Agenda 11/09/2021 Item #16A13 (Budget Amendment Project No. 60228 - Various Sidewalks)11/09/2021 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment for the Transportation Engineering Division in the amount of $6,891,474.66 to fund the remaining four (4) Infrastructure Sales Surtax Projects under the Various Sidewalks Project category. (Project 60228) OBJECTIVE: To provide the necessary funding for six sidewalk projects throughout Collier County and to authorize the necessary budget amendment. CONSIDERATIONS: Voters approved an Infrastructure Sales Surtax in November 2018. Collect ion of the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21 are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2), Florida Statutes. Exhibit A identified 3 main categories of projects: Transportation Projects, Facilities & Capital Replacements, and Community Priorities. The following eight (8) projects fall within the Transportation Projects category under line item: Various Sidewalks and have been validate d by the Infrastructure Surtax Citizen’s Oversight Committee. Location Project Limits Carolina Avenue Warren St. to Broward Street Warren Street St. Andrews Blvd. to Carolina Street Carlton Street Floridian Ave. to Tucker Ave. (0.68 miles) Catts Street Georgia Ave. to Roadway Dead End (0.47 miles) Carson Road Immokalee Dr. to Lake Trafford Rd (0.5 miles) CR 846 E East Main St. (CR 29) to Airpark Blvd. (0.43 miles) Livingston Road Radio Rd. to Progress Ave. (0.75 miles) Oakes Boulevard Vanderbilt Beach Rd. to Immokalee Rd. (1.99 miles) The Infrastructure Surtax Citizen’s Oversight Committee approved the Various Sidewalks within (Project 60228) at their February 5th, 2020, meeting (agenda item 8.A.1). The funding required for all 8 of the sidewalk projects is $10,000,000 providing Design, CEI and Construction Funding purposes. At a previous BCC meeting on 09/08/2020 (Agenda Item #16.A.19), a budget amendment in the amount of $3,108,525.34 was allocated for ‘Surtax Various Sidewalks’ project: Carolina Avenue, Warren Street, Carlton Street and Catts Street. The County has completed design activities for Warren Street and Carolina Street listed in the table above. Funding is needed to proceed with the 4-remaining projects. Construction of the new sidewalks will provide more mobility options, increase safety for bicyclist and pedestrians and provide for additional access to Collier Area Transit (CAT). FISCAL IMPACT: A budget amendment in the total amount of $6,891,474.66 is needed to move funds within Fund (318) Infrastructure Sales Tax from Reserves (919010) to Project (60228). The funds are available within Surtax Sales Tax Reserves. LEGAL CONSIDERATIONS: This item has been reviewed by the Count Attorney, raises no legal issues and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary.
