South Collier Boulevard after beach-
goers reported a man hitting a seagull
with a shovel.
The bird was rushed to a wildlife
hospital, and had to be euthanized, of-
ficials confirm. Both the seagull’s
wings were broken and internal inju-
ries caused by the beating made it
hard for the bird to breathe.
The Marco Island Police Depart-
ment is asking the public for help in
identifying the man by contacting
them at 23389-5050.
