Agenda 11/09/2021 Item #11C (Further consideration of Resolution 2021-156)11/09/2021
EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners further consider a previous support
resolution adopted by the Board approving the expansion of the Collier Mosquito Control District.
OBJECTIVE: To further consider a previous support resolution adopted by the Board approving the
expansion of the Collier Mosquito Control District (CMCD).
CONSIDERATIONS: At the June 22, 2021, meeting of the Board of County Commissioners, a
presentation was made by Patrick Linn, Executive Director of the CMCD on the need to expand the
District’s mosquito control boundaries. The CMCD Board of Commissioners have determined that a
substantial number of indicators warrant expansion of the District’s boundaries, including a rapidly
increasing permanent population and an increasing mosquito-borne disease threat.
Section 388.211, Florida Statutes, states, “The board of commissioners of any district formed prior to July
1, 1980, may, for and on behalf of the district or the qualified electors within or without the district,
request that the board of county commissioners in each county having land within the district approve a
change in the boundaries of the district.” The CMCD was created in 1950.
At their July 13, 2021, meeting, the Board adopted a resolution approving, as presented, the expansion of
the boundaries of the CMCD, pursuant to Section 388.211, Florida Statutes.
At the October 28, 2021, meeting of the Board, a motion was adopted to further consider the resolution of
support of the CMCD boundary expansion, as originally presented, at the next Board meeting. That
motion was adopted unanimously.
If approved by the Board, CMCD has prepared a local bill for the 2022 Regular Session of the State
Legislature to edit the District’s charter and make it effective October 1, 2022.
The annual Collier County Legislative Delegation Meeting is slated for 9 a.m., Wednesday, December 8,
2021, at the North Collier Regional Park Exhibit Hall. Local bills will be heard at this public hearing and
their Regular Session filing voted upon by the Collier legislative delegation.
FISCAL IMPACT: There is no fiscal impact associated with this particular item.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
particular item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners further consider a previous support
resolution adopted by the Board approving the expansion of the Collier Mosquito Control District.
