Agenda 12/14/2021 Item #16A25 (FDOT - US Bicycle Route 15 in Collier County)12/14/2021
EXECUTIVE SUMMARY
Recommendation to support the Florida Department of Transportation application process for
official designation of US Bicycle Route 15 in Collier County and provide a letter of support for the
bicycle route, including a map and description of the proposed bicycle route alignment. There is no
fiscal impact associated with this application or designation.
OBJECTIVE: To provide a letter of support and illustrative map with the description of the proposed
bicycle route alignment to the Florida Department of Transportation for consideration and submittal to the
American Association of State Highway and Transportation Officials ("AASHTO") for official
designation of US Bicycle Route ("USBR") 15 in Collier County.
CONSIDERATIONS: The US Bicycle Route System ("USBRS") is a national cycling route network
established by the AASHTO, consisting of long-distance cycling routes. Official designation of USBRS is
made by AASHTO following a formal request by the state, which must include support from the local
municipalities and county governments. Route designation does not obligate the maintaining agency to
provide increased facility maintenance.
USBR15 travels from Georgia to Florida with the first segment from Fitzgerald, Georgia, to the Florida
state line approved in 2018. Plans to expand USBR 15 through Florida are underway. Lee County has
proposed USBR15 travel along US41 near the Edison Bridge through to Treeline/Ben Hill Griffith
Parkway to Imperial Parkway in Bonita Springs, connecting to Livingston Road in Collier County. In
coordination with the Collier Metropolitan Planning Organization's Bicycle -Pedestrian Advisory
Committee, the Collier alignment of the USBR15 is proposed to follow Livingston Road to Golden Gate
Parkway, to Santa Barbara Boulevard, to Radio Road, to SR84 (Davis Boulevard), to Collier Boulevard,
ending on US41.
In the interest of furthering bicycle facilities for the residents, visitors, and tourists to Collier County, staff
is recommending that the Board authorize the County Manager, or designee, to submit a letter of support
for USBR15 in Collier County, along with the attached illustrative map with the description of the
proposal bicycle route alignment to the Florida Department of Transportation for inclusion in its
application.
FISCAL IMPACT: There is no expected fiscal impact associated with the designation of USBR15 in
Collier County or the endorsement of FDOT's application for the designation.
GROWTH MANAGEMENT IMPACT: This action supports the objectives of the Growth
Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority
vote for Board approval. -SRT
RECOMMENDATION: That the Board endorse the expansion of US Bicycle Route 15 into Collier
County, and authorize the County Manager or designee to provide a letter of support, along with the
attached illustrative map route to the Florida Department of Transportation.
