EXECUTIVE SUMMARY
Recommendation to approve five (5) Collier County Tourist Development Council (TDC) Category
"A" Grant Applications for Beach Park Facilities for Fiscal Year 2022 in the total amount of
$710,000 within TDC Beach Park Facilities Fund (183), authorize necessary budget amendments
and to make the finding that the expenditures promote tourism.
OBJECTIVE: To obtain budget authorization of TDC grant funding for projects at County beach park
facilities.
CONSIDERATIONS: The Parks and Recreation Division is requesting additional funding from TDC
Beach Park Facility Fund (183) to support the following five (5) projects:

PROJECT DETAILS:
#1 - Vanderbilt Beach Parking Garage Elevator Improvements: $75,000
The Vanderbilt Beach Parking Garage serves thousands of Collier County tourists and visitors each year.
As a result of this high level of visitation, this elevator ranks near the top of annual service calls for any
elevator maintained by Collier County. The upgrades and repairs below will improve the performance and
appearance of this beach park facility as well as reduce the downtime of the elevator. This elevator serves
a critical function for garage visitors parked above the ground floor and is necessary to provide ADA
accommodations. These improvements will include:
• Upgrade elevator from #304 steel to marine grade 316 stainless steel and extremely durable
plastic laminate veneers
• Comprehensive hoistway clean down
• Install new cable components
• Upgrade hatch side equipment and door rollers
• Upgrade door edge with colorful light safety edge and voice annunciator for door movement
#2 - Vanderbilt Beach Restroom Renovation: $250,000
The original Vanderbilt Beach restroom facilities need renovations and a new roof. Necessary
improvements include:
• New sinks, toilets, floor, and fixtures
• Paint inside and out
• Building envelope
• Re -roof and replacement of damaged sheathing and fascia where needed
• Unforeseen necessary repairs
#3 - Beach Park Lightning Detection Systems: $100,000
Lightning detection systems are already installed at Tigertail Beach Park and South Marco Beach Access,

and the Parks & Recreation Division intends to make lightning detection systems a standard safety feature
at all County beach park facilities to protect visitors from this potentially deadly weather phenomenon.
This project will provide for the installation of lightning detection systems at Barefoot Beach Preserve,
Clam Pass Park, and Vanderbilt Beach Access.
#4 - Barefoot Beach Roof Replacement: $85,000
The Barefoot Beach Preserve Restroom/Concession Building needs replacement. Proper maintenance of
the roof is critical to providing tourists and other visitors with safe and sanitary restrooms and refreshment
facilities.
#5 - FY22 Beach Park Facility Capital Maintenance Program: $200,000
This project will provide an enhanced maintenance regimen centered on periodic site refreshes and timely
inspection and repair of maintenance requirements otherwise only addressed through a standalone
renovation project generally developed as part of the Parks & Recreation annual budget process. This
project/program will enhance and ensure a consistently positive beach experience for visitors using our
beach facilities as well as residents.
FISCAL IMPACT: Funding in the amount of $710,000 for the subject projects is available in TDC
Beach Park Facilities Fund (183) reserves. A budget amendment is required to transfer $325,000 to
Vanderbilt Parking Garage Project 80419, $100,000 to Lightning Detection Regional Parks Project
80294, $200,000 to Beach Park Facility Maintenance Project 80444 and $85,000 Barefoot Beach
Concession Building Project 80445.
The operational and maintenance impacts of the new lightning detection systems are expected to be
minimal over the next five years, likely costing less than $5,000 annually. The remainder of the projects
are focused on maintenance of existing assets thus extending their life expectancy and reducing corrective
("break fix") maintenance costs.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
ADVISORY BOARD RECOMMENDATION(S): On November 17, 2021 and November 22, 2021, the
Collier County Parks and Recreation Advisory Board (PARAB) and Collier County TDC, respectively,
unanimously recommended to approve funding for these projects and make a finding that the project
expenditures promote tourism.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -CMG

renovate and upgrade the original Vanderbilt Beach restroom facilities. Because the
restroom building is over 25 years old, unforeseen structural repairs may be required
once renovation is underway. Costs related to the renovation are estimated by staff to be
approximately $230,000 and are inclusive of design, permitting, and construction costs
utilizing contracted vendor(s). A proposal for re -roofing the restrooms was received and
will cost $20,000 when factoring in a 6% contingency ($1,246). Repairs include:
• New sinks, toilets, floor, and fixtures
• Paint inside and out
• Re -roof and replacement of damaged sheathing and fascia where needed
• Unforeseen necessary repairs

beaches. Florida is the lightning capital of the United States. In July 2021 alone, there
were there were three separate incidents of people getting hit by lightning in Southwest
Florida. Lightning detection systems are already installed at Tigertail Beach Park and
South Marco Beach Access, and the Parks & Recreation Division intends to make
lightning detection systems a standard safety feature at all County beach park facilities
to protect visitors from this potentially deadly weather phenomenon. This project will
provide for the installation of lightning detection systems at Barefoot Beach Preserve,
Clam Pass Park, and Vanderbilt Beach Access. Staff estimates the costs to be roughly
$33,000 per site when including equipment, labor, and material costs through contracted
vendor(s).
