ADVISORY BOARD

LET IT BE REMEMBERED, the Collier County Parks and Recreation Advisory Board in
and for the County of Collier, having conducted business herein, met on this date at
2:00P.M. in REGULAR SESSION at North Collier Regional Park, Administrative Building,
15000 Livingston Road, Naples, Florida with the following members present:

I. Call to Order
Chairman Olesky called the meeting to order at 2:00 pm
II. Pledge of Allegiance and Invocation
The Pledge of Allegiance was recited, and Invocation was held.

Mr. DeMarco moved to approve the Agenda. Second by Mr. Fruth. Caruied unanimously 5 - 0.
IV. Previous Meeting Minutes - No Quorum
Mr. Fruth moved to approve the minutes of the August 18, 2021 Porks and Recreation Advisory
Board meeting. Second by Ms. Gibson-Laemel. Carried ununimously 5 - 0.

b. PARAB Vacancy
Mr. Williams reported George Andreozzi, Thompson Dyke, Kara O'Dempsey, Kelly Crissen,
William Sjostrom, Kenneth Lee Dixon, Sarah Geroy, Laureen Martinelli, Gerald John Storchhave
filed the necessary documentation for consideration to fill the vacant seat on the Board. The
applicants in attendance addressed the Members on their desire to be appointed to the Board.
Mr. Williams requested the Board Members rank their preference for the applicants and the results
will be tallied and reported at the end of the meeting so the Board may take any action they see fit.
The action was taken at the end of the meeting following the tallying of a straw poll.
Ms. Gibson-Laemel moved to recommend the Board of County Commissioners appoint Kenneth
Lee Dixon to the Parks and Recreation Advisory Board Second by Ms. Heuser. Carried
unanimously 5 - 0.
c. Commercial Boat Ramp
Ms. Hennig presented the PowerPoint "Collier County Boat Parks - Parks and Recreation Advisory
Board, September I5, 2021" noting:
. The County is seeking to improve access to their boat ramp facilities for the County
residents.
o Currently the County houses 7 boat ramp facilities with a total of l5 launch lanes and 363
boat trailer parking spaces.

. Visitation to the facilities has increased 149 percent from 2010 - 2020 with and increase of
3 I percent from 2018 - 2020.
. The facilities were originally developed for use by recreational boat users, however over the
past decade commercial use has increased substantially.o The commercial users include those offering eco tours, fishing charters, kayaking, etc.o The challenge facing the County is the demand placed on the facilities for parking of non-
trailer commercial clients.
. There are currently no restrictions on the number of commercial permits which may be
issued or on the size of commercial trailers or vessels which may utilize the facilities further
compromising the parking areas.
o Research indicates there were 172 commercial permits issued in202l and 46 percent of the
companies hold 71 percent of the permits. There are 30 permits issued to 7 out of County
vendors using Collier County facilities.
. Additionally, the City of Marco Island has indicated commercial use of the Caxambas boat
ramp must cease by January 1,2022 as the area is not zoned for marina use. A decision
which will place further demand on the remaining County facilities.
County objectives to address the issue include reducing:
1. The amount of non-trailer parking occurring at the sites.
2. The congestion at the ramp launch and dock loading areas.
3. The conflicts at the facilities between recreational and non-recreational users
Proposed Regulations include:
o Prohibiting commercial customer parking or allow commercial shuttle parking at ramp
facilities.
. Limiting commercial use to Monday - Friday, non-holidays.
. Limit 1 commercial permit per company.
. Limit commercial launch permits to Collier County companies only.. Limit the total number of commercial permits issued to 75 annually.
. Limit of 2 launches/landings per day per commercial permit.
o Limit of 4 jet skis per trailer.
. Limit of 6 passengers per charter vessel.
o Trailer and tow vehicle must fit in designated parking space.
o No staging of equipment within County boat ramp parks.
o No use of County Park addresses on website or promotional material.o No refueling in boat parks except from permiued County dispensers.o Set time limit for loading/unloading at docks (10 - 15 minutes).
o Set time limit for launching/retrieving at ramps (10 - l5 minutes).
Recommendations
1. Plan to stop commercial launch use at Caxambas Park effective January 1,2022 consistent with
the City of Marco petition that a marina is not an allowable use under the current zoning.
2. Approve current commercial launch permit use at other existing boat ramp locations with
restrictions effective January l, 2022.

The following persons addressed the Board with the points raised as listed below: Nancy Everts,
Carlos Escarra, John Erickson, Mike Hoffman, Glen Lowsy, Jesse Karen, Dwayne Spencer, Mike
Devlin, Christian Spencer, Daphnie Saunders, Brian Acevedo, Zachary Lombard, Chris Broom, Ally
Mick, Charles ll'right and Josh Erickson.
. Consideration be given to increasing the fees for commercial permits and parking services to
raise revenue to help address the issues.
. Concern on the negative impact on the livelihoods of those involved in the commercial
activity given the changes proposed for Caxambas or other park facilities (potentially).
o Increase the requirements and review for the permit process in relation to issuing commercial
permits.
o County residents benefit from the businesses as many use the services for fishing, shelling,
jet skiing, etc. in lieu of owning boats or other watercraft.
o Investigate opportunities for development of alternate kayak facilities given these areas may
be developed inexpensively and reduce demand at the boat ramps.
o The commercial users are less a burden on the facilities than recreational users as they know
how to launch their crafts effectively and quickly, especially in instances where one
recreational user encumbers both ramp launch spaces.
. Consider raising the fees for out ofcounty recreational users as they travel from Lee and
Charloffe County burdening facilities for a simple $8.00 charge.
o Ensure the County, City of Marco Island and stakeholders all work together to resolve the
issue.
. Consider issuing Collier County boat launch passes like beach passes so out of County users
are restricted from using the facilities.
. Consider engaging a harbor master to help regulate the area.
o Investigate the feasibility of developing offsite parking options through sale or lease of
properties.
o Concern the County is issuing development permits for large numbers of new homes without
proper planning and foresight for the demands placed on services including beach and
boating access.
o The businesses were only recently notified of the changes at Caxambas Park and any
decisions and/or enforcement actions should be delayed beyond January 1,2022 untilthe
issues are thoroughly investigated, and short/long term solutions are enacted.
Mr. Williams reported:
o He has met with Stakeholders, City of Marco Island, etc. and Staff is aware of the concerns
being raised and wishes to find equitable solutions to the issues at hand.
. Staff will review the input garnered today and retum the item for discussion at the October
PARAB meeting.
o Eventually, Staff will be seeking recommendations from the PARAB for the Board of
County Commissioners.
Dan Smith, City of Marco Island Community Development Director noted the City of Marco
Island is aware they need to address the needs of the community and is working with the County to
develop long term solutions to the issues.

Dan Rodriguez, Collier County Public Services Department Head reported he appreciates the
public feedback garnered today as it will be beneficial in developing long term solutions. He noted
it will be advantageous to identifu those issues which may be more easily addressed over the short
term (illegal parking, etc.). The County will be looking at long term solutions including
opportunities for new facilities to provide boat access and parking to increase the availability of
access to the water.

Fundraising Event (this item was heardfirst)
Mr. Williams presented a request for the "Bill Boat Shoe Bash" celebrating Bill Meisner's life and
contribution to the Adaptive Sailing Programs at Sugden Lake. The fund-raising event will be held
on March 25th from 4:00pm to 8:00pm. Food trucks and a beer tent will be available for the patrons
on the beach in the area near the sailing center.
Mr. Gibson-Laemel moved to recommend the Board of County Commissioners approve the Bill
Boat Shoe Bash to be held at Sugden Park on Morch 25, 2022. Second by Mr. Fruth. Carried
unanimously 5 - 0,
