EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Airport Authority, adopts
the attached Resolution approving the proposed rate schedules for the Everglades Airpark,
Immokalee Regional Airport and Marco Island Executive Airport for 2022.
OBJECTIVE: To approve rate schedules for the Everglades Airpark (X01), Immokalee Regional Airport
(IMM), and Marco Island Executive Airport (MKY) for 2022.
CONSIDERATIONS: Ordinance 2010-10, Section Five C.6 states that the Authority has the power to
adopt by resolution a schedule of rates, fees, and other charges.
The Airport Leasing Policy, Section II, states that a “Rate Structure” updated and approved by the
Authority annually will serve as a guide when negotiating fees.
The notable changes to the attached updated rate schedules from the 2021 rate schedules, based on market
comparisons, current costs, or previously approved methodology, are:
An introduction providing criteria for establishing the rates and charges and who can authorize deviations
from the established rates has been added to the rate schedule for each airport.
• ALL AIRPORTS - Office space and hangar rates have been increased 2.5% based on the
Consumer Price Index (CPI), per signed lease agreements.
• ALL - The margins on Jet-A and AvGas full-service and self-service fueling has been revised
from a fixed margin to a range to provide flexibility that considers fluctuations in cost and market
conditions.
• ALL - Full-service and self-service fuel prices will be updated weekly or as necessary based on
market conditions.
• ALL - A merchandise mark-up range of 1.5 - 5.0 has been established for resale items.
• ALL - Concession fees for vending services has been expanded to allow a range of 30% - 50%.
• IMM - Full-service and self-service AvGas fuel discount calculations and conditions for flight
schools have been modified slightly.
• IMM - Margins and conditions for self-service and full-service Jet-A fuel in the annual volume
discount program have been modified slightly.
• IMM - The fee for the use of the Ground Power Unit has changed from $40 for up to 2 hours to
$50 for up to 2 hours. Each additional hour remains unchanged at $25 per hour.
• IMM - The fee for after-hours services has increased from $50 per hour after 7:00 PM to $75 per
hour after 7:00 PM.
• MKY - Margins and conditions for full-service Jet-A fuel in the annual volume discount program
have been modified slightly.
• MKY - Tie-Down/Overnight Parking Fees have been increased slightly based on market
comparisons.
• MKY - Ramp fees have been increased slightly based on market comparisons.
• MKY - The gallon amount of fuel purchased required to waive ramp fees has been increased for
multi-engine piston aircraft.
• MKY - The fee for the use of the Ground Power Unit has changed from $40 for up to 1 hour to
$50 for up to 1 hour. Each additional hour remains unchanged at $25 per hour.
• MKY - The fee for after-hours services has increased from $50 per hour after 7:00 PM to $75 per
hour after 7:00 PM.

• X01 - The fee for after-hours services has increased from $50 per hour after 5:00 PM to $75 per
hour after 5:00 PM.
FISCAL IMPACT: Modest increases are expected in certain revenue line items. Impacted revenue
categories are expected to meet or exceed the FY2022 budget.
GROWTH MANAGEMENT IMPACT: There is no growth impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and require majority vote for approval. -JAK
RECOMMENDATION: To adopt the attached Resolution approving the 2022 rate schedule for the
Everglades Airpark, Immokalee Regional Airport and Marco Island Executive Airport.

Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by taking into account the costs associated with the operation and maintenance of
the airport, as well as the necessary recovery of capital investment into its facilities. It is the policy
of the Authority to make the facilities and services of the Immokalee Regional Airport available
to the general public on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or revision,
are incorporated into the Rules and Regulations by reference. The administration of these rates
and charges, and any deviation or waiver thereof as may be operationally necessary, shall be
under the authority, responsibility and control of the Division Director, Airport Manager or their
Designee.

Flight Schools wishing to take advantage of this program will be charged the non-discounted rate for the
first 1,500 or 3,000 gallons. Once 1,500 or 3,000 gallons have been purchased by new customers, the
customer will receive the applicable discounted gallon rate for future fuel purchases for the remainder of
the fiscal year. Participants that have met the minimum annual tier in the prior year will continue at the
first-tier discounted gallon rate for the subsequent year provided that all other requirements under this
program have been met. Should the non-discounted gallon rate fall below a customers discounted tiered
rate, the customer will be assessed the non-discounted rate accordingly. The above full-service
discounted rates include the based customer discount of $0.10/gallon as previously referenced.
Customers may elect to be billed twice per month or direct pay at the time of sale via Shell Contract Fuel
or Shell Fleet Card. Customers electing to pay via credit card under this program (Visa, MasterCard,
Discover, American Express, Multi-Service, Government Air Card) will be charged a service fee of 3% for
each transaction. The Authority, in its sole discretion, reserves the right to request additional
information regarding aircraft ownership/exclusive control and to reject any aircraft, or fuel reseller
from the program that it deems ineligible.

The Annual Volume Discount Fuel Program-Jet A offers reduced aviation fuel prices for large-quantity
purchasers of fuel. New customers must have purchased more than 30,000 gallons of fuel in the previous
fiscal year or commit to purchase a minimum of 30,000 gallons during the current fiscal year (October 1
through September 30). Customers wishing to take advantage of this program will be charged the non-
discounted rate for the first 30,000 gallons. Participants that have met the minimum annual tier in the
prior year will continue at the first-tier discounted gallon rate for the subsequent year provided that all
other requirements under this program have been met.

Every tenant will be issued two (2) keys at no charge to allow them access to their hangar or
other leasehold. Additional or replacement keys shall be purchased for a non-refundable fee of

Airport Authority. If all keys are not returned, a charge of $70 for a lock change, tax included,
will be charged. If the tenant requests a lock change, there will be a charge of $70 for the lock

2022 Rates and Charges
Introduction
These rates and charges have been established by the Collier County Airport Authority (the
“Authority”) by taking into account the costs associated with the operation and maintenance of
the airport, as well as the necessary recovery of capital investment into its facilities. It is the policy
of the Authority to make the facilities and services of the Everglades Airpark available to the
general public on reasonable terms without unjust discrimination.
Any rates and charges now in effect or hereafter adopted or revised, upon adoption or revision,
are incorporated into the Rules and Regulations by reference. The administration of these rates
and charges, and any deviation or waiver thereof as may be operationally necessary, shall be
under the authority, responsibility and control of the Division Director, Airport Manager or their
Designee.
