VI.Old Business:
a.Bonus Density revisions to the Comp Plan - Ms. Forester provided the
update on the version that was transmitted to DEO for review and noted
there were no substantial changes made on the density bonus and the
information is attached for their information.
b.Land Regulations Revisions update – Ms. Forester updated the Land
Regulations and the status of those. There were some revisions and
clarifications made after staff comments. The updated version is posted on
the website for review and noted that if anyone was interested in a hard copy
to let staff know. Mike Sherman wanted some clarifications on the boundary
map attached with the land regulations and noted some of the PUDs were
not included. Discussion followed and staff will bring back a map that
illustrates the PUD and the overlay.
c.Stormwater Project Scope of Work Update - Ms. Forester mentioned that
the revisions were not completed at this time. Stormwater staff continues to
revise the scope with the consultant and will bring back to the committee
when completed.
d.Public Art Plan- Ms. Forester noted the BCC approved the plan at the last
BCC meeting. Staff will begin the process to establish the Public Art

Committee (PAC). Staff is also working with GMD to revise the mural section
of the Land Development Code. The PAC will be needed to implement the
mural ordinance. Hopefully the murals can be added into the regulation
changes if not this time it can be added on the next phase.
e.Sabal Shores Streetlighting Survey- Ms. Forester updated the status of the
streetlighting survey noting a letter that will go out to all the residents in the
neighborhood and as well as an email blast to the residents in the area.
f.Florida Redevelopment Conference- Ms. Forester reminded the board
members of the redevelopment conference and asked who would like to attend
with Maurice Gutierrez since the board typically sends 2 board members from
each CRA. Karen Beatty said she would attend if no one else wanted to go,
Camille Kielty said she would like to attend but needed to check her schedule
and Al Schantzen showed interest but unsure if he was able to attend those
dates. CRA staff will follow up after the BCC approves attendance to pay for
the 2 board members attendance and tours/classes.
g.Quarterly Work Plan update – Ms. Forester presented the quarterly report if
anyone had any questions, Karen Beatty asked when will the branding strategy
start and Ms. Forester said sometime in the fall when staff gets the scope of
services put together with Paradise Advertising. Commissioner Taylor asked
about street lighting from Commercial Drive down to the Wang Theater on
Linwood Way. Ms. Taylor would like the board to consider lighting from
US41 along Commercial Drive to Linwood Way and consider putting some
decorative lighting to enhance the Gateway Triangle and bring up that area
with some improvements to enhance the artistic values in the district. Ms.
Forester said Commissioner Taylor asked to expand the MSTU Boundary to
install some decorative lighting in that area. Maurice Gutierrez thought that
would be a great idea. Al Schantzen asked about the Danford Street
enhancements and if the staff is doing something for the residents since they
have been complaining. Ms. Forester noted that Parks and Facilities staff have
been working with the residents and their concerns but there is nothing
resolved yet so that is on hold for now but Hamilton Avenue is going forward
with the parking improvements. Staff will change the verbiage in the work
plan to in process for Danford Street since they are still working on that. Mr.
Schantzen asked if the staff is still putting up a wayfinding sign since there are
so many changes going on with commercial businesses, he is afraid if staff
puts up a sign it will be outdated by the time of installation, Ms. Forester said
maybe they will consider putting a directory of some sort to start.
h.17 acres Scope of Work – Ms. Forester provide the update to the status,
Stantec Engineering was selected and Ms. Forester asked if the Advisory
Board wanted to review the scope first or allow the staff to move it forward to
the BCC for approval if the costs and scope is reasonable, if not the staff may
need to set up a Special Meeting to review. The board asked if they could
individually review and opine, Ms. Forester responded as long as they don’t
try and vote via email. Maurice Gutierrez said if there is no major change they
can let staff continue on with the approvals. Al Schantzen said it was so long

ago he would like to review it. Ms. Forester let them know staff will bring back
the designs for review the 30, 60 and 90% plans will all be available to them
and the board was satisfied with that.
VII. New Business:
a.Mailbox Exchange Program -Tami Scott gave a brief description of the
mailbox program that was brought up during a staff meeting. The concept
would allow for exchanging older mailboxes with a standard mail box to
bring the entire street or neighborhood up to a new standard. The program
could be on a quarterly basis. The pilot program would start in the Sabal
Shores Neighborhood first. Karen Beatty likes the idea because there are a
lot of old mailboxes that need to be replaced on Coco Ave and Areca Ave.
Al Schantzen doesn’t like the idea because of the time from staff and costs
he doesn’t think it is a good use of staff’s time and costs. Karen Beatty
wanted to bring up that the CRA is trying to beautify the area and these
homeowners will not replace their dilapidated mailboxes, so she feels that
is a good use to help bring up the area. Maurice Gutierrez thinks that is good
neighborhood to start since most of those homes are built back in the 60’s
to spruce it up a bit. Steve Main asked if a letter could be sent to the absentee
owners first before spending the money on replacing their mailbox, to see
if they would upgrade and replace it on their own. He doesn’t think it’s a
good idea to spend money on it. Camille Kielty agrees for staff to identify
the mailboxes that need to be replaced and contact the owners first. Maurice
Gutierrez asked if they could incorporate a question about the mailbox to
the homeowners at the same time as they send out the survey for the lights
in the Sabal Shores neighborhood. Ms. Forester commented the staff will
regroup and wait until the board decides on prioritizing this program.
b.Phelps-Residential Site Improvement Grant- Ms. Forester provided the
description of the grant application with the improvements, quotes and total
costs. The CRA contribution will be $8,000 and the total costs of the lowest
quote is $25,311 and the maximum award is $8,000. Al Schantzen made a
notice that he did purchase a piece of property from Mr. Phelps in 2015 so just
for information. Maurice Gutierrez motion to approve the grant, second by
Karen Beatty passed unanimously.
c.Advisory Board Vacancies – Ms. Forester mentioned the vacancies and if
anyone was interested in applying the CRA website and County website has
the links to apply. The applications will be on the October meeting for their
votes.
d.Budget Amendment – Ms. Forester mentioned the legislative change to the
CRA rules and stated that the CRA’s are no longer allowed to keep money in
reserves. Funds need to be allocated to projects or returned to the taxing
authority. In September there will be a budget amendment to move the money
out of reserves and into the 787-project fund to allocate funds into specific
projects as required. Ms. Forester went over the proposed list of projects and
the estimated amounts that will be allocated to each.

VIII.Staff Report:
a.Private Development Update- Ms. Forester introduced Laura DeJohn
from Johnson Engineering who provided the updates on private
development in the area. Ms. DeJohn highlighted a couple of projects
starting with the The St Matthews House SDP Neighborhood Informational
Meeting. The Metropolitan Naples is asking for hotel conversion to
residential, Becca Parking exemption has a schedule NIMS next week on
7/27th. The Bayshore Wine Venue was approved and is ready for
construction, Trail Professional Center SDP was submitted. There was a
preapp meeting for a lodging/restaurant located at 3467 Bayshore Drive, Al
Schantzen said that he is very interested because of the location of the
school bus stop and serving alcohol at that establishment, also the delivery
truck issues that will arise at that location since it is residential
neighborhood. Maurice Gutierrez is concerned about additional turn lanes
and the impact to the street and neighborhood. Al Schantzen was concerned
about Courthouse Shadows doing construction on Sunday and wanted that
monitored The 360 Market insubstantial change to add a Marina use was
approved. Swamp Axe alcohol distance waiver was approved on Linwood
Ave.
b.CRA Directors Report- Ms. Forester provided the report and highlighted
some of the projects within the district. Commercial Drive stormwater
improvements was newly added to the list, and the seawall improvements
next to Naples Land Yacht Harbor will be completed in 60 days.
c.Project Manager Report- Ms. Scott provided the updates on her list of
projects wrapping up 3 projects now starting with the Thomason Drive
completion and Fire Suppression Phase 3 final completion is July 30th. Al
Schantzen asked about the status of the road resurfacing in the Sabal Shores
neighborhood. Ms. Forester stated they are partnering with road
maintenance and stormwater maintenance for quotes so they can do both at
the same time. Ms. Scott said they have done a walk through with road
maintenance and stormwater and identified 12 items that can be done
without having to do a full stormwater project just some minor piping and
connection to existing outfalls and she can email the board if they would
like it. Al Schantzen said he is very interested in getting that. The CRA
parking lot completion is set for 8/18. Al Schantzen asked about the hours
of operations since there are so many issues with parking along the right of
way. Ms. Forester said there was no set time yet since there are no gates
installed maybe staff can put no overnight parking allowed for the time
being so that it will be enforceable. Ms. Forester asked the board if they
had any suggestions on the hours of operations and Maurice Gutierrez and
Steve Main had concerns about not allowing overnight parking and the
implications it might give not to allow folks to leave their cars and uber
home if they are too drunk to drive. It would be ideal for them to leave their
car without the fear of being towed so that it doesn’t encourage them to

drive drunk. Commissioner Taylor suggested they budget for some
overnight security from the Sheriff’s Office to monitor the parking lot, but
Maurice Gutierrez asked when the CRA sunsets who will pay for that
security after the funding is gone. Ms. Forester suggested they develop a
business district to pick up after the CRA has been dissolved. Ms. Beatty
asked when Ms. Scott could meet the group that for Ms. Jeanne Harvey’s
memorial for the CRA parking lot. Ms. Scott would like to meet after
August 1st and will set up a meeting for that. Ms. Scott mentioned the
Christmas decorations for this coming up fall and to include the Thomasson
Drive, Dels’ pocket park and the CRA parking lot to be decorated this year.
d.Maintenance Report: Ms. Forester provided the current maintenance report
and noted the pavers safety check will be this week and the areas will be
identified on the next report. Al Schantzen for status update on the fence under
the bridge and Ms. Forester replied that she has not heard back from Road
Maintenance and will follow up with Code and Road Division to find out.
e.Financial Report: Ms. Forester provided the current financial report if anyone
had any questions.
IX.Other Agency’s:
a.Collier County Sheriff’s Office: No attendance from the Sheriff’s Office
b.Collier County Code Enforcement: The Code enforcement report was
attached if anyone had any questions. Mr. Schantzen asked about the Coco
Avenue issue with parking on the street, John Johnson said there is a code
case but the issue is that they can temporarily park in the right of way so
without no parking signs along the street it is not enforceable. He is
working with the restaurant owner to help keep his customers from
parking along the right of way. Mr. Schantzen asked about the violations
on the building. Mr. Johnson said he will be taking the owner to a Hearing
at the Code Enforcement Board in August. Mr. Johnson is meeting the
Hookah Lounge owner with Ms. Forester at the end of the week and he is
pushing forward with that business and property.

XI.Public Comments: Mr. Dezego wanted to express his desire to get the
roads resurfaced in Sabal Shores neighborhood. Ms. Dawson wanted to
get some guidance on understanding the amplified sounds section that
there seems to be some issues on use of discretion from the Sheriff’s
Office to enforce regular parties on sounds coming from residential
properties that go well past 10pm. Mr. Johnson said Code cannot go out
at the time its happening it would have to be pre planned first, but the
Sheriff’s can go out as a disturbance of the peace. Ms. Dawson said the
deputies said they do not have sound meters in their cars she feels they
are afraid to enforce the sound ordinance and wants to understand what
the precedence is for not enforcing the sound violation. Ms. Dawson
mentioned the lack of attendance from the Sheriff’s Office in the CRA
Meetings and her concerns about not having someone in the district to
assist with all these concerns. Mr. Johnson suggested to just keep
working with the Admin Sergeant and see if they can help. Ms. Forester
said she will reach out to the Sheriff’s and pass along Ms. Dawson’s
contact information so they can reach out to her on this concern. Mr.
Johnson stated he would also reach out to the deputy and pass along her
concerns if Ms. Dawson would email him, he will coordinate some
dialog with them about this issue.
XII.Staff Comments: Ms. Forester commented that staff is working on Del’s
Corner dedication and try and coordinate with Lely High School to get a
band out and with Blue Zones event to set it up around November 5 and

Dear Commissioner Taylor and Board of Collier County Commissioners,
I am submitting an unsolicited offer to purchase the 17 acres on Bayshore Drive, Naples, Florida
34112 from Collier County. A Letter of Intent with the offer details, and biographies of the
principals is attached for your consideration.
I have spent the last 12 years investing in the area and working to make Bayshore a fun, safe,
diverse, cultural, and welcoming place. I spend every day in or on Bayshore, and simply put, I love
and cherish the community. For 15 years, the 17-acre property owned by the county has been
vacant. I know I can develop this land into a mixed-use property, that will not only continue to
revitalize commercial and residential development but will interconnect all projects on the site to be
consistent with the same fun, safe, diverse, cultural, and welcoming spirit that the community
deserves.
Our development will include market-rate residential apartments that target the hospitality industry
& artist's community and retail space that targets services & access to products the community
lacks: restaurants, medical offices, flowers shop, butcher shop, shoe repair, galleries, etc.
To increase the presence and integration of culture & arts we plan to integrate human intellectual
and artistic achievement throughout the entire development, with a particular emphasis on
rotating/visiting collections similar to the Botanical gardens.
The centerpiece of the development is the connector between Bayshore and Sudgen Park. The
design will encourage and promote a healthy, pedestrian oriented active lifestyle, sharing the arts,
and, very importantly, conservation and education of the wetlands. We also plan on having an ice
cream stand which will only bolster the charm of the project. We plan to build on the plans already
in place with Parks and Recreation.
We are prepared to answer all questions or meet in person if that is helpful. Please advise how we
can be helpful or anything else you may collectively need to advance our offer.
