EXECUTIVE SUMMARY
Recommendation to adopt a resolution authorizing approval of substantial amendments to Collier
County's U.S Department of Housing and Urban Development (HUD) Annual Action Plan for
FY2021-2022 to reallocate $500,000 in CDBG funds from Casa San Juan Diego housing
development to the City of Naples streetlight activity, award $350,000 in HOME funds from
Wounded Warriors to rental acquisition Collier County Housing Authority to provide Tenant -
Based Rental Assistance, and award ESG funding totaling $101,461 to Youth Haven and CCHC
HMIS. (Housing Grant Fund 705)
OBJECTIVE: To further administer the Housing and Urban Development (HUD) entitlement funding to
enhance affordable housing and public improvement opportunities in Collier County and meet other
identified needs for low- to moderate -income persons and neighborhoods.
CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) provides
CDBG, HOME, and ESG funds to address program -specific needs throughout the community. The Board
of County Commissioners (Board) previously approved the FY2021-2022 Annual Action Plan on June
22, 2021 - Agenda Item #16 D7.
Community and Human Services (CHS) staff have recently identified changes to various projects that
need to be made to more accurately reflect community needs. These changes require substantial
amendments to the 2021-2022 Annual Action Plan. HUD regulations and the Five -Year HUD
Consolidated Plan require citizen participation whenever a substantial plan amendment is proposed. The
required notice was published in the Naples Daily News on September 29, 2021. The advertisement
identified a thirty -day public comment period from September 29, 2021 to October 29, 2021. As of the
agenda publication, no comments regarding the substantial amendments were received.
The following substantial amendment changes are proposed to the FY2021 HUD Annual Action Plan and
will be incorporated as such:
2021 Action Plan:
Amend Project: Project Name: Construction, Rehabilitation or Acquisition of Rental Housing
Casa San Juan Diego $500,000 CDBG for rental housing development
Modify scope as follows: Reprogram $500,000 in CDBG funding from Casa San Juan Diego to the
City of Naples streetlight activity in River Park. A subrecipient agreement between the City of Naples
and the County will be presented to the Board at a future meeting.
Amend Proiect: Project Name: Construction, Rehabilitation or Acquisition of Rental Housing
Wounded Warriors $350,000 in HOME funding to acquire rental housing
Modify scope as follows: Reprogram $350,000 in HOME funds from Wounded Warriors rental
acquisition to Collier County Housing Authority for Tenant -Based Rental Assistance.
A subrecipient agreement with Collier County Housing Authority will be presented to the Board at a
future meeting.
Amend Proiect: Project Name: 2021 Emergency Solutions Grant (ESG)
Modify activities as follows: The Emergency Solutions Grant funds were unallocated when the 2021
Action Plan was approved on June 22, 2021. As a result of a competitive grant funding cycle in the
summer of 2021, CHS staff and the Review & Ranking Committee recommend the allocation of ESG
funding as follows to assist the homeless in Collier County:
Allocate ESG funds to Youth Haven of $45,000 for Homeless Teen Rental Assistance and $26,000
for a Case Manager. Allocate $30,461 in ESG to Collier County Hunger & Homeless Coalition for
the Homeless Management Information System (HMIS).

Subrecipient agreements between Youth Haven, Collier County Hunger and Homeless Coalition, and
the County will be presented to the Board at a future meeting.
FISCAL IMPACT: The proposed actions described in this Executive Summary have no new Fiscal
impacts. The funding source for the grant awards are the CDBG, HOME, and ESG grants. The City of
Naples is budgeted in the Housing Grants Fund (705) CDBG project 33763. The Collier County Housing
Authority is budgeted in the Housing Grant Fund (705), HOME project 33762. The Youth Haven and
Homeless Management Information System (HMIS) is budgeted in the Housing Grant Fund (705), ESG
project 33764.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of these amendments and
corresponding agreements further the Goals, Objectives, and Policies of the Housing Element and the
Growth Management Plan.

MANAGEMENT INFORMATION SYSTEM; AUTHORIZING THE
CHAIR TO EXECUTE REQUIRED HUD AGREEMENTS AND
FORMS; AND AUTHORIZING TRANSMITTAL OF THE
AMENDED PLAN TO THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD); AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the United States Department of Housing and Urban Development (HUD)
requires a one-year Annual Action Plan be developed and submitted as an application for planning
and funding of Community Development Block Grant (CDBG), HOME Investment Partnerships
(HOME), and Emergency Solutions Grants (ESG) Program; and
WHEREAS, the Annual Action Plan for FY2021-2022 was approved by the Board of
County Commissioners on rune 22, 2021 and the FY2021-2022 Annual Action Plan was adopted
by Resolution 2021-131; and
WHEREAS, the overall goal of the community planning and development programs
covered by the action plan is to develop viable communities by providing decent, affordable

housing, a suitable living environment and expanding economic opportunities for low and
moderate -income persons; and
WHEREAS, a substantial amendment is needed to reallocate funding to more effectively
implement the federal grant funded programs.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Board of County Commissioners of Collier County approves the amendments to
the FY2021-2022 Annual Action Flan for the CDBG, HOME and ESG Programs and
authorize the Community and Human Services Division to transmit the amendments
and required documents to the funding authority and take all necessary actions to
implement the CDBG, HOME and ESG programs.
2. The Chairman of the Board of County Commissioners is authorized to execute all
subrecipient agreements as needed to implement this substantial amendment.
3. The Annual Action Plan sets forth dollar amounts and project descriptions for the
activities to be funded by the CDBG, HOME and ESG Programs. A description of the
proposed projects and associated funding is included in the Executive Summary and
incorporated by reference.
4. SEVERABILITY. If any section, if any section, sentence, clause or phrase of this
Resolution is held to be invalid or unconstitutional by any court of competent
jurisdiction, then said holding shall in no way affect the validity of the remaining
portions of this Resolution.
5. EFFECTIVE DATE, This Resolution shall become effective upon adoption by a
