EXECUTIVE SUMMARY
Recommendation to authorize Sports Facilities Management, LLC ("SFM") to continue to operate
under the County's existing Paradise Coast Sports Complex Operating Manual, until an agreed
upon new manual can be brought back for the Board's consideration for approval in January 2022.

OBJECTIVE: To authorize SFM to continue to operate under the County's existing Operating Manual
(the "Manual"), until an agreed upon manual can be brought back for the Board's consideration for
approval in January 2022.
CONSIDERATIONS: The Board's vision and mission is to bring the residents, tourists, and general
southwest Florida public a world class multi -purpose sporting event and entertainment complex to be
used by all ages and types of users, including participants and spectators. At the Board's November 12,
2021, meeting, it approved a Facilities Management Agreement (the "Agreement") with SFM to manage
the Paradise Sports Complex, which became effective that same date. The Agreement with SFM provides
for an initial five-year term, with one additional five-year renewal option.
Following the approval of and consistent with the Agreement, SFM created a draft Operating Manual
incorporating its own business practices into the County's existing approved Manual. The current
Manual governs procedures at Paradise Coast Sports Complex, such as opening hours, facility use
agreements, subcontracts, employee procedures, etc. Both the County and SFM have been diligently
reviewing SFM's draft manual but both parties agree that it would be prudent to invest some additional
time to review the draft manual further, with the intent of bringing an updated and fully vetted manual
agreed upon by both parties, to the Board for approval in January 2022. The parties agree that there is no
detriment in waiting to bring this matter to the Board in January. Staff recommends that the Board
approve SFM continuing to operate under the County's existing approved Manual until the updated
Operating Manual with SFM can be brought back to the Board for approval.
FISCAL IMPACT: Funding for this agreement is available annually in Amateur Sports Complex Fund
(759).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
RECOMMENDATION: To approve SFM continuing to operate under the County's existing Complex
Operating Manual for the Paradise Coast Sports Complex until an updated Manual with SFM can be
brought back to the board for approval in January 2022.
