EXECUTIVE SUMMARY
Recommendation to approve the submittal of a Derelict Vessel Removal grant application to the
Florida Fish and Wildlife Commission for the removal of ten (10) derelict vessels from Collier
County waterways in the amount of $160,260.00 and authorize the Chairman to execute the grant
application.
OBJECTIVE: To obtain approval from the Collier County Board of County Commissioners (Board) to
submit a Derelict Vessel Removal grant application to the Florida Fish and Wildlife Commission (FWC)
to fund the removal of ten (10) derelict vessels from Collier County waterways.
CONSIDERATION: The FWC provides grants through the Derelict Vessel Removal Program to assist
local governments in removing derelict vessels that put public safety and the health of the County's
marine and surrounding waters at risk and are listed on the Statewide At -Risk and Derelict Vessel
Database. The removal of three identified beached vessels below are located within the Collier County
Coastal System situated along the waters and shoreline of Marco Island, Goodland, Everglades City,
Factory Bay, Naples Bay, Henderson Creek, Cocohatchee River and the Barron River. FWC's Derelict
Vessel Grant Guidelines allows for the receipt of these grant applications on a continuing basis as long as
funding is available.

• 16' UNKNOWN vessel located in the Cocohatchee River
• 41' Morgan wrecked in the Barron River
• 43' Nautalin Houseboat wrecked in the Barron River
FISCAL IMPACT: Total cost of the project is estimated to be $160,260.00. Should the grant be
awarded, Collier County will receive FWC funding in the amount of $160,260.00. FWC will pay 100%
reimbursement for all eligible vessels. There is no match requirement.
GROWTH MANAGEMENT IMPACT: There is no impact to the growth management plan related to
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board approve the submittal of a Derelict Vessel Removal grant
application to the FWC for the removal of ten (10) derelict vessels from Collier County waterways in the
amount of $160,260.00 and authorize the Chairman to execute the grant application.

Dear Grant Administration Manager,
In regard to the above reference subject matter, please accept this brief letter of explanation regarding the project
for the removal of ten (10) bulk derelict vessels that are currently situated in the waters of Collier County. The
assigned project manager that will oversee the execution of this project is Chris D'Arco, Senior Field Inspector.
The Scope of Work associated with this Bulk Derelict Vessel Project includes the FWC authorized removal of ten
(10) identified abandoned beached navigational hazardous vessels located within various areas of the Collier
County Coastal System situated along the channel waters and shoreline areas within the coastal waters. The
marine contractor will utilize the appropriate barge and crane equipment system necessary to properly remove
the vessels from the waters and will be solely responsible for the vessel extraction and offshore removal to an
approved disposal site as per FWC Best Management Practices, and State, City, and local laws and ordinances.
The assigned Project Manager will coordinate with the contractor and remain on site during the removal process. N

Removal Grant guidelines using specific conditions which demonstrate it is in danger of imminent sinking, breaking
apart, or is a critical danger to public safety or the environment.

IV. PROJECTED OUTCOMES
How many total derelict vessels are there in the project's jurisdiction? What percentage of the total derelict
vessels located within the project's jurisdiction will be removed by this project? (Limited to those listed in
the Statewide Derelict Vessel Database).
This request consists of ten (10) derelict vessels authorized for removal.
Describe the system to be used in demonstrating complete removal and destruction of the removed vessel(s)
Include the procedure to verify contractor's completeness in removal of the vessel(s).
The Project Manager will coordinate with the contractor and remain on site during the removal
process. Photographs will be taken of the vessel as removals progress. The Project Manager will
also map the removal location using GIS. The Project Manager will coordinate with FWC staff to be
on site for the removal process upon availability. All documentation will be furnished to the Granto
upon request of the final payment for the grant.

Dear Chris D'Arco:
Per request, this is a current Collier County Derelict Vessel workload, following the three
previously funded priority removals (16336, 16265, and 16262). Two other previously
noted derelict vessels have been confirmed as duplicates of others previously closed out.
The following derelict vessels have received previous individual removal authorizations
following the owner/custodian of the vessels being noticed and afforded an opportunity
for a hearing pursuant to fundamental procedural due process.

for documentation. Please also notify me of the total cost incurred for the removal
and destruction of this vessel. If an owner/custodian can be/has been identified,
FWC will attempt to recover your costs incurred through the established process.
Please see original removal authorizations for individual salvage parameters
pursuant to FS. § 705.103(4), less other authorizations. Once destruction has been
verified by FWC, their titles and registrations will be canceled by FL DHSMV.

Scope of Services
The Scope of Work associated with this Bulk Derelict Vessel Project includes the
FWC authorized removal of ten (10) identified abandoned beached navigational
hazardous vessels located within various areas of the Collier County Coastal System
situated along the channel waters and shoreline areas within the coastal waters.
The marine contractor will utilize the appropriate barge and crane equipment
system necessary to properly remove the vessels from the waters and will be solely
responsible for the vessel extraction and offshore removal to an approved disposal
site as per FWC Best Management Practices, and State, City, and local laws and
ordinances. The marine contractor will provide photo documentation of the
removal process (before, during, and after) showing the condition of each vessel
and receipt from approved disposal site for each vessel removed from County
Waterways.
