MINUTES OF THE MEETING OF COLLIER COLINTY
DOMESTIC ANIMAL SERVICES ADVISORY BOARD
Naples, Florida, July 20,2021
LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Board in and for the County of Collier, having conducted
business herein, met on this date at 6:00 PM in REGULAR SESSION at the
Domestic Animal Services Training Room, Davis Blvd., Naples, Florida, with
the following members present:
CHAIRMAN: Jim Rich

I. Call to Order
Chrirman Jim Rich called the meeting to order at 6:00 p.m.
II. Attendance
A quorum was established.
III. Approval of Agenda
sarah Baechler-Davis made a motion to clarify the agenda with specific ordinances,
there was a second and lhe motion passed.

Sarah Baec*ler-Davis made a motion to approve the minules of May 18, 2021' meetin€!,
there was d second and the motion passed 6-0.
V. Leadership Report
Darcy Andrade provided a leadership report and discussed community cat brochures,
feline intake forms, and some shelter statistics. Ms. Andrade informed the Board that
there are currently 400 animals in the care of DAS, including I 37 animals in foster care.
VI. UnfrnishedBusiness
A. Ordinance Revision
There was a presentation of changes to language to county ordinances for Chapter 14,
Article II, sections 14-28, Standards ofCare.
Public comments:
Chuck Danielian discussed kennel sizes and provided a handout to the Board.
Jonathan Forester from Humane Socief Naples discussed spay/neuter for any
adopted pets, photos ofsires and dams for pets, videos of breeding locations and
inquired about a list ofall animal related businesses, permits and violations.
Kim Collins expressed concems about proposed kennel sizes.
Tom Kepp referenced previous DAS Director and Public Services Department Head
from 2017 and 2017 .
Dr. Albert Lopez discussed the Collier County Veterinary Society and the changing
population.
Advisory Board Comments:
Sarah Baeckler-Davis inquired about removing darn/sire facility videos and photos
from language and was advised it was because there is no way to prove they are
accurate. Ms. Baeckler-Davis also inquired on removing spay/neuter requirement and
was advised it is because of concems about legality and ability to enforce and veri$.
Dr. Gordon asked if veterinary hospitals are exempt and was advised that veterinary
hospitals are animal-related business and are not inspected.
Kelly Hyland asked for clarification on pet shops versus pet stores and was advised
that pet shops sell animal related goods and pocket pets, while pet stores sell cats and
dogs. Ms. Hyland asked for clarification for comer sales and hobby breeders and was
advised that current ordinances allow for property to be sold offproperty.

Ms. Hytand stated that businesses have multiple violations for a business with an
expired permit. Jim Rich stated that we are unable to remedy the past; the goal is to
create something enforceable.
Mary Baker stated that the current provisions are not ideal, but a new version must go
to another level. It is better to get this moved on sooner than to keep the old, flawed
system.
Jim Spartz advised that Collier is copying Palm Beach Cunty which has a similar
demographic and tlat if it works for them, we should consider that, and again, it is
important to get something passed.
Jim Rich had concems that the new ordinances are enforceable. Jeff KlaEkow stated
that County Attomey's Office does not enforce, DAS enforces.
Sarah Baeckler-Davis made a motion to pass Article II as written, there was a second,
and the motion cqrried 5-2.
Dn Gordon made a motion to pass Article IV as written, there was a second and the
motion passed 5-2.
Dn Michael Gordon made a motion to adjourn, there was a second and the motion
passed 6-0.
YII. New Business
There was a discussion to change the September meeting date because the Director and
two Board members would not be available.
Dn Gordon made a motion to change the Seplember meeting date, there was a second
and the motion passed 7-0.
VIII. Advisory Board Member Comments
Sarah Baeckler-Davis thanked various attendees.
Kelly Hyland advised that she is opposed to smaller kennel sizes and wants monthly
meetings considered.
Jim Rich thanked JeIf Kaltzgow, Sally Ashkar and Dan Rodriguez for attending the
meeting.
Sarah Baecklcr-Davis made a motion to adjourn, there was a second and the motion
passed 7-0.
The next regularly scheduled Advisory Board Meeting will be on Tuesday, July 20,
2021, at 6:00 p.m. in the DAS Conference Room, located at ?610 Davis Boulevard,
Naples, FL 34104.
