EXECUTIVE SUMMARY
Recommendation to approve Memorandum of Agreement (MOA) FM# 449463-1-93-01, between
the Florida Department of Transportation (FDOT) and Collier County, where FDOT will provide
the County with connected vehicle equipment and software for monitoring traffic conditions and
providing messages to the traveling public at 19 intersections on State Roads within Collier County.
FDOT has included this project in its Five-Year Work Program, described as 'Collier County
Connected Traveler Information System' in the amount not to exceed $496,000, and execute a
Resolution memorializing the Board's action.
OBJECTIVE: For the Board of County Commissioners (Board) to approve MOA FM# 449463-1-93-1
between FDOT and Collier County.
CONSIDERATIONS: On January 21st, 2021, the County received an invitation from FDOT to apply for
the Technology Application Partnerships with Local Agencies (TAPs-LA) Grant in Fiscal Year 2022. The
TAPs-LA program was implemented to encourage the deployment of Connected and Automated Vehicle
(CAV) technologies with local agencies. CAV funds can only be applied to State Roads and are not to
exceed $500,000 per project.
Based on a proposal submitted by Collier County, a grant in an amount not to exceed $496,000 to procure
equipment as per Exhibit B of the MOA was awarded. Under this MOA, FDOT will procure the
equipment (as per Exhibit B of the MOA) and provide it to the County for deployment at the intersections
listed below or alternate locations on State Roads with prior FDOT approval. The County’s contribution
is estimated at $113,700 for the installation of equipment on mast arms and at signal cabinets.

FISCAL IMPACT:
The County's contribution in form of labor is estimated at $113,700 which is covered in fund 101, cost
center 163639. See following break down of costs:
