EXECUTIVE SUMMARY
Recommendation to approve a $146,777.39 budget amendment for Emergency Medical
Services Project/Motor Pool Fund 491 for the purchase and installation of Stryker Power
Load locking cot systems into the fleet of ambulances.
OBJECTIVE: To improve the safety of patients and field personnel and meet the standards of
the American Ambulance Association (AAA).
BACKGROUND: On 11/14/17, The BCC approved the standardization of Stryker Power Cots.
Stryker is the only authorized service agent for parts and service for Stryker Power Cots and
Stair Chairs. The decision to move away from manual to powered stretchers was based on safety
mechanic advantages such as reduce risk of injuries, to the crew as well as the patient. The most
recent American Ambulance Association (AAA) standards requires the purchase and installation
of a more robust stretcher locking system than what EMS currently has. The traditional systems
are no longer accepted. As of 2021, EMS had a mixture of stretcher systems in their fleet which
was less than ideal to function with the upgraded locking system, as it forces crews to go back
and forth between the manual and powered system. EMS is in the process of purchasing eleven
(11) more power stretchers which will finish the standardization process that was started in 2017
and provide a uniform system throughout the fleet.
CONSIDERATIONS: Collier County EMS has a fleet of 43 ambulances, 26 front line units
and 16 reserve units for seasonal deployment, special events and backups for maintenance. Each
ambulance is equipped with a stretcher to move patients.
EMS budgeted in FY22 for this Power Load Project, including installation that totals over one
million dollars. With the unexpected purchase of the remaining eleven (11) stretchers to
complete the fleet, this leaves EMS capital budget short in the amount of $146,777.39 which is
needed to fund the Power Load Project that was budgeted for in FY22.
FISCAL IMPACT: A Budget Amendment in the amount of $146,777.39 is needed for Project
50236 EMS Trust, funds are available in EMS Project Fund 491 reserves.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises
no legal issues and requires majority vote for Board approval. -JAK
GROWTH IMPACT: There is no Growth Management Impact resulting from this action.
RECOMMENDATION: To approve a budget amendment for Emergency Medical Services to
be able to meet the standards of the American Ambulance Association (AAA) by purchasing and
installing Power Load locking systems into the fleet of ambulances.
