Agenda 12/14/2021 Item #11E (Progress update for the Golden Gate Golf Course)12/14/2021 EXECUTIVE SUMMARY Recommendation to accept staff s progress update and path moving forward for the Golden Gate Golf Course project and anticipated timeline for golf course construction and authorize all necessary budget amendments. OBJECTIVE: To provide an update on the activity regarding the construction of a golf course at the Golden Gate Golf Course property. CONSIDERATIONS: On August 26, 2021, the Procurement Services Division released notices for Request for Proposal ("RFP") No. 21-7924, CMAR for Golden Gate Golf Course. The proposal due date was extended two times and outreach was made in advance of the solicitation, and during the due date extension to firms that viewed the RFP. The County received one proposal by the October 12, 2021, submission deadline. Staff found the proposal to be responsive and responsible. A selection committee met on October 27, 2021, scored the proposal. Subsequently on November 18, 2021 the Procurement Services Division issued a cancellation of the solicitation due to lack of interested proposers. Currently Nicklaus Design working under Davidson Engineering is finalizing the design for the course. It is expected that the completed design will be received mid -January 2022. Following receipt of the final design the Procurement Division would issue an Invitation to Bid ("ITB") for 30 days to construct the golf course based upon the received plans. Unlike the previous solicitation staff expects more interest since this solicitation is a more straightforward proposal. It is anticipated that the qualified bids would be presented to the Board in March 2022 for final award. After the bid is awarded there would be a time for site mobilization and course construction with a target completion during the fourth quarter of calendar 2022. Growth Management staff is currently working with BigShots Naples LLC, to enable some early site work for the development of the accessory use BigShots facility. This site work would be limited to some grading work and earth movement short of any lake development. FISCAL IMPACT: The County's obligation pursuant to contract is up to $7,000,000 of all re -design and reconstruction costs in accordance with agreed upon golf course plans. It is expected that this amount will be paid over time as construction proceeds. BigShots shall be responsible for payment of all re -design and reconstruction costs in excess of $7,000,000. Sufficient budget will be established via budget amendment in County Wide Capital Fund (301) from existing fund appropriations and/or reserves. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this Executive Summary.
