EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chair to sign a Memorandum of Understanding
with Southwest Florida Professional Firefighters, Local 1826, outlining the payment of Premium
Pay for all Collier County EMS employees, not to exceed the funding amount of $408,000 as
approved within the American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Fund
as approved by the United States Treasury and previously authorized by the Board of County
Commissioners. (Housing Grant Fund 705)
OBJECTIVE: To obtain Board approval of a Memorandum of Understanding with the Southwest
Florida Professional Firefighters, Local 1826, to provide Premium Pay of $2,000.00 to all EMS
employees, including bargaining and non-bargaining unit employees, as outlined in the Collier County
Performance Plan submitted to the United States Treasury.
CONSIDERATIONS: Congress passed the American Rescue Plan Act of 2021 (the “ARP”), Public
Law No. 117-2, which was signed into law on March 11, 2021. The ARP included a $350 billion
Coronavirus State and Local Fiscal Recovery Fund.
Allowable uses outlined in the ARP include but are not limited to:
· Responding to or mitigate the public health emergency with respect to the COVID-19
emergency or its negative economic impacts; and,
· Providing government services to the extent of the reduction in revenue; and,
· Make necessary investments in water, sewer, or broadband infrastructure; and
· Responding to workers performing essential work during the COVID-19 public
health emergency by providing premium pay to eligible workers of the county that
are performing such essential work, or by providing grants to eligible employers that
have eligible workers who perform essential work.
On June 22, 2021, Agenda Item 11.H, staff presented a preliminary plan to the Board to include
$408,000 in Premium Pay for Public Sector employees. On August 31, 2021, the following ARP
allocations were included in the Performance Plan submitted to the United States Treasury:

Staff is requesting that the Board approve the attached Memorandum of Understanding, which has been
signed off on by authorized representatives of the Southwest Florida Professional Firefighters, Local
1826, so that the dedicated ARP funds may be distributed in accordance with the Memorandum.
FISCAL IMPACT: The proposed action outlined within this executive summary has no new fiscal
impact. The Premium Pay will be cost neutral to the County since funds have been allocated within the
Housing Grant Fund (705), Project 33765.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: That the Board approves the Memorandum of Understanding with Southwest
Florida Professional Firefighters, Local 1826 to provide Premium Pay to all EMS employees and
authorize its Chair to sign the attached Memorandum.
