Agenda 12/14/2021 Item #16D24 (Resolution - HOME-ARP Grant)12/14/2021 EXECUTIVE SUMMARY Recommendation to authorize the County Manager or his designee to accept the HOME Investment Partnerships - America Rescue Plan (HOME -ARP) Program Grant Award in the amount of $2,729,078 for qualifying activities that provide housing, services, and shelter to individuals or households experiencing homelessness, or at risk of homelessness and other vulnerable populations; and to authorize the County Manager or his designee to approve the subsequent required HOME -ARP allocation plan submission. (Housing Grant Fund 705) OBJECTIVE: To provide funding for activities that provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations. CONSIDERATIONS: On March 11, 2021, President Biden signed ARP into law, which provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, State and local governments, individuals, and businesses. To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in ARP funds to be administered through HOME to perform four (4) activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include: (1) development and support of affordable housing, (2) tenant -based rental assistance (TBRA), (3) provision of supportive services; and (4) acquisition and development of non -congregate shelter units. The program is for the use of the $5 billion in ARP funds is the HOME -American Rescue Plan or "HOME -ARP." On September 22, 2021, Collier County received notice of the HOME -ARP award in the amount of $2,729,078.00. In accordance with the Notice, and the HOME -ARP Grant Agreement, Collier County as the Participating Jurisdiction (PJ), as of the Federal Award Date, may use up to five percent (5%) of the total award for eligible administrative and planning costs. Collier County will be required to prepare and submit a HOME -ARP allocation plan and related documents in accordance with the HOME -ARP Notice. Once the HOME -ARP allocation plan has been accepted by HUD in accordance with the HOME -ARP Notice, the remaining HOME -ARP funds may be used on all eligible costs, including eligible project costs. In addition, to expedite the submittal of the required forthcoming HOME -ARP allocation plan authorization be given to the County Manager to approve the required submission to HUD. Once the HOME -ARP allocation plan has been accepted by HUD all subsequent HOME -ARP sub -awards will be brought to the Board of County Commissioners (Board) for approval. FISCAL IMPACT: Budget Amendments are necessary to appropriate grant funding, in the amount of $2,729,078, within Housing Grant Fund (705), Project 33777. The administrative cap is limited to 15% or$409,361.70 of the total award. There is no match requirement. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
