Agenda 01/11/2022 Item #11C (Update on Collier County Boat Ramp Park use and Commercial Vessel Launch Permit Sales)01/11/2022 EXECUTIVE SUMMARY Recommendation to accept Staff's update on Collier County boat ramp park use and Commercial Vessel Launch Permit sales. OBJECTIVE: To provide an update to the Board of County Commissioners (Board) regarding Collier County boat ramp park use and Commercial Vessel Launch Permit sales. CONSIDERATIONS: On November 9, 2021 (Agenda Item #11D) the Board adopted a Boat Ramp Park Management Strategy intended to provide a better balance of recreational and commercial use at Collier County public boat ramp facilities. At that meeting, the Board had requested that staff return periodically with updates on the implementation of the Boat Ramp Park Management Strategy. Two (2) dockmasters have been assigned to Caxambas Park and one dockmaster has been assigned to Goodland Boating Park to manage the parking lots, ramps, and docks. The Parks and Recreation Division is actively soliciting for an additional dockmaster to be assigned to Goodland Boating Park. Two (2) full - time park rangers have also been assigned to Marco Island and Goodland daily during season. Increased parking oversight at Caxambas Park and Goodland Boating Park has led to: • Improved parking compliance • Improved traffic flow • Enhanced visitor education • Improved use by visitors, and • Increased control of commercial activity However, improved parking compliance at Goodland Boating Park has also led to reduced parking options for slip renters at the park and an increase in single cars seeking parking outside the park at Margood Harbor Park and on private lawns in Goodland. Staff is currently soliciting a proposal from an engineering firm for a preliminary assessment of the parking at Goodland Boating Park to determine whether site plan alterations can be accomplished that will increase parking while also abiding by zoning and LDC requirements. Staff began issuing 2022 commercial launch permits on December 20, 2021. Currently, only companies that were issued permits in 2021 can be issued permits in 2022, and only a total of one-hundred and eighty (180) permits can be issued in 2022. As of January 4, 2021, one hundred-eight (108) permits have been issued. In order to capture this anomaly, 0.5 permits were tallied in both the "Kayak/Paddleboard Tours and Rentals" and "Jet Ski and Kayak Rentals" categories. As of January 4, 2022, the Parks and Recreation Division has compiled a list of thirty (30) individuals that did not have a 2021 commercial launch permit but are interested in obtaining a 2022 launch permit. Additionally, at least two (2) individuals that currently have 2022 launch permits are interested in obtaining an additional 2022 launch permit. 11.C Packet Pg. 49 01/11/2022 Staff is coordinating with the Florida Department of Transportation to place a variable message board on Collier Blvd., north of the Jolley bridge, to alert visitors when Caxambas Boat Park is full. On December 15, 2021, County staff and representatives from Q-Grady Minor attended a pre-application meeting with City of Marco Island staff to determine the best route for continued commercial use at Caxambas Park. The current level of commercial use at the park cannot be considered a park accessory use; therefore, marina use is needed at the site. Per the Marco Island Zoning staff, the current zoning at the park (Public) does not allow for marina use; therefore, a rezone is needed at the site. The City of Marco Comprehensive Plan designation for the area of Caxambas Park is Community Facilities (CF). A CF zoning designation would allow for a Park and a Conditional Use for a marina. If done simultaneously, the total time for completion of a Rezone and Conditional Use is estimated to be 6 - 9 months. Once the Rezone and Conditional Use are complete, the number of vendors able to operate within the park will be based on the number of available parking spaces, which, per the Marco Island LDC is 1 parking space for every three (3) seats. FISCAL IMPACT: There is no Fiscal impact associated with this item. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board approval. -SAA RECOMMENDATION: To accept Staff's update on Collier County boat ramp park use and Commercial Vessel Launch Permit sales.
