RE: Expansion of the Collier Mosquito Control District (CMCD) boundary
Dear Chair Taylor, Vice Chair McDaniel, and Commissioners,
Thank you for the opportunity to provide additional comments to you regarding the
potential expansion of the Collier Mosquito Control District (CMCD) boundary into the
footprint of the Picayune Strand Restoration Project in Collier County. Given the
significant taxpayer investment in the ecological restoration efforts at the project site, it is
prudent to have meaningful stakeholder and agency collaboration prior to any policy
changes that may impact restoration efforts.
At this time, we remain concerned about the proposed boundary expansion of the
Collier Mosquito Control District into the Picayune Strand Restoration Project. The
South Florida Water Management District and Big Cypress Basin support the CMCD's
efforts to effectively manage disease -carrying mosquitos within Collier County in areas
with homes and businesses. We also remain supportive of interagency partnerships
between the CMCD and restoration agencies that support restoration and public health
goals. Interagency agreements could be put in place quickly and without the need to
expand the CMCD's boundary. Based on our review of applicable laws and rules, nothing
precludes the CMCD, the South Florida Water Management District, Big Cypress Basin,
or any of the other restoration partner agencies from entering into an interagency
agreement at this time.
About the Picayune Strand Restoration Project
The Picayune Strand Restoration Project is one of many of Governor Ron DeSantis'
priority Everglades restoration projects across South Florida. It aims to restore 55,000
acres of sensitive upland and wetland habitats necessary for several threatened and
endangered species. Many species of insects, including arthropods, found at the
restoration site are a critical part of the food web for several protected species. The project
was also the very first Comprehensive Everglades Restoration Plan (CERP) project to
break ground, and its restoration is nearly complete after two decades and hundreds of
millions of dollars in state and federal taxpayer investments. The project provides
significant benefits to Collier County by reducing drainage of adjacent sensitive
ecosystems, reducing harmful freshwater discharges to its downstream estuaries,
restoring wetland habitats, improving aquifer recharge to protect public water supply, and
staving off harmful saltwater intrusion into the regional water table.

Significant Taxpayer Investments Have Been Made Into Ecological Restoration in
the Picayune Strand Restoration Project
A number of local, state, and federal agencies have invested nearly $600 million in the
restoration efforts at the Picayune Strand Restoration Project site. In addition, $10 million
in investments have been made in the research, development, and testing of all -natural
biocontrol agents that reduce harmful invasive species that impact the ecosystem
restoration efforts, and approved biocontrol agents are used at the Picayune Strand
Restoration Project site. Consideration should be given to the significant taxpayer
investment into ecological restoration at the project site. A lack of proper planning and
coordination could threaten the ecological restoration progress that cost taxpayers
hundreds of millions of dollars.
Potential Impacts to Ecological Restoration
The South Florida Water Management District's and Big Cypress Basin's concerns about
an uncoordinated expansion of the CMCD boundary include negative impacts to
protected species and wetland habitat intended to be improved by the project. Mosquito
larvae and other aquatic arthropods are a crucial food source for small fish that serve as
the base of the food web, supporting wading birds and alligators who are key indicators
for Everglades restoration. Additionally, the impacts on pollinating insects, which are
crucial to the survival of a very large proportion of wild, native plants as well as
economically important plants in southwest Florida, could drastically alter these
ecosystems for both wildlife and humans. Recent research published on the important
role of nighttime pollinators for ghost orchids at Audubon's Corkscrew Swamp Sanctuary,
Florida Panther National Wildlife Refuge and Fakahatchee Strand Preserve State Park,
raises serious concerns about any lethal insect controls in conservation landscapes that
could harm these vital pollinators. Additionally, mosquitoes are an important food source
for the endangered Florida Bonneted Bat that are found throughout southwest Florida,
including in Picayune Strand State Forest.
More Engagement is Necessary to Coordinate Restoration and Public Health
Goals
Given the unique nature of the Picayune Strand Restoration Project, we feel
it is appropriate and worthwhile to allow all the agencies involved in restoration to
collaborate with CMCD to determine if expanding the boundary is the best
approach to managing disease -carrying mosquitos that pose a threat to public
health. The South Florida Water Management District, U.S. Army Corps of Engineers,
U.S. Department of Interior's U.S. Fish and Wildlife Service, U.S. Department of
Agriculture's Agricultural Research Service, Florida Fish and Wildlife Conservation
Commission, Florida Department of Environmental Protection, and Florida Department of
Agriculture and Consumer Services' Florida Forest Service have all invested taxpayer
resources in the ecological and hydrologic restoration at the Picayune Strand Restoration
Project site.
We appreciate the good progress made last week in our agency's first engagement with
CMCD's leadership and scientists regarding boundary modification. However, we feel
additional collaboration between all the restoration agency partners prior to a boundary
expansion would be fruitful. Additional collaboration and planning ahead of a boundary
expansion could prevent litigation and ensure all agency partners are adequately
engaged in an approach to support restoration and public health.
We look forward to working with the CMCD to review opportunities for mosquito control
that do not conflict with restoration goals. We sincerely appreciate the ability to engage
with the County Commission and the Mosquito Control District on this important
issue. The South Florida Water Management District and Big Cypress Basin
respectfully request that the Collier County Board of County Commissioners not
support the expansion of the CMCD into the Picayune Strand Restoration Project
footprint at this time, and we remain committed to working with the CMCD and all the
agency restoration partners in the development of appropriate land management plans
that support both ecosystem restoration and human health.

Hi Brad,
Unfortunately,I didn't document or report the monarch butterfly caterpillar die-off,but it was during
2020.My wife had her monarch caterpillars in an enclosure on our screened lanai(under the roofed
portion).We received notification that aerial mosquito spraying was going to occur one night.My wife
asked me if I thought the caterpillars would be okay on the lanai with the spraying,and I told her that I
thought that they would be fine since they were under the covered portion of our lanai.The next day,
every single one of the monarch caterpillars was dead(I can't remember the exact number of
caterpillars,but it was 10-20,and there were multiple instar stages present). I love planting pollinator
friendly plants at my house and observing the plethora of butterflies/pollinators that get attracted. It
sure seems like our butterflies get hit hard whenever spraying occurs,and their numbers decline with
increased spraying. These are obviously anecdotal observations,but I'm really tempted to start doing
some experiments on the Danaher Hacienda.
When I first got word about the meeting,I asked Kevin and Enn if they wanted me to prepare a presentation to
highlight my concerns with spraying on the refuges/conservation lands,especially with regards to floral and faunal
impacts(e.g.,pollinators/sphingid moth pollinators of our ghost orchids). Erin replied back to me on September
29th,and said that we would just prepare a letter,and that possibly Kevin or she could read it at the meeting. I
haven't heard anything else about one of them attending the meeting since then. From what I understand,Kim is
drafting a joint Service letter,so I plan to review it and highlight my concerns on it if they aren't already included.
Thanks for all that Audubon and the Federation does to help us conservation land managers out with issues like this
mosquito boundary expansion and all of the other environmental issues that we contend with down here. Had y'all
not been involved and attended the first meeting,the commissioners would have never known that there were
concerns about expanding the boundary onto conservation lands. We are currently down to two full-time
permanent employees specifically dedicated to the Flonda Panther and Ten Thousand Islands NWR's nght now(i.e.,
myself and our administrative officer). Luckily,my new term Biological Science Technician will be starting next
Monday,so that will be a huge relief for me.Suffice it to say,folks like you and Meredith are the"watchdogs"helping
us to ensure that our conservation lands in SWFL remain the last greatest examples of true wild Florida!

That was extremely interesting to hear Dr. Fish's presentation,and I'm really glad that this meeting was
held. After witnessing what I believe to be direct mortality of monarch butterfly and gulf fritillary
larvae after aerial mosquito spraying at my house in GGE,I have significant ecological and biological
concerns with aerial application of insecticides,especially on any conservation lands. Knowing how
important moth pollinators are for many of our native and rare plants(e.g.,state endangered ghost
orchid)only intensifies my concern for the expanded use of insecticides,especially aerially applied
insecticides.
