Agenda 12/14/2021 Item #16A34 (After-the-fact acceptance of Florida Beautification Grant Award from FDOT)12/14/2021 EXECUTIVE SUMMARY Recommendation to approve, after the fact, the acceptance of a Florida Beautification grant award from the Florida Department of Transportation (FDOT) for a median improvement project for a portion of State Road 45, US 41 North (Lee/Collier County Line to Vanderbilt Beach Road) for an award in the amount of $100,000 for construction installation and approve associated budget amendments (Landscape Fund 112). OBJECTIVE: To accept a Florida Beautification grant award from the FDOT for landscape and irrigation median improvements for State Road 45, US 41 North (Lee/Collier County Line to Vanderbilt Beach Road), and all associated funding for design and installation and maintenance. CONSIDERATIONS: On September 14, 2021, Agenda Items 16.A.47, the Board approved a Florida Beautification grant application submittal for landscape and irrigation median improvements for median improvement projects involving a portion of State Road U.S. 41 North (Road ID: 03010000, Mile Post 0.000 to Mile Post 4.553) between Lee/Collier County Line to Vanderbilt Beach Road, in the amount of $100,000. On November 24, 2021, Collier County received the award letters that FDOT selected Collier County for the FDOT Fiscal Year 2021-22 Beautification Grant Cycle. FDOT required that if Collier County intended to accept the grants, the acceptance be sent to the District I Landscape Architect within 15 days from the receipt of the letter. A County Manager approval memo and after -the -fact approval are required given the short timeframe. FDOT will not issue the grant agreement until design plans have been reviewed and approved. FISCAL IMPACT: The cost of the construction phase is estimated to be $150,000. An FDOT landscape beautification grant agreement in the amount of $100,000 will be presented to the Board at a subsequent meeting and will be appropriated in the Growth Management Grants Fund (711). The additional $50,000 will be covered by local funds available in the Landscaping Capital fund (112). The source of funds is the Unincorporated General (111). Design/post design services are estimated at $36,000. Funds are available in Landscaping Capital fund (112) US-41 Landscape Project 60218. Annual maintenance of $347,000 is budgeted in Landscaping fund (112), operating project 31112. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. This Grant in the amount of $100,000 can be used only for the costs allowed by Section 339.2405(11), Florida Statutes. If you wish to accept the Grant, please send a letter of acceptance by email to Darryl Richard (darryl.richard@dot.state.tl.us), District One Beautification Grant Coordinator, within 15 days from the receipt date of this letter. After receiving your letter of acceptance, Mr. Richard will be available to advise you as you prepare landscape plans for review and approval by the Department. The plans must be consistent with the concept endorsed by the Department in the awarded grant proposal. There is no commitment of funds for the grant project until the Notice to Proceed is issued. Expenditures for work prior to the Notice to Proceed are not reimbursable. Funds will be released by the Department as required by Rule 14-40.023, Florida Administrative Code. Agreements associated with the grant must be executed within one year from the date of the letter of acceptance and meet the requirements of paragraph 14-40.003(3)(c) _F,A.C. SR 45 US 41 N segments are from the Lee/Collier County line to Vanderbilt Beach Road. Total construction cost is $150,000. The grant amount is $100,000 and matching funds are not required but encouraged. The County is providing a local contribution in the amount of $36,000 for design/post design services as well as an additional $50,000 for construction for a total of $86,000. Funding is available within Landscape Capital Fund (112) (Project 60218) as approved by the Board on September 14, 2021. Source of local funding will be Unincorporated General Fund (111). Annual maintenance of $347,000 is budgeted in Landscaping fund (112), operating project 31112. Before the grant agreement can be issued, landscape design and maintenance plans are required to be complete and approved by FDOT.
