Chairman Trecker called the meeting to order at 1:00 P.M.

Roll call was taken and a quorum of 7 was established.
Mr. Koziar moved to allow Mr. Christman to participate in the meeting telephonically due to an
extraordinary circumstance. Second by Mr. McCann. Carried unanimously 7 – 0.

1. Expanded Revenue Report
The Committee reviewed the “FY 21 TDC Revenue Report” dated September 30, 2021.
Mr. Miller noted tax revenue collections are 42 percent above projections yielding an additional
$4M to Coastal Zone Management. Any funds unused this Fiscal Year will be carried forward to
the next year.
VIII. New Business
1. Update on FY2022 Beach Renourishment Truck Haul Project
Mr. Miller presented the “2022 Beach Renourishment Truck Haul Project Map” for information
purposes and provided the following update:
• The County awarded the contract for the project to Phillips and Jordan, Incorporated
at a cost of just under $5M. The construction cost for all work to place the sand is $45/cy.
• Mobilization for the survey and other preliminary work is anticipated to begin next week
with the construction aspect slated to initiate on November 1st.
• The project is anticipated to be completed by the end of January 2022 and the areas
involved include the Naples, Vanderbilt and Pelican Bay beaches.
• The Pelican Bay Services Division will be covering the costs of the sand placed on their
beaches given the private status of the areas.

• Although he previously reported 4th Ave North would be utilized for the delivery of sand,
the street will only be used by the trucks for exiting the project following unloading of
sand.
During Committee discussion it was noted staff should contact representatives of Naples
Community Hospital given 4th Ave North is a primary feeder for the hospital’s emergency
services to determine if they have any concerns on the trucks utilizing the roadway.
a. Beach Funding Policy
Chairman Trecker reported:
• He reviewed the funding policy for beach renourishment with County staff who
notified him on the following requirements for the use of the various funds:
• County Resolution 2013-81 allows for Tourist Development Tax funds to be
used on renourishment projects for any areas with public access.
• Additionally, if an area is no more than ½ mile for a public access point, a beach
park facility, a hotel, or motel it is eligible for use of the funds.
• To be considered eligible for the Florida Department of Environmental
Protection’s cost share program, the area must be defined as “critically eroded”
under the Florida Administrative Code or located within ½ mile of a public
access point.
• The Board of County Commissioners may choose to use General Fund monies
for renourishment projects should they so desire.
2. ES Taylor Engineering, Inc. Dune Vegetation Restoration Project
a. Proposal - Taylor Engineering, Inc. - Dune Vegetation Restoration Project
Mr. Miller presented the Executive Summary “Recommendation to accept a proposal from
Taylor Engineering, Inc., and recommend the approval of a Work Order to provide
professional engineering services for the 2022 dune planting and exotic vegetation removal
project at Vanderbilt, Park Shore, and Naples beaches for Time and Material not to exceed
$32,444.00 under Contract No. 18-7432-CZ and make a finding that this item promotes
tourism” for consideration. He noted:
• The dunes were damaged during Hurricane Irma and the County was awarded grant
funding for the restoration.
• The work was delayed, and an extension was issued for use of the funds until May 31,
2022.
• The County is expediting the work to meet the deadline and the proposal under
consideration covers the engineering phase of the project.
Mr. McCann moved to recommend the Board of County Commissioners accept a proposal
from Taylor Engineering, Inc., and recommend the approval of a Work Order to provide
professional engineering services for the 2022 dune planting and exotic vegetation removal
project at Vanderbilt, Park Shore, and Naples beaches for Time and Material not to exceed
$32,444.00 under Contract No. 18-7432-CZ and finds the item promotes tourism.
Second by Mr. Brechnitz. Carried unanimously 8 – 0.

Monitoring for 2022
Mr. Miller presented the Executive Summary “Recommendation to approve a proposal from
Humiston & Moore Engineers for State required Annual Monitoring of Collier County
Beaches and Inlets for 2022 under Contract No. 18-7432-CZ and make a recommendation to
authorize the expenditure of tourist development tax funds for a not to exceed amount of
$170,512.00 and make a finding that this expenditure promotes tourism” for consideration. He
noted:
• The work is completed annually, and the information is utilized to determine the beach
renourishment projects for the upcoming year (2022).
• The activity includes surveying the condition of the sand on the beaches and compiling
the data for recommendations.
• The preliminary information will be made available in February with the final report
anticipated for April.
• The area involved is from the north end of the County to Gordon Pass.
Mr. Joseph Burke moved to recommend the Board of County Commissioners approve a
proposal from Humiston & Moore Engineers for State required Annual Monitoring of
Collier County Beaches and Inlets for 2022 under Contract No. 18-7432-CZ and make a
recommendation to authorize the expenditure of tourist development tax funds for a not to
exceed amount of $170,512.00 and finds the item promotes tourism.
Second by Mr. McCann. Carried unanimously 8 – 0.
IX. Old Business
1. USACE Study Update
Chairman Trecker reported the BCC considered terminating the study and related activities
however 4 of the 5 Commissioners voted to keep moving forward with the endeavor. They agreed
no County funds would be expended until agreement by all the Stakeholders involved in the
process.
Mr. Miller reported:
• The study was to be finalized for signature this month, however due to changes in
construction costs, USACE staff is reviewing the costs of the projects and will be making
any changes necessary in the estimates.
• The delay will require upper management of the USACE granting of an extension to the
study, a decision which may take 2 months to obtain.
• Other potential modifications include eliminating hard structure projects and only
recommending flood proofing for the infrastructure in the impacted areas.
• If the study is terminated, the County will have access to the report and all data associated
with the endeavor.
During Committee discussion, the following was noted
• Concern has been expressed throughout the study that certain areas of the County such as
the City of Marco Island, Pelican Bay and portion of Naples were excluded from the study
by the USACE.
• Some noted the study was divided into 6 areas of concern, with each area an independent
planning area and consideration should have been given to incorporating the whole County
coastal areas into the study.

• Others noted the USACE did a good job overall and the plan should not be terminated even
if there are some deficiencies.
• Marco Island will be difficult area to protect given it’s characterized by canal development.
The most beneficial avenue to protect the existing structures is to elevate them, however
that would be difficult undertaking.
• The City of Naples strongly opposes continuing the study and one concern is a
comprehensive letter was directed to the USACE regarding the study 13 months ago with
no response to date. In general, based on comments, the residents of the City of Naples do
not support the study.

XI. Committee Member Discussion
Mr. Roth provided an update on the Water Quality Subcommittee noting in November, he will be
meeting with staff to determine the schedule for any upcoming meetings and the topics which may
want to be addressed including the disappearance of seagrasses in areas. One focus should be a public
education component of any issues identified as generally when the public becomes concerned or
involved in issues, they are more likely to be addressed.

EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (“ITB”) No. 21-7935, “Wiggins Pass and Doctors Pass
Dredge 2021-2022,” to Waterfront Property Services, LLC d/b/a Gator Dredging, in the amount of
$2,197,180.00 and approve the attached budget amendments. (County-Wide Capital Projects Fund
301 / TDC Beach Renourishment and Pass Maintenance Fund 195, Project No. 80288 & 90549)
OBJECTIVE: To award a bid to provide maintenance dredging to both Wiggins Pass and Doctors Pass.
CONSIDERATIONS: Boaters entering and leaving both Wiggins Pass and Doctors Pass have reported
shoaling in the vicinity of the inlets and near grounding incidents. Soundings taken at both locations show
both locations to be very shallow requiring channel dredging to maintain navigation.
The County last dredged Wiggins Pass in February 2020, but sand has migrated back into the channel to
nearly pre-dredge conditions.
The County last dredged Doctors Pass in 2017/2018 but has recently experienced shoaling and near
groundings by vessels entering the inlet. Monitoring performed in February of 2021 reported shoaling at
the south side of the entrance channel.
On May 21, 2021, Collier County Coastal Zone Management staff entered into a Work Order under
Agreement No. 18-7432-CZ with APTIM Environmental & Infrastructure, LLC., to support Collier
County in the design, bidding, and performing during and post-construction professional engineering
services for the emergency maintenance dredging of Doctors Pass and Wiggins Pass.
On August 9, 2021, Collier County Coastal Zone Management staff entered into an additional Work
Order in relation to the Wiggins Pass and Doctors Pass Dredge 2021-2022 project under Agreement No.
18-7432-CZ with Humiston & Moore Engineers, P.A., to assist obtaining updates to the State and federal
regulatory permits for adaptable design associated with the Wiggins Pass Maintenance Dredging.
On October 15, 2021, the Procurement Services Division issued ITB No. 21-7935, the Wiggins Pass and
Doctors Pass Dredge 2021-2022 project. The County received six (6) bids by the November 9, 2021,
deadline as summarized below.

Staff determined all bidders to be responsive and responsible and found that Waterfront Property
Services, LLC d/b/a Gator Dredging (“Gator Dredging”), a Pinellas County company, as the lowest
responsive and responsible bidder. Gator Dredging has been in business for sixteen (16) years and has
performed many successful coastal dredging projects throughout the Florida. Gator dredging previously
performed a successful Collier Creek dredging project for Collier County in 2016.
Staff and engineering consultant, APTIM Environmental & Infrastructure, LLC determined the lowest bid
is fair and reasonable and recommends awarding the contract to Waterfront Property Services, LLC d/b/a
Gator Dredging. The engineer consultant and project manager evaluated references and deemed them
acceptable in determining work of a similar magnitude completed within the last five years as a judge of
its experience, skill and business standing and of its ability to conduct the work as completely and timely
as required under the terms of the attached agreement. The bid is approximately 10.7% below the
engineer consultant’s $2,460,657.48 opinion of probable cost. The procurement Services Division
concluded bidding was competitive and representative of market conditions. The bid tabulation, vendor
reference logs, engineer’s letter of recommendation (DELORA), the Notice of Recommended Award
(NORA) and contract are attached.
ADVISORY COMMITTEE RECOMMENDATIONS: This item will be presented to the Coastal
Advisory Committee (CAC) on December 9, 2021, and the Tourist Development Committee (TDC) on
January 24, 2022. This item will be presented to the BCC following the advisory board recommendations
for the Board to authorize the expenditure of tourist development tax funds and make a finding that the
expenditure promotes tourism.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related
to this action.
FISCAL IMPACT: To expedite the dredging project while waiting for the CAC and the TDC Boards
to meet and make a recommendation on the expenditure of funds, budget amendments will be required to
provide funds from County-Wide Capital Projects Fund (301) reserves in the amount of $1,589,538.87
and $607,641.13 to fund Wiggins Pass Project 80288 and Doctors Pass Project 90549 respectively. Once
the CAC and TDC make a recommendation, this item will return to the Board to authorize the
expenditure of funds and make a finding that the expenditure promotes tourism. Once approved, budget
amendments will be required to establish the budget within TDC Beach Renourishment and Pass
Maintenance Fund (195) and return funds to County-Wide Capital Project Fund (301) reserves.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority

EXECUTIVE SUMMARY
Recommendation to approve a work order with APTIM Environmental & Infrastructure, LLC, to
provide professional engineering services for calculation of debris removal from Collier Creek due
to Hurricane Irma under Contract No. 18-7432-CZ for time and material not to exceed $4,993.00
from Fund 195 and make a finding that this item promotes tourism.
OBJECTIVE: To obtain reimbursement from the Federal Emergency Management Agency (FEMA) for
the removal of debris from Collier Creek caused by Hurricane Irma in September 2017.
CONSIDERATIONS: FEMA initially denied the County’s grant reimbursement request due to technical
issues related to the application. The issues were primarily due to the methods of calculating the amount of
debris removed post-storm compared to pre-storm existing conditions. The County appealed FEMA’s
denial asking for reconsideration of application with explanations regarding the methods used to calculate
the pre- and post-storm volume calculations. FEMA has granted the appeal pending a further refinement of
the volume calculations using pre- and post-storm survey information and an allowable channel depth based
on the hull depth of the largest vessel using the channel. APTIM Environmental & Infrastructure, LLC will
assist the County with calculations to be provided to FEMA.
FISCAL IMPACT: Funding for the proposed work order, in the amount of $4,993.00, is available in the
Tourist Development Tax Fund (195), Project No. 50154, Hurricane Irma Project. The cost for this work
order is eligible for reimbursement from FEMA.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
ADVISORY COMMITTEE RECOMMENDATIONS: This item will be presented to the Coastal
Advisory Committee (CAC) on December 9, 2021, the Tourist Development Committee (TDC) on January
24, 2022 and the Board of County Commissioners (BCC) on February 8, 2022.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG

This letter is in response to Collier County’s (County) request for a proposal for Aptim Environmental &
Infrastructure, LLC (APTIM) to perform consulting engineering tasks under the above referenced
contract. The work will support the County with a new request to FEMA to consider the largest keel depth
impact on eligible dredge volume within Collier Creek.
APTIM will provide the professional services for technical support and review of Collier Creek and
preparation of a finding report, as described in this scope of work attached as Exhibit A. Also, included
as attachments are the Fee Proposal (Exhibit B) and the Rate Schedule (Exhibit C). We propose to
perform these services on a lumps sum basis not to exceed $4993.00. The APTIM Team will perform
this work under the terms and conditions of Contract No. 18-7432-CZ dated March 10, 2020 and as
amended May 2020 between the County and APTIM. Barring any unforeseen circumstances, all work
will be completed within 60 days of receiving the County’s Notice to Proceed. This letter is valid for 90
days from the latest date.

Scope of Work for
Collier Creek FEMA Eligibility Analysis
(Hurricane Irma)
Collier Creek was impacted by Hurricane Irma on September 10, 2017. The storm currents,
surges and waves created by Hurricane Irma caused structural damage to the terminal jetty, the
Villa de Marco West seawall at the entrance of Collier Creek and caused infilling of the navigation
channel. The infilling shoaled the inlet and created a navigation hazard by the lack of a predictable
channel locations and depths. An emergency dredging project was completed by April 2018, but
there was only nominal analysis of the FEMA eligible volume of sand and debris needed to be
removed to return safe navigation depths to the channel. This is a new request by FEMA to
consider the largest keel depth impact on eligible dredge volume.
This analysis will calculate the infill of the inlet using the August 2017 pre-storm survey and the
November or January 2018 post-storm surveys, whichever is the most complete by coverage and
acceptable survey methods. The channel hazards will be described and shown in figures. An
analysis will tell what channel depth is needed for safe navigation and how much storm sand and
debris infill needs to be removed to establish a safe depth to FEMA standards.
This analysis will be compared to the post-storm dredging event to the dredging that occurred
between January and March 2018. The actual project price and volume determined by FEMA will
be verified. FEMA determined that a price of $27.27 per cubic yard is eligible. The keel clearance
of the largest known boat to use the channel will be analyzed to determine the required cut depth.
Based on this analysis, an eligible depth and associated volume and cost will be determined
based on the deepest keel clearance of a local boat. The results will be assembled into a short
report with comparative cross sections.
