EXECUTIVE SUMMARY
Recommendation to accept the donation of a 53-foot semi-trailer from the Florida Division of
Emergency Management (FDEM), authorize the Director to execute the associated Memorandum
of Agreement between the County and FDEM, and authorize the necessary budget amendments in
the estimated amount of $24,225 to refurbish the trailer.
OBJECTIVE: To enhance the capabilities of the County’s Emergency Management Division to provide
supplies and resources to the community and surrounding areas.
CONSIDERATIONS: For many years, FDEM positioned a 53-foot semi-trailer at the Emergency
Services Center to provide Collier County and surrounding regional counties with supplies and equipment
needed during an emergency shelter activation. During this time period, Collier County kept the on-board
cooling and dehumidification running to protect the contents of the trailer and agreed to bring the trailer
to the scene of an incident or provide access to its contents as directed by FDEM under previous
agreements.
Fortunately, this resource has not been called upon in the last several years, however, sitting idle and the
continual exposure to the elements resulted in some deterioration of its mechanical condition. FDEM is
willing to donate the trailer and its contents and transfer ownership to Collier County if the County will
restore it to a useful condition. The original purchase price for the trailer was $112,000 and shelter supply
contents included were valued new at approximately $31,000. The trailer was new when it was moved to
Collier County and has minimal mileage. Receiving the contents will allow Emergency Management to
better serve the needs of local evacuation shelters.
Pride Enterprises, a not-for-profit corporation whose mission is to train eligible prison inmates in
vocational skills and help them transition into gainful employment, specializes in the type of restoration
services needed at a significantly lower than market cost and has a proven track record with the County.
Emergency Management has used Pride on several occasions for similar vehicle work and finds its
workmanship and value to be exceptional. Pride submitted an estimate of $21,230.00 to complete the
minor trailer renovations and repairs. The Collier County Purchasing Ordinance, Section 8, item (1)
provides for exemption from the competitive process for a nonprofit organization authorized to do
business in the State of Florida. Pursuant to Florida State Statute 287.042 state government agencies are
exempt from the Competitive sealed bid requirements when doing business with Pride.
Staff recommends accepting the donation of this trailer and contents as a valuable disaster response
resource and moving forward with this vendor as the provider of the trailer restoration services.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
FISCAL IMPACT: The estimated cost of the renovation is $21,230 plus staff recommends setting
aside a contingency of $1,000 for other unanticipated repairs and estimated towing costs of $1,995 under
an existing contract for a total estimated project cost of $24,225. A Budget Amendment into Cost Center
144210 is needed to establish a funding string for this project.
GROWTH IMPACT: There is no growth management impact from this action.
RECOMMENDATION: To accept the donation of a 53-foot semi-trailer from FDEM, authorize the
Director to execute the associated Memorandum of Agreement, execute a contract with Pride Enterprises
Heavy Vehicle Renovation for renovation of the semi-trailer, and authorize the necessary budget
amendments in the estimated amount of $24,225 to refurbish the trailer.

Refurbishment and repairs of disaster response and recovery trailer.
Collier County EM has limited funds to address its disaster response needs. In past years with great success
and high quality work under FS 946.515 Inmate labor, we have utilized the heavy equipment repair and
refurbishment of vehicles and trailers etc, with PRIDE- Prison Enterprises in Daytona Beach, FL. PRIDE
Heavy Equipment repair and paint services are used statewide by local governments as their pricing structure
is typically 40 to 60% below market rate and has the ability to do public safety modification and minor
customization for emergency and public safety heavy equipment applications. Their ability to design, price,
and deliver high-quality efforts when delivery time is not essential provides the County maximum value for
