MINUTES OF THE MEETING OF THE COLLIER COUNTY
HISTORIC/ARCHAEOLOGICAL PRESERVATION BOARD
Naples, Florida, October 15,2021
LET IT BE REMEMBERED, the Collier County Historic/Archaeological Preservation
Board in and for the County of Collier, having conducted business herein, met on this date at
9:30A.M. in REGULAR SESSION at the Collier County Growth Management Division
Planning and Regulation, Conference Room #610, 2800 North Horseshoe Drive, Naples,
Florida with the following members present:

Chairman Erjavec called the meeting to order at 9:30am, ro[1 call was taken and a quomm was
estahlished.
2. Addenda to Agenda
None
3. Approval ofAgenda
Mn Thompson moved to approve the Agenda subject to the above referenced additions. Second by
Ms. Sherry. Carried unanimously 5 - 0.
4. Approval of Minutes: September 17,2021
Mn Thompson moved to approve the minutes of the September 17, 2021 meeting as presented
Second by Mr. Bell. Carried unanimously 5 - 0.
5. Old Business
A. Rosemary Cemetery (Plot W) historic designation
Ms. Townsend reported:
. The endeavor for the County to acquire Plot W ofthe Rosemary Cemetery continues.
o The cost estimates for the work required to ensure the lands meet County standards (surveys,
fencing, landscaping, headstone work, etc.) have been developed and forwarded to senior
Staff for review.
r The cemeteries were created the early 1930's, contains approximately 30 acres and the
County acquired parcel B in 1970.
o The management ofthe property is under the auspices of County museums and parcel's W
and N are still privately owned.
o The owner has expressed willingness to deed parcel W to the County however there are title
issues which the County has been working to resolve for 18 months B and the process is
almost complete.
r The local NAACP has indicated the willingness to donate funds towards the project.
The Board requesteil Staff to fomtard a copy of the Memo to themfor their record.s.
B. Indian Hill Site on Marco Island
Chairman Erjavec reported:
o An application for County acquisition ofone ofthe parcels was submitted to Conservation
Collier and the Advisory Committee voted to move the property forward in the process by
placing it on the ranking list.
o The preservation efforts on Marco Island continue with the Audubon Society and other
environmental advocates supporting the cause.
o The lands in question contain important ecological, historic, and archeological benefits and is
recognized by many including Council Member Rich Blonna they should be preserved.

Vincent Keyes of the NAACP provided a letter dated October 14,2021 for the HAPB's records
expressing support for the County acquiring the parcel.
C. Interlocal Agreement with the City of Marco Island
October 15,2021
Mr. Bellows reported examples of two Interlocal Agreements have been provided to the HAPB for
information purposes to start the process ofpotentially developing an Agreement between the
County and City for Marco Island for preservation effons.
Board discussion occurred with the following noted:
o The format of the Agreement would need to satisfy the City of Marco Island's expectations
of the Counry/HAPB in relation to processing land use applications.
. One activig which should be undertaken is updating the Probability Maps for the City and
there is a lot of useful information available, especially from the work completed during the
sewer replacement project where many items were documented by consultants.
o Though the County is involved, it is important the request for an Interlocal Agreement is
driven by the City of Marco Island given they are the ones impacted by any decision to move
forward.
The Board determined to discuss the format of the agreement and any role the County and HAPB
t'ould play in the process dt the ext meeting. It may be beneficiul to contact the Marco Island
City Manager to see if he is available to atlend to help provide input on the City's expectations.
6. New Business
A. Election of Officers
Mr. Thompson moved to appoinl Eugene Erjavec as Chairman of the Historic/Archeological
Preservation Board- Second by Ms. Sherry. Carried unanimously 6 - 0.
Chairman Erjavec moved to appoint as Austin Bell Vice Chairman of the Historic/Archeological
Preservalion Board Second by Mr. Thompson. Carried unanimously 6- 0.
7. Review of Project and Activity Log
The Board reviewed the "Collier County Historic and Archaeologic Preservation Board Project &
Activity Tracking Log (Revised on 10/5/21)."
The Board requested Staff to revise future Activity Log's to only list active iteus on one page, and if
necessary, creale a separate sheetfor completed items.
8. Public Comment
None
9. HAPB Comments
Mr. Bell reported the exhibit "Picrure Perfect: Marco Island in Postcards" is on display at the Marco
Island Historical Museum and consists ofa display ofhistoric post cards dating back to the early 1900's
Ms. Townsend reported she is scheduled to speak at the museum on October 20th at 2:00pm.
Chairman Erjavec reported the next meeting will be held on December 17,2021.
There being no further business for the good of the County, the meeting was adjourned at
