MINUTES OF THE MEETING OF COI,LIER COUNTY
DOMESTIC ANIMAI, SERVICES ADVISORY BOARD
LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Board in and for the County of Collier, having conducted
business herein. met on this date at 6:00 PM in REGULAR SESSION at the
Domestic Animal Services Training Room, Davis Blvd., Naples, Florida, with
the following members present:

Chrirnren Jim Rich called the meeting to order at 6:00 p.m.

Ms. Hyland stated that businesses have multiple violations for a business with an
expired permit. Jim Rich stated that we are rmable to remedy the past; the goal is to
create something enforceable.
Mary Baker stated that the current provisions are not ideal, but a new version must go
to another level. It is better to get this moved on sooner than to kecp the old, flawed
system.
Jim Spartz advised that Collier is copying PaIm Beach Cunty which has a similar
demographic and that if it works for them, we should consider that, and again, it is
important to get something passed.
Jim Rich had concems that the new ordinances are enforceable. JeIf Klatzkow stated
that County Attomey's Office does not enforce, DAS enforces. Mr. Klatzkow did not
that ordinance revisions
Sarah Baechler-Davis made a motion to pdss Article II as written, there was a second,
and the motion carried 5-2.
Dr. Gordon made a motion to pass Article IV as wrilten, there was a second arul the
motion passed 5-2.
Dr. Michael Gordon made a molion to adjourn, there wos a second and the molion
passed 6-0.
VII. New Business
There was a discussion to change the September meeting date because the Director and
two Board members would not be available.
Dr. Gordon made a motion to change the September meeting date, there was a second
and the motion passed 7-0.
Kelly Hyland advised that she is opposed to smaller kennel sizes and wants monthly
meetings considered.
Jim Rich thanked Jeff Kaltzgow, Sally Ashkar and Dan Rodriguez for attending the
meeting.
Sarah Baeckler-Dovis made a motion to adjourn, there was a second and the motion
passed 7-0.

Public comments:
Chuck Denielien discussed kennel siires and provided a handout to the Board
Jonethen Forester tiom Ilumane Society Naples discussed spay/neuter lbr any
adoptcd pets. photos ofsires and dams lbr pets. videos of breeding lcrcations and
inquired about a list ofall animal related businesses. permits and violations.
Kim Collins expressed concems about proposed kennel sizes.
Tom Kcpp rel'erenced previous DAS Director and Public Sen'ices Department Head
from 201 7 and 2017 .
Dr. Albert Lopez discussed the Collier County Veterinary Society and the chamging
;npulation.
Advisorl Board Comments:
Sareh Beeckler-Davis inquired about removing dam/sire facility videos and photos
from language and was advised it was because there is no way to pmve they are
accurate. Ms. Beeckler-Drvis also inquired on removing spay/neuter requirement and
was advised it is because olconcems about legality and ability to entbrce and verifo.
Dr. Gordon asked if veterinary hospitals are exempt and was advised that veterinarv
hospitals are animal-related business and are not inspecled.
Kelly Hylend asked lbr clarification on pet shops versus pet stores and was advised
that pet shops sell animal related goods and pocket pets. while pet stores sell cats and
dogs. Ms. Hylend asked for clarification for comer sales and hobby breeders and uas
advised that current ordinances allow tbr property lo be sold offprope4..

Darcy Andrede provided a lcadcrship report and discussed community cat brochures.
l'cline intake lbrms. and some shelter statistics. Ms. Andrade inlbrmed the Board that
there are currenlly 400 animals in the care of DAS. including I 3 7 animals in foster care.
