MINUTES OF THE COLLIER COUNTY TOURIST DEVELOPMENT
COUNCIL MEETING
Naples, Florida, October 25, 2021
LET IT BE REMEMBERED the Collier County Tourist Development Council in and for
the County of Collier, having conducted business herein, met on this date at 9:00 A.M. in a
REGULAR SESSION in Building “F” of the Government Complex, Naples, Florida
with the Following members present:

A. Coastal Zone Management
1. Recommendation to approve a Work Order with Taylor Engineering, Inc., to
provide professional engineering services for the 2022 dune planting and exotic
vegetation removal project at Vanderbilt, Park Shore, and Naples beaches for Time
and Material not to exceed $32,444.00 under Contract No. 18-7432-CZ, authorize
the Chairman to execute the work order for the proposed services and make a
finding that this item promotes tourism.
2. Recommendation to approve a proposal from Humiston & Moore Engineers for
State required Annual Monitoring of Collier County Beaches and Inlets for 2022
under Contract No. 18-7432-CZ and make a recommendation to authorize the
expenditure of tourist development tax funds for a not to exceed amount of
$170,512.00 and make a finding that this expenditure promotes tourism.

1. Call to Order – Commissioner Solis
Commissioner Solis called the meeting to order at 9:00 A.M.
2. Pledge of Allegiance
Pledge of Allegiance was recited.
3. Roll Call
A quorum of 6 was established by those Members present in the Board room.
Ms. Cox moved to allow Mr. Grifoni and Ms. Brock to participate in the meeting via Zoom due to an
extraordinary circumstance. Second by Ms. Becker. Carried unanimously 6 – 0.

Mr. Hill moved to approve the Agenda as presented. Second by Mr. Olesky. Carried
unanimously 8 - 0.
B. Approval of prior TDC Meeting Minutes

Mr. Olesky moved to approve the minutes of the September 27, 2021 meeting as presented.
Second by Ms. Kerns. Carried unanimously 8 - 0.

Mr. Hill moved to recommend the Board of County Commissioners approve the items on the
Consent Agenda and finds they promote tourism. Second by Mr. Olesky. Carried unanimously 8
- 0.
7. New Business
A. Recommendation to approve the use of Tourist Development Tax Promotion Funds to support
the upcoming December 2021 Kelleher Firm Hoopfest up to $5,625 and make a finding that
this expenditure promote tourism.
Ms. King presented the Executive Summary noting:
• The Kelleher Firm 2021 Holiday Hoopfest is scheduled for December 27-30, 2021, at
Golden Gate High School.
• It is a high school boys basketball tournament returning to Naples for the 5th year and the
organizer has projected the event will attract 225 athletes.
• Staff is projecting the event will generate 375 room nights in the County based on history of
the event, direct visitor spending of $203,384 and TDT revenue of $2,813.
• The expenses to be paid for the event will support with operational costs up to a maximum
amount of $5,625.
Ms. Becker moved to recommend the Board of County Commissioners approve the use of Tourist
Development Tax Promotion Funds to support the upcoming December 2021 Kelleher Firm
Hoopfest up to $5,625.00 and finds the expenditure promotes tourism. Second by Mr. Olesky.
Carried unanimously 8 – 0.
BCC/TDC Workshop
Commissioner Solis to discuss with the BCC the feasibility of a workshop with the TDC in 2022 to
discuss any items as necessary

9. Marketing Partner Reports
These reports (Marketing Partner Reports - Research Data Services, Paradise Advertising & Marketing,
Inc., LHG (Lou Hammond Group), Collier County Tourist Tax Collections, Miles Partners - Website
Activity, Digital & Social Media- Paradise Advertising, Book Direct, County Museums) are provided to
TDC members on the digital link above to the County website. The Research Data Services report will
be presented monthly, and the other reports will be presented at TDC meetings on an as needed basis.
TDC members may request a presentation by the Marketing Partner representative or by Tourism staff
at each TDC meeting.

Ms. Wittine thanked the TDC for their past support given a new vendor has been selected by the
County to provide the data service. She noted their organization has been involved with the TDC
since 1999.

10. Council Member Discussion
Ms. Becker reported the 3rd Street South Concierge has seen substantially more visitation recently. On
November 22nd, the 44th Annual Christmas Opening will be held in downtown Naples with events going
on throughout the holidays.
Ms. Brock wanted to be sure the County is actively promoting the Visitors Centers which are now open
to the public.
Ms. Cox noted she attended a Research Foundation Conference in Boston and indications are domestic
travel will continue to drive the market for the next 2 – 3 years
