Agenda 11/09/2021 Item #16D11 (Veteran's Community Park Consession & Storage Space)11/09/2021 EXECUTIVE SUMMARY Recommendations to enhance and provide additional space for the concession and storage availability at Veteran's Community Park for recreational organizations who provide services at this location. (Fiscal Impact $18,000) OBJECTIVE: To provide support for concessions and storage for youth sports organizations operating at Veteran’s Community Park. CONSIDERATIONS: The Naples Roller Hockey League is a non-profit organization that provides for youth and adult roller hockey programming at Veteran’s Community Park. The non-profit has operated at this site for approximately 25-years and began about the time the roller hockey rink was built at this location. Historically the group has provided support for facilities at this location and has recently donated a $70,000 flooring system for the rink and upgraded the scoreboard. The organization approached the Collier County Parks and Recreation staff last year about retaining concessions at this location. In 2017, the Naples Roller Hockey League was approached by Parks’ staff to determine if the space could be used by the new Pickleball concessionaire (Pickleball Enterprises LLC). In talking to the past President of the Naples Roller Hockey League, Robert Von Holley, he indicated that he approved the Pickleball group use of the concession due to lack of infrastructure to support their own concession. The concessionaire for Pickleball indicated that they could provide service (6) days a week and ex -President Von Holley acknowledged that this would be a better service than what the Naples Roller Hockey League could do. The current President of the Roller Hockey league approached Collier County Parks’ staff last year to re-acquire both storage and concessions that they had originally used at this location. Staff indicated that they would seek funding to provide a solution for this issue; however, a solution was not arrived or executed. Recently the Roller Hockey league representatives approached both the Parks and Recreation Advisory Board and the Board of County Commissioners with this request. Staff has met with both organizations and have arranged for storage for both groups. Currently, the Roller Hockey league has acquired space they have used in the past near the rink and the Pickleball storage was moved to the tennis complex on the north side of the park. Representatives from both groups met on November 1st to determine options for allowing each to provide concessions. Parks’ staff committed to acquire and install a temporary concession building at the site. This temporary concession building will be established in close proximity to the roller hockey rink but requires utility hookups and permitting. It is anticipated that it will take 12-16 weeks for this installation; and it must be properly procured. The Naples Roller Hockey League indicated a desire to sell food and beverage, which made the existing concession area unusable for that purpose as water is not attached to that facility. The Roller Hockey league must acquire necessary permits from the Department of Health to provide food and beverage at the temporary concession building being contemplated and enter into a concessionaire agreement associated with their Youth Sports Facility Agreement with the county. Long-term plans for the site include building a suitable concession for both organizations. This work will be contemplated as staff plan and budget for the roof replacement needed at this location. FISCAL IMPACT: The estimated cost of a rental concession building to provide the additional required space is $1,500 per month or $18,000 annually. Funds will be provided from within the Unincorporated General Fund (111) Parks budget. GROWTH MANAGEMENT IMPACT: The value of the facilities are inventoried in the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as 16.D.11 Packet Pg. 1165 11/09/2021 to form and legality and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners accepts the recommendations to enhance and provide additional space for the concessions and storage availability at Veteran's community Park.
