Agenda 12/14/2021 Item #11F (Payment to Paradise Advertising for FY 2021)12/14/2021 EXECUTIVE SUMMARY Recommendation to approve payment to Paradise Advertising for $555,354 in expenses incurred in FY 2021, which provided incremental tourism destination marketing and advertisement during the COVID Pandemic. OBJECTIVE: To pay Paradise Advertising's outstanding invoices for services rendered in Fiscal Year 2021 (FY21). CONSIDERATIONS: In FY21, based on direction provided by the Board of County Commissioners (Board) related to COVID response, the Tourism Division authorized Paradise Advertising to run additional advertisements to market the local destination in the anticipation that local CARES Act funding would be allocated to the Tourism marketing budget. A total of $1.03 million was allocated to the Tourism Promotion cost center for advertisements directly relating to the ad campaign during FY21. Tourism continued to approve advertising placements with Paradise Advertising in the anticipation of utilizing these additional funds; however, it was determined that the Division could not increase the purchase order amount and the local CARES funding would not be recognized in FY21. The funds were added to the FY22 Tourism Promotion budget. By the end of FY21, Paradise Advertising incurred an additional $555,354.43 in advertising costs that were unable to be paid under the FY21 purchase order. For this reason, the invoices were held in the Board's financial system for payment in FY22. This item is currently under discussion between the County Manager's Office and the Clerk of the Circuit Court. Upon conclusion of these collaborative discussions, additional information will be provided. FISCAL IMPACT: Sufficient FY22 budget exists in Local Cares Fund 123, and/or Tourism Promotion Fund 184, to pay the outstanding invoices. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: RECOMMENDATION: To approve and authorize payment of outstanding FY21 Paradise Advertising invoices in the amount of $555,354.43.
