EXECUTIVE SUMMARY
Recommendation to authorize the necessary budget amendments to reallocate funds, in the
amount of $8,535,606, within the Growth Management Department Stormwater Bond
Fund (327).
OBJECTIVE: To meet critical project needs and compliance objectives within the Collier County
Stormwater Management System.
CONSIDERATIONS: These funds will be used for stormwater improvements in Immokalee as
part of the Immokalee Complete Streets - Growing Connections to Create Mobility Opportunities
Project (“TIGER Project”). The stormwater improvements are consistent with the Immokalee
Stormwater Master Plan.
On September 22, 2020 (Agenda Item 11.B), the Board approved authorizing the issuance of
$60,000,000 of debt to fund stormwater capital improvements. The executive summary
contained a list of stormwater improvement projects, such as Lake Trafford Road and recognized
that the funding included improvements related to system restorations and upgrades, as well as
system enhancements. The Bond Resolution and language within the disclosure documents
provide the County the flexibility to use the proceeds for other like stormwater capital needs
authorized by the County. As such, the Immokalee Complete Streets TIGER project is providing
stormwater system restorations, upgrades and system enhancements consistent with the
Immokalee Stormwater Master Plan and thus this project is eligible to utilize the associated bond
funding.
FISCAL IMPACT: A budget amendment in the amount of $8,535,606 is required to transfer
funds from Stormwater Bond Fund Reserves, Fund (327) to Project 33563, TIGER IX
Improvements.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no
legal issues and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This action is consistent with the Stormwater
Management Sub-Element of the Collier County Growth Management Plan.
RECOMMENDATION: To authorize the necessary budget amendments to reallocate funds
within Stormwater Bond Fund 327, Stormwater Capital Projects, to meet critical infrastructure
and program needs.
