MINUTES OF THE CONSERVATION COLLIER LAND ACQUISITION
ADVISORY COMMITTEE MEETING
Naples, Florida, November 8, 2021
LET IT BE REMEMBERED, the Conservation Collier Land Acquisition Advisory
Committee in and for the County of Collier, having conducted business herein, met on this
date at 9:00 A.M. in REGULAR SESSION at Administrative Building “F”, 3 rd
Floor, Collier County Government Complex Naples, Florida with the following
members present:

I. Roll Call
Chairman Poteet called the meeting to order at 9:00 A.M. Roll call was taken and a quorum of 8 was
established by those present in person.
II. Approval of Agenda
Ms. Lenhard moved to approve the Agenda. Second by Ms. Patterson-Weber. Carried unanimously
8 – 0.
III. Approval of October 11, 2021 minutes
Ms. Lenhard moved to approve the minutes of the October 11, 2021 meeting as presented. Second by
Ms. Rinaldi. Carried unanimously 8 – 0.
IV. New Business
A. Acquisition Cycle 10 – Updates
Ms. Araque provided the “Cycle 10 Property List pre-ranking with Estimated Values November 8,
2021 CCLAAC Meeting” for information purposes noting:
• A total of 47 applications were submitted during the current Cycle, all of which were subject
to a preliminary Initial Screening Criteria (ICS).
• 5 applications were not recommended to be forwarded to a detailed Initial Criteria Screening
Report (ICSR).
• For the properties moved forward, there are a total of 12 Initial Criteria Screening Reports
reviewed by the Committee.
• The meeting for ranking the properties for this Cycle is slated for December 9th at 5:00pm.
1. Updates on previously reviewed ICSRs
a. Sanitation & Bethune Rd properties owned by Barron Collier LLLP
Ms. Araque reported:
• Staff is recommending the properties be removed from the acquisition cycle unless
the landfill is remediated prior to purchase.
• The owner has offered to remove the landfill area from the area proposed for
acquisition including a 50-foot buffer from the property.
Committee discussion occurred noting it may not be advantageous to remove the properties
from the Cycle given their proximity to Immokalee and location in an urban area.
Additionally, the closed landfill was operated by the County who bears the responsibility for
any remediation.
The Committee determined to retain the application on the ranking list until more
information is obtained regarding the issues including consultations with owner
representatives and the type of testing required to determine the remediation process for
the landfill, (if any).
b. Acquisition Considerations for properties
Ms. Araque reported included in all the information for the various properties under
consideration for ranking, Staff comments will be incorporated into the reports for
consideration by the various parties.
B. Acquisition Cycle 10 – Initial Criteria Screening Reports

1. Parcels near Panther Walk preserve (Horsepen Strand) Timothy R and Jenett Johnson
(1.14 acres), Jorge & Magali Aguilar (1.14), Veronica Haughton (2.73), Barry L Grossman
Trust (2.73), Isabel Gonzalez (1.14), Charles W Hackmann (2.73), Virginia M Meyer Trust
(1.59), Linda and Charles E Anderson Jr (1.14, 2.27), Kroneman Express (2.27), David
Joyce (2.27), D&J Investors LLC (1.14), David V Wright (1.14), Sandra Burns (1.14),
Kathleen Macrina (1.14), Paul Edward Moylan (2.73), Maribeth L Selvig (1.14), Lois J
Behnke (1.14), William F Thommen III (5), and the PS & NE Sanchez Rev Trust (2.73)
Mr. Barazowski presented the “Panther Walk Preserve Area Parcels Initial Criteria Screening
Report” for review. He noted the parcels have an estimated total market value of $916,500 in
total and received a ICSR score of 276 out of a possible 400.
Speakers
David Cordy, Golden Gate resident, supported acquisition of the properties due to their wildlife
and ecological benefits.
Brad Cornell, Audubon of the Western Everglades supported acquisition of the properties in
the target area and their potential contribution to reducing the risk of wildfires.
Lisa Koehler, South Florida Water Management District supported acquisition of the parcels
especially for the protection of wetlands and flood control aspects of the lands.
Meredith Budd, Florida Wildlife Federation supported acquisition of the properties given
their wildlife habitat benefits and potential benefits to stormwater management.
Jerry Kurtz, Stormwater Management reported the properties would be beneficial for
stormwater management, not necessarily moving large amounts of water through culverts north
to south but rather for water retention.
Ms. Lenhard moved to forward the properties to the ranking process. Second by Mr.
Iandimarino. Carried unanimously 9 – 0.
Chairman Poteet noted as acquisition of parcels in this area continues over the long term, it
may be beneficial to continue to redefine the target area.
2. Parcels on Marco Island WISC Investment Company LLC c/o Cathe Read – Dade Ct (0.5
acres) WISC Investment Company LLC c/o Cathe Read – Inlet Dr (0.39 acres Addison
Fischer Rev Trust (0.63 acres) Agua Colina LLC (0.63 acres)
Ms. Araque presented the “Marco Island Parcels Initial Criteria Screening Report” for review.
She noted the application with an estimated market value of $2,354,000.00 in total and received
a ICSR score of 251 out of a possible 400.
Speakers
Brad Cornell, Audubon of the Western Everglades supports acquisition of the parcels and
noted properties in the urban area may be costly, however the parcels provide an opportunity for
easy public access and contain wildlife including listed species.
Brittany Piersma, Audubon of the Western Everglades supports acquisition of the parcels,
especially given the gopher tortoise habitat found on the sites.
Catherine Dean Roblett noted the importance of the wildlife habitat on the properties.
Richard Blonna, Marco Island City Council noted there is a lot of public support on the island
for the acquisition of the properties. They have easy public access and contain necessary
wildlife habitat.
Nancy Ritchie supports the acquisition of the parcels highlighting the gopher tortoise habitat
and educational opportunities given their urban location.

Barry Bristow supported the acquisition noting it would help “jump start” the preservation
efforts on Marco Island.
Meredith Budd, Florida Wildlife Federation supported acquisition of the properties based on
the gopher tortoise habitat and development pressure the parcels are facing.
During Committee discussion, the following was noted:
• Concern on the high cost of acquiring the properties given the limited funds available for
purchase in the program and the gopher tortoise habitat may restrict public visitation to
the sites.
• The condition of the seawall on the propriety should be investigated including identifying
the costs of any repairs and future maintenance of the structure.
• Being an urban setting, it would be beneficial for Staff to determine any data available on
Gopher Tortoise roadway deaths.
• Concern the Auga Colina parcel is comprised of dredged and filled lands and not pristine
in condition.
Ms. Lenhard moved to forward the properties to the ranking process. Second by Ms. Rinaldi.
Motion carried 7 “yes” – 2 “no.” Chairman Poteet and Mr. Seef voted “no.’
3. Parcels near Shell Island preserve Josef Magdalener (18.73 acres) Rookery Bay Business
Park LLC (36.25 acres)
Ms. Duval presented the “Shell Island Parcels Initial Criteria Screening Report” for review.
She noted the application includes 2 parcels with an estimated total market value of $11,242,000
for Rookery Bay Business Pk, LLC and $1,180,000 for the Magdalener and parcel received a
ICSR score of 180 out of a possible 400.
Speakers
Brad Cornell, Audubon of the Western Everglades commented on the ecological values of
the Magdalener parcel.
During Committee discussion, the following was noted:
The Rookery Bay Industrial Park is zoned for commercial uses and there is a demand for those
lands in the County. It may be beneficial to not consider this parcel.
Ms. Lenhard moved both properties forward to the ranking process. Second by Mr. Corban.
Motion failed 4 “yes” – 5 “no.” Mr. Iandimarino, Mr. Seef, Chairman Poteet, Mr. Bromley
and Ms. Patterson-Weber voted “no.”
Ms. Lenhard moved to forward the Josef Magdalener property to the ranking process.
Second by Mr. Corban. Carried unanimously 9 – 0.
4. Turner Groves Citrus (455± acres) – near Pepper Ranch
Ms. Segura presented the “Turner Groves Citrus Initial Criteria Screening Report” for review.
She noted the application includes 3 parcels with a total estimated value of $2.277M and
received a ICSR score of 180 out of a possible 400.
Among other details, the report noted the majority of parcels A & B are Water Retention Areas
being used to water the agricultural fields owned by the seller. A Water Retention Area is
defined in Land Development Code section 4.08.01.WW. as “Privately owned lands delineated
on the RLSA Overlay Map, that have been permitted by the South Florida Water Management

District to function as agricultural water retention areas and that provide surface water quality
and other natural resource value.”
Staff is advising against moving forward with ranking any areas within the WRA’s as long as the
agricultural operations are using them. The property owner can apply in the future when the use
of the operations WRA’s is discontinued.
Ms. Allman moved to endorse Staff’s recommendation and not move the properties forward to
the ranking process. Second by Mr. Seef. Carried unanimously 9 – 0.
Mitch Hutchcraft, owner representative was present and the Committee queried if he would be
interested in only selling parcel C to the County and retaining parcels A & B.
Mr. Hutchcraft withdrew the application noting he was solicited by the County for the
acquisition and will retain the lands in citrus production.
C. Preserve expansion parcels - from Ordinance, Policy, & Rules subcommittee
Ms. Araque provided the maps “Robert H. Gore III Preserve - Proposed Expansion Area” and
“Panther Walk Preserve- Proposed Expansion Area” for discussion. She noted the current concept
is to process any of these parcels offered for acquisition through the ranking process as this would
allow the purchase without amending the Ordinance governing the program. The parcels would
only be considered if there are excess funds available upon completion of the Cycle.
Committee discussion occurred with some Members noting the intent was to have the ability to
acquire these parcels at any time they become available without utilizing the ranking process and
consideration may want to be given to returning the item to the Subcommittee for review.
Mr. Corban left the meeting at 12:30 p.m.
Other Members noted at this point, it may be easier to utilize the ranking process temporarily
eliminating the need to propose an amendment to the Ordinance which would require approval by
the Board of County Commissioners.
Ms. Patterson-Weber moved to utilize the Cycle ranking process when considering acquisition of
the parcels adjacent to the Panther Walk and Robert H. Gore, III Preserves. Second by Mr.
Iandimarino. Carried unanimously 8 – 0.

Chairman Poteet reported the December meeting will be convened to rank the properties in the current
Cycle. The process will involve hearing public speakers before the parcels under consideration are
ranked in priority by A, B and C with “A” having the top priority for acquisition.
